PRESENT: MAYOR JEROME GOTTFRIED, CHAIRMAN, WILLIAM F. CHASE, SECRETARY, AND ALDERMAN S. ROBERT LENTINI. BUILDING INSPECTOR GERALD LEE AND PLAN CONSULTANT RUSSELL KNETZGER WERE ALSO PRESENT. AS A QUORUM WAS NOT PRESENT THE MEETING WAS HELD INFORMALLY. JAMES HERNKE - MR. HERNKE APPEARED AND PRESENTED A PLAN WHICH APPEARANCE OF HIS PLACE OF BUSINESS, JIM'S AUTO SERVICE, ,973 W16600 JANESVILLE ROAD. THE COMNISSION REVIEWED THE PLAN WHICH INCLUDED ORDERLY PARKING OF VEHICLES ALONG THE WEST LOT LINE, PLANTINGS (PINE TREES) ALONG THE EAST LOT LINE, FUTURE ADDITION TO THE BUILDING, AND REDWOOD BASKET WEAVE FENCE (6') AROUND THE REAR OF THE LOT. MR. HERNKE ALSO SUBMITTED BROCHURES OF A 26' x 40' QUON- OF HIS LOT FOR STORAGE PURPOSES (THIS BUILDING TO REPLACE REQUEST FOR POLE TYPE SHED). PLANNER KNETZGER EXPRESSED THE MR. HERNKE POINTED OUT THAT THE BUILDING WOULD REQUIRE VERY LITTLE MAINTENANCE. THE COMNISSION NOTED THAT THE BUILDING I~R. HERNKE ADVISED THAT IT WAS HIS INTENTION TO PUT IN THE SLAB. IN ANSWER TO A QUESTION FROM BUILDING INSPECTOR LEE, MR. HERNKE ADVISED THAT THE STORAGE BUILDING WOULD BE AT WOULD BE PROGRAMMED OVER A PERIOD OF TIME TO IMPROVE THE SET TYPE BUILDING WHICH HE DESIRES TO CONSTRUCT ON THE REAR OPINION THAT HE WOULD NOT BE IN FAVOR OF THIS TYPE BUILDING. COULD BE CONSTRUCTED WITH OR WITHOUT A CONCRETE SLAB, HOWEVER, LEAST 100' FROM THE REAR LOT LINE. IN ANSWER TO A QUESTION FROM THE COMMISSION, MR. HERNKE ADVISED THAT A NURSERY HAD INDICATED THAT THE LAND WAS OF VERY POOR SOIL, THAT THERE WOULD BE NO GUARANTEE THAT ANY PLANTINGS COULD GROW, ALSO TAKING INTO CONSIDERATION THE EFFECT OF CAR EXHAUST ON PLANTINGS. PLANNER KNETZGER SUGGESTED THAT THE FRONT TRIANGLE ON THE WEST BE MOUNDED WITH TOPSOIL AND PLANTED WITH GRASS IF IT IS NOT FEASIBLE TO PLANT TREES OR SHRUBS. THE PARKING COULD BE MOVED TO THE EAST WHERE THERE WOULD BE MORE ROOM FOR PARKING AND MANEUVERING OF CARS. MAYOR GOTTFRIED QUESTIONED WHEN THE FENCE WOULD BE COMPLETED AND h. HERNKE ADVISED THAT HE WOULD LIKE TO HAVE THE FENCE COMPLETED BY FALL. PLANNER KNETZGER POINTED OUT THAT THERE MIGHT BE DIFFICULTY IN KEEPING THE FENCE STRAIGHT AND ALSO STRESSED THE PROBLEM OF MAINTENANCE OF THE FENCE. HE SUGGESTED THAT MR. HERNKE COMPARE THE COST OF THE FENCE TO THE COST OF PLANTING A HEAVY ROW OF BUSHES. HE ALSO SUGGESTED PAGE 2 - PLAN COMM. JANUARY 17, 1967 THAT THE COST WOULD BE NOMINAL TO PLANT SMALL BUSHES ALONG THE FENCE SO THAT WHEN THE FENCE NEEB TO BE REMOVED DUE TO DETERIORATION, THE BUSHES WOULD BE READY TO PROVIDE SCREENING. MR. HERNKE ADVISED THAT HE WOULD CONSIDER ASPHALTING THE DRIVEWAY SOON IF OTHER BUSINESSMEN WOULD CONSIDER ASPHALTING AT THE SAME TIME TO GAIN A COST ADVANTAGE. IN ANSWER TO A QUESTION FROM ALDERMAN LENTINI, MR. HERNKE ADVISED THAT THE FUTURE ADDITION TO THE BUILDING WOULD BE CONSTRUCTED WITHIN 3 TO 5 YEARS. WALTER CHMIEL - MR. & MRS. CHMIEL, S77 VI5483 WOODS RD., THEIR FARM IN THE SW+ OF SEC. 11 - LOTS 3, 4 AND 5 (RS-2 DISTRICT). THE COMMISSION REVIEWED THE PRELIMINARY PLAT WHICH HAD BEEN DRAFTED BY CLAUDE JOHNSON, WAUKESHA LAND SURVEYS. BUILDING INSPECTOR LEE ADVISED THAT"THE CHMIELS SUBDIVISION CONTROL ORDINANCE. IT WAS NOTED BY THE COMMISSION THAT THERE WAS A 60' ROAD RESERVATION BETWEEN LOTS 4 AND 5 SEWAGE DISPOSAL SYSTEM. IT WAS NOTED BY THE COMMISSION THAT THE PERCOLATION TESTS HAD NOT AS YET BEEN SUBMITTED. PLANNER APPEARED REQUESTING DIVISION OF THREE 1/2 ACRE PARCELS FROM COULD DIVIDE THREE MORE PARCELS WITHOUT COMING UNDER THE AND THAT ADEQUATE AREA WAS PROVIDED FOR EACH LOT FOR PRIVATE KNETZGER ADVISED THAT THE SEWRPC SOIL MAPS INDICATED SATIS- FACTORY SOIL FOR SEPTIC PURPOSES. DRAINAGE ORDINANCE AMENDMENT - ALDERMAN MYRON WEAVER, RULES, LAWS & ORDINANCE COMMITTEE, APPEARED REQUESTING CLARIFICATION OF THE FOLLOWING ORDINANCE: II THE MAYOR AND COMMON COUNCIL OF THE CITY OF MUSKEGO, WAUKESHA COUNTY, WISCONSIN, DO ORDAIN AS FOLLOWS: SECTION I. SECTION 6.01 (2) DRAINAGE: A. OF THAT ORDINANCE OF THE CITY OF MUSKEGO KNOWN AS A ZONING ORDINANCE IS HEREBY AMENDED TO READ AS FOLLOWS: A. ADEQUATE DRAINAGE REQUIRED: No PRINCIPAL BUILDING SHALL BE ERECTED, STRUCTURALLY ALTERED, OR RELOCATED ON LAND WHICH IS NOT ADEQUATELY DRAINED AT ALL TIMES NOR WHICH IS SUBJECT TO PERIODIC FLOODING, NOR SO THAT THE LOWEST FLOOR LEVEL IS LESS THAN 3 FEET ABOVE THE HIGHEST ANTICIPATED SEASONAL GROUND WATER LEVEL. IS PROPOSED FOR THE EAST SIDE OF CROWBAR ROAD IN VERNON WITH 2 ACCESSES TO CROWBAR RD. REVIEWED BY THE ~AUKESHA Go. THE CERTIFIED SURVEY MAP SHOWS AND DESCRIBES THE 2 ACRE THIS PARCEL HAS NO ROAD FRONTAGE EXCEPT AS SHOWN ON THE CERTI- THE .50 ACRE PARCEL LIES ADJACENT AND SOUTH OF THE 2 ACRE PARCEL. THIS PARCEL HAS A FRONTAGE ON PARKER ROAD, 262.86' OF WHICH ONLY 94.36' FRONTAGE LIES EAST OF THE 80' ROAD RESERVATION. WE PRESUMED THE .SO ACRE PARCEL WAS PERMITTED AS A LOT BY ADDING IT TO THE 2 ACRE PARCEL. THIS PARCEL ADDED TO THE 2 ACRE PARCEL RESULTS IN A ONE LOT WITH 94.36' FRONTAGE ON PARKER ~'OAD, AND AN AVERAGE DEPTH OF ABOUT 565'. THE RECORD SHOULD EXPLAIN REASONS FOR PERNITTING THIS LAND DIVI- SION AND THE INTERPRETATION OF SAME. CHASE ADVISED THAT HE HAD ATTENDED REQUESTED THAT THE PLAN GOMNISSION GIVE AUTHORITY TO THE PLAN CONSULTANT TO CONTACT THE SUPERINTENDENT OF SCHOOLS TO DISCUSS UPDATED SCHOOL SITES. IT WAS NOTED THAT THERE IS A MEETING OF THE SCHOOL SITE STUDY COMMITTEE AT WHICH THEY $750 IN THE PLAN cOMMISSION BUDGET FOR THIS PURPOSE. JEROME DRUGS - MAYOR GOTTFRIED PRESENTED PROPOSED SIGN TREATMENT FOR HIS NEW DRUG STORE TO BE CONSTRUCTED ON HrwAr 24; ONE SIGN TO BE 4' HIGH x 66' LONG ACROSS THE UPPER FRONT FACADE AND TWO SIGNS TO BE PLACED ACROSS THE FRONT SIDE FACADES. PLANNER KNETZGER SUGGESTED THAT OTHER SIGN TREATMENT WOULD BE MORE ACCEPTABLE, MAYOR GOTTFRIED AGREEABLE TO SUBMIT REVISED SIGN TREATMENT. COMMUNICATIONS MAYOR GOTTFRIED REVIEWED A COMMUNICATION WHICH HE HAD DIRECTED TO THE MILWAUKEE METROPOLITAN SEWERAGE COMMISSION REGARDING THE PROPOSED SEWER IN THE VICINITY OF RACINE AVE. ZONING CHANGE - THE FOLLOWING COMMUNICATION DIRECTED TO MAYOR GOTTFRIED FROM ATTORNEY HIPPENNEYER, DATED JANUARY 11, 1967, REGARDING POSSIBLE ZONING CHANGES IN SECTION 8-01 (7) B (QUARTERS FOR EMPLOYEES & GUEST HOUSES) WAS READ BY THE RECORDING SECRETARY: 'I DEAR MAYOR GOTTFRIED: IN REPLY TO YOUR LETTER OF JANUARY 5, 1967, IT IS MY OPINION THAT THE PLAN COMMISSION'S IDEA OF AMENDING THE BY THE CONMISSION IS A GOOD IDEA AND IN pTr OPINION WOULD ORDINANCE TO REQUIRE APPROVAL OF THE BUILDING AND SITE PLANS SOLVE THE PRINCIPAL PROBLEM. THE ONLY OTHER ALTERNATIVES ARE TO PREVENT SUCH STRUCTURE COMPLETELY, AND I ASSUME THAT THE PLAN COMMISSION HAS CONSIDERED THIS AND THOUGHT IT NOT FEASIBLE. SINCERELY, /S/ RICHARD s. PAGE 6 - PLAN COMM! JANUARY 17, 1967 PLANNER KNETZGER SUGGESTED THAT THIS PORTION OF THE ORDINANCE BE REMOVED AS THERE ARE NOT TOO MANY SUCH CASES. HE SUGGESTED THAT A TWO FAMILY DWELLING BE MADE A CONDITIONAL USE IN A ONE FAMILY AREA, THUS CREATING A DUPLEX RATHER THAN A SEPARATE STRUCTURE. PLAINER'S REPORT PLANNER KNETZGER SHOWED COLORED SLIDES OF DIFFERENT TYPES OF SIGN TREATMENT WHICH HE HAD PHOTOGRAPHED IN THE MILWAUKEE AREA. HE INDICATED HIS PREFERENCE FOR A FREE STANDING SIGN WITH NEON LIGHTING OR SEPARATE LETTERS LIGHTED FROM BEHIND ON THE FACADE OF A BUILDING. PLANNER KNETZGER ALSO SHOWED COLORED SLIDES OF DIFFERENT TYPES OF AUTOMOBILE SERVICE STATION CONSTRUCTION AND SIGN TREATMENT WHICH HE HAD PHOTOGRAPHED IN THE EAST AND SOUTH OF THE COUNTRY. This study was to be in accordance with the proposal we had submitted in August, 1966, to Max Anderson for his possible submittal under the next phase of the Urban Renewal program. As it turned out, it was not necessary to include this plan under the urban renewal program at this stage. Anderson Associates Urban and Regional Planning Consultants 407 North Frances Street Madison, Wisconsin 53703 Re: Proposal of Services, City of Muskego Urban Renewal Program Illustrative Civic Center Plan on Little Muskego Lake Dear Mr. Anderson: We are submitting herewith a proposal to provide supplementary planning services on the urban renewal planning program now under way in Muskego as it relates to the development of a municipal civic center. As the City's General Plan consultants we have recommended that Muskego should ultimately develop a civic center complex on the south shores of Little Muskego'Lake, adjacent to STH 24. Our General Plan work did not extend to other than a very generalized designation of the site location. No specific de1ineationof.use aream potential building groupings were studied at that time. However, just a year ago we submitted a report to the Mayor under date of July 23, 1965, which indicated that a site of about 11 acres would be desirable to handle the civic center space needs for Muskego under conditions of full City development with population at 45,000 persons. (Copy attached.) As that report shows, the figures relate. solely to the City's ultimate needs. No attempt was made to evaluate short term needs over say the next 10 years, or to evaluate what initial phases of space would be required. Under this proposal we are proposing to study the above unresolved matters so that the urban renewal program will have a sound basis for evaluating the de- sirability and priority of a civic center project in the area designated by the General Plan. Our services would include the following phases: 1. Site Plan In coordination with an architect under phase 2 following, and based upon the data developed in the 1965 report attached, we would prepare an illustrated site development plan showing specific building areas, parking, and appropriate development of the lake shore. e LAND PLANNING DEVELOPMENT.DESlGN PRIVATE and MUNICIPAL August 12, 1966 Max E. One artist's perspective of the completed building grouping and the site development plan would also be prepared. 3. Cost EstImates Based upon a general working knowledge of site development and building costs, our firm and the architect would prepare estimates of total costs for the completed civic center development as shown in the illustrative plans, plus an estimate of first phase costs for building development and site hork that could conceivably be built within the next few years as part of a renewal project. City Hall (including full police facilities, but not fire quarters) 2. Library 3. Swimming Pool and Tennis Courts 4. Community,Theatre and Youth-Adult Recreation Center 5. Parking and Open Space setting Such a municipal site could also include a fire station, and such other recreation facilities as a baseball field, or game space for horseshoes, lawn bowling and the like. However, we only recommend these uses, since they require a great deal of space, if a fairly large site were acquired. The fire station depends on whether the municipal site chosen coincides with a pro- jected fire station site. Public works yards should be located in a properly zoned industrial area. We presume a more centralized location is still considered desirable by the City, and therefore land costs will be higher than that of farm acerage. On that basis space needs of the municipal site have been carefully set. The key factor which determines the ultimate space needs of the municipal center is the long range size^ of,the community. As expressed in the adopted General Plan, there will ultimately be 45,000 people, living in 11,000 to 12,000 homes; there will be an industrial base of $56 million in valuation employing 9,500 persons: and there will be a commercial base of $21 million in valuation. From these basic community size projections, we would estimate the following space needs of a municipal center site, measured in square feet: e LAND PLANNING DEVELOPMENT. As shown in the above summary, about 10.7 acres, say 11 acres, will be needed. In choosing the most suitable site, we would recommend that a list of criteria be drawn up to suit Muskego's specific needs, using the criteria on page 5 of the enclosed Cedarburg report as a guide. As additional supplementary material, we are enclosing the architect's first study sketches for a Mequon City Hal1,We have also submitted extra pages from Mequon's General Plan Report in which we prepared an overall site plan of the municipal area. In their case we recommended 20 acres because we wanted to include a park on the Milwaukee River bank, a commuter station, an historic restoration site of an old school building, a fire station, and a baseball field--all of which are not included in our estimate of your needs. e We would remind the site selection committee and the Common Council that if a site is chosen in a proposed urban renewal area, the cost of acquiring the site and any improvements thereto., such as sewers during the next year or so, can be counted as part of the City's one-fourth share of the total cost. Fo.r example, a $30,000 investment by the City would be matched by a $90,000 Grant under an urban renewal program, making a $120,000 site clearance and development program possible. Should some first portion of the city hall itself be included in the next few years, the matching 3/4ths grant could be that much larger. You will note in the Cedarburg report that one of the important criteria of site selection was "Will the new municipal building help upgrade adjacent areas ? " We feel this criteria has relevance in Muskego. If we can be of further assistance in this matter, we would be pleased to provide any information or studies within the scope of our work.
