VENTLAND ADVISED THE COKMISSION THAT THE PUR- SEEKING APPROVAL OF DIVISION OF A 2 ACRE PARCEL AND A 5 ACRE PAR- THE COMMISSION REVIEWED THE LOT SKETCHES SUBMITTED BY THE POSE OF THIS DIVISION WAS TO SELL THE 2 ACRE PARCEL AND THE 5 ACRE PARCEL WHICH INCLUDES THE FARM BUILDINGS. MR. WENTLAND EXPLAINED THAT HE COULD NOT AFFORD TO HIRE A SURVEYOR NOR KEEP THE .PROPERTY BECAUSE OF TAXES. THE COMMISSION EXPRESSED THEIR RELUCTANCE TO ACCEPT THIS DIVISION AS THE PLAN AS SUBMITTED DID NOT PROVIDE ROAD ACCESSES TO LEMBEZEDER DR. OR HIWAY Y. THE COMMISSION SUGGESTED THAT A LETTER BE DIRECTED TO THE WENTLANDS REQUESTING THAT THEY GIVE THIS FURTHER CONSIDERATION AND RESUBMIT THE PLAN INDICATING ROAD LOCATIONS FOR THE PURPOSE OF FUTURE ROAD BEDS. MR. BUEHLER MOVED THAT ACTION BE DEFERRED ON THE REQUEST OF ROBERT VENTLAND FOR APPROVAL OF A PRELIMINARY PLAT FOR LAND TO FUTURE ROAD LOCATIONS. MR. THIS WORK INVOLVES THE RELOCATION AND MONUMENTATION OF ALL II VE ARE WRITING TO INQUIRE AS TO WHETHER OR NOT THE CITY PROGRAM AND AERIAL MAPPING PROGRAM SIMILAR TO THOSE WE ARE CUR- PUBLIC LAND, SURVEYING SECTION CORNERS, QUARTER CORNERS AND CENTERS OF SECTION WITHIN THE CITY OR TOWNSHIP AND THEN THE PREPARATION OF DETAILED TOPOGRAPHIC MAPS OF THE AREA. IN THE EVENT THAT THE CITY MIGHT BE INTERESTED IN PROCEEDING WITH SUCH A PROGRAM NEXT YEAR, DISCUSSION OF THE PROGRAM AND NEGOTIATION OF AN APPROPRIATE CONTRACT SHOULD BE TAKING PLACE WITHIN THE PERIOD OF THE FALL AND EARLY WINTER OF 1966-1967. WITH R~ECT TO YOUR QUESTIONS CONCERNING THE TRANSPORTATION ELEMENT OF THE REGIONAL PLANS AS THEY RELATE TO THE CITY OF ~~USKE- Go, IT SHOULD BE NOTED THAT THE ROUTES SHOWN ON THE REGIONAL PLAN PAGE 6 AUGUST 2, 1966 MAP REPRESENT CORRIDORS ONE-HALF MILE OR MORE IN WIDTH WITHIN 0 WHICH A PRECISE CENTEIlLINE FOR A RIGHT-OF-WAY OF ABOUT 325 FEET IN WIDTH WILL HAVE TO BE ESTABLISHED. THE ESTABLISHMENT OF A CENTERLINE LOCATION REQUIRES CAREFUL STUDY, IN WHICH THE VARIDUS ALTERNATIVE LOCATIONS FOR THE PROPOSED FACILITY ARE CAREFULLY EXPLORED, AND WILL REQUIRE THE CLOSE COOPERATION OF THE LOCAL MUNICIPALITIES; THE COUNTIES; AND, MOST IMPORTANTLY, THE STATE HIGHWAY COMMISSION OF WISCONSIN. THE ROUTE LOCATION STUDIES ARE INTENDED TO BE CARRIED OUT IN A TWO-STAGE PROCESS: STAGE 1 CONSISTING OF A RECONSIDERATION AND REFINEMENT OF THE CORRIDOR LOCATIONS INDICATED ON THE PRELIMINARY REGIONAL LAND USE TRANS- PORTATION PLANS AND STAGE 2 CONSISTING OF THE ACTUAL CENTERLINE LOCATION STUDIES WITHIN THE REFINED CORRIDORS. VORK ON THE FIRST STAGE OF THE TWO-STAGE PROCESS IS BE- GINNING NOW FOR ALL MAJOR FREEWAY ROUTES PROPOSED IN THE PRE- LIMINARY REGIONAL PLANS AND IS BEING ACCOHPLISHED BY THE STATE HIGHWAY COMMISSION OF WISCONSIN. ANY PREVIOUSLY PROPOSED CORRIDOR LOCATIONS WILL CERTAINLY BE CONSIDERED DURING THE FIRST STAGE BUT CANNOT BE EXPECTED TO BE AUTOMATICALLY ADOPTED PRIOR TO COMPLETION OF THE NECESSARY STUDIES. PART OF THE PRO- BELT FREEWAY WILL INVOLVE INDIVIDUAL AND JOINT MEETINGS WITH CESS OF DETAILING THE CORRI.QOR LOCATION FOR THE METROPOLITAN REPRESENTATIVES OF THE COMMUNITIES AND COUNTIES INVOLVED AND REPRESENTATIVES OF THE STATE HIGHWAY COMMISSION OF b/ISCONSIN. Approximately 15 acres is involved, present zoning being agriculture as shown on the map attached. Apparently the purpose of the re-zoning is to permit the owner to sell off an 8 acre portion for construction of a contractor's equipment storage building. We would not recommend the re-zoning for the following reasons: (1) The area is too small to become a suitable industrial district as outlined in the General Plan. There will be no opportunity for proper grouping of sites and buildings on internal streets. (2) Sewer service is not designated for the area -- the General Plan recommends sewer service in industrial areas. (3) The soils are poorly suited for septic disposal and industrial buildings as shown in this tabulation of the site. Gentlemen: Pursuant to the request of Chairman Gottfried, we have reviewed the above request for re-zoning. As shown on tk attached map, the property is "L" shaped with the eastern tip in the W-F Wetland Floodplain district, the central porticn in RS-1 Residential, and the south tip in R-1 Residential. The legal notice indicates that it was probably the intent of the petitioner to re- zone only the RS-1 portions of the property, and not to include the R-1 area in the south tip. Nevertheless, the legal description includes the entire south tip other than the W-F, and the Commission's recommendation should point out that such R-1 re-zoning to RS-2 could not be permitted unless the City also agrees to re-engineer its sanitary sewer plan to encompass the R-1 area, which by definition is not in the present plans to be sewered. The petitioner further states in the legal notice that the reasons for the re- zoning are to allow for homes of 1400 sq. feet (RS-1 requires 1600 sq. feet) and lot sizes of 40,000 sq. feet (meaning 20,000 sq. feet when sewer is available, as opposed to the present RS-1 requirements of 60,000 sq. feet and 30,000 sq. feet with sewers) and to "make the area more compatible with the B-1 zoning" at the corner of CTH r and Woods Road, on this same property. We recommend the petition be denied for the following reasons: 1 ~ The re-zoning could not be accomplished without extensive re-zoning of that entire neighborhood to keep some semblance of order in the pattern of change from zones of higher density to zones of lower density. 2. No reasons have been offered by the petitioner, other than the B-1 conflict, as to why the City should re-zone that neighborhood to a higher density (50% higher) and a smaller home size. 3. " An RS-2 district would not find the B-1 business zone any more compatible than an RS-1 if the petitioner were right that incompatibility exists--in which case the change would be to remove the B-1 , not to change the residential zone. It is not proper to use a 2.5 acre B-1 zone designed to serve a residential neighborhood as an excuse to change two thirds of a 138 acre area to another density of residential use. Admittedly principles of community design would indicate that with a high school across the highway, and some form of business use of the corner, that forms of higher density residential use such as garden apartments, town houses, or condominium forms of single family homes, and clustered lots would be a desirable land use pattern, in the area near the highway and adjacent to the business uses. But such a pattern does not mean that the entire density of an ownership, or of the n@ighborhood,need be changed from that established in an overall comprehensive plan for the community. The Zoning Ordinance prowides for "Planned Development" regulations whereby the total density of an ownership can be re-arranged to have high density uses mixed with lower densities I creating residual open space. We believe such planned development provisions of the ordinance offer any large owner a wide range of flexibility in developing his land, and that basic re-zonings of such a magnitude as proposed here should rarely be necessary.
