MAYOR GOTTFRIED REPORTED THAT PLANNER RUSSELL KNETZGER WAS UNABLE TO BE PRESENT AS HE WAS OUT OF THE CITY. JfINUTES; PLANNER KNETZGER HAD SWGESTED THE FOLLOWING AHENDNENTS TO THE MINUTES OF FEBRUARY 1, 1966, PRIOR TO THE NEETING: ATTORNEY HIPPENNEYER, 2. BE CHANGED TO READ: 2. UNDER THE PRE- SENT ZONING ORDINANCE, THIS AREA IS ZONED R-2 ~ITH AN LEL OVER- LAY WHICH REQUIRES 40,000 SQUARE FEET PER LOT. KNETZGER SUGGESTED THAT IN VIEW OF THE SEWRPC INDICATION OF AT THE CITY'S EXPENSE NEAR TXE CENTER OF LOT 3 AND ON THE LOT- ON PAGE 2, UNDER HI-Y RANCHES, IN CONTENTS OF LETTER FRON I1 ON PAGE 5, 2ND PARAGRAPH, BE CHANGED TO READ: PLANNER I1 POOR SOIL CONDITIONS ,AN D HIGH WATER TABLE SOIL BORINOS BE TAKEN LINE BETWEEN LOTS 0 & 9. MAYOR GOTTFRIED TION TO PUECHASE 6 T# 8 ACRES OF LAND FRON WALTER HOFMANN IN THIS PROPERTY AND THE PURCHASE WOULD INCLUDE THE TILE PLANT AND EQUIPNENT. MAYOR GOTTFRIED QUESTIONED IF $E fiNTENDED TO TEAR POINTED OUT THAT IF A HOUSE WERE TORN DOWN IT COULD NOT BE REBUILT IN AN INDUSTRIAL ZONED AREA. MR. GREENWALD WAS ADVISED BY THE CONKISSION THAT THIS WOULD INVOLVE A DIVISION OF LAND FROM THE HOFKANN PROPERTY AND THE PROCEDURE WAS EXPLAINED TO MR. GREENWALD. THE COKNISSION ALSO ADVISED MR. GREENWALD THAT HIS SITE PLAN OF OPERATION WOULD HAVE TO BE APPROVED BY THE CONHISSION. DONALD HABEMEU - MR. & MRS. DONdLD HABERNEYER DID NOT APPEAR RELATIVE TO THEIR REQUEST FOR LAND DIVISION IN SEC. 21; HOWEVER, THE CERTIFIED SURVEY HAD BEEN RECEIVED, SdNE REVIEWED BY THE CONNISSION. IT WAS NOTED THAT THE EASENENT FOR SBPTIC PURPOSES HAD NOT BEEN RECEIVED AS YET. MR. CHASE NOVED TO ACCEPT THE DIVISION OF LAND FOR DONALD HABERNEYER IN SECTION 21 (STEFANIAK PROPERTY) SUBJECT TO THE SUBNITTAL OF SUITdBLE EASENENT FOR SEPTIC PURPOSES ON THE AD- JdCENT PROPERTY. MR. BUDISH SECONDED THE NOTION AND IT CARRIED. MRS. THOflAS KRAMEA - MRS. KRAKER, W125 S9790 N. CAPE ROdD, PRESENTED A PRELININdRY PLAT OF A PROPOSED DIVISION OF THE THdT THEY HAD AN EXISTING 3 ACRE LOT WHICH WAS NARSHY" AND SHE WAS REQUESTING AN ADDITIONAL 2 ACRES ON WHICH TO BUILD ADVISED THdT BECAUSE OF THE FROST IN THE GROUND, SURVEYOR TILLIE KRANER PROPERTY IN SECTION 25. MRS. KRANER EXPLAINED II A DWELLING, THUS NAKING THIS A 5 ACRE PARCEL. MRS. KRAKER JOHNSON WOULD NOT TAKE PERCOLATION TESTS UNTIL AFTER APRIL ST. THE CONNISSION REVIEWED TEE FILE OF THE TILLIE KRANER PROPERTY AND THE PREVIOUS DIVISION. SUBJECT TO THE RESULTS OF THE PERCOLATION TEST. MR. BUEHLER MR. CHASE NOVED TO ACCEPT THE PRELININARY PLdT AS SUBNITTED SECONDED THE MOTION AND IT CARRIED. - MR. GEIBEL DID NOT APPEAR RELATIVE TO HIS REQUEST FOR DIVISION OF LAND IN SECTION 0. MERWYN TESS - MR. TESS APPEARED AND PRESENTED A SKETCH OF PROPERTY IN SECTION 21 (IDd TESS PROPERTY). HE INDICATED HIS INTENT TO CONBINE 2 - 3- ACRE PARCELS AND 1 9 3-39 ACRE PARCEL TO HAKE A 9.39 ACRE PARCEL. BUILDING INSPECTOR LEE QUOTED THE FOLLOWING FRON PAGE 1 OF THE SUBDIVISION CONTROL ORDINANCE: C. EXCEPTIONS: THE PROVISIONS OF THIS ORDINANCE SHALL NOT APPLY TO: 3. RICHDORF WAS HANDLING THE DIVISION OF LAND ON THE EAST SIDE OF HIWAY Y AND IT WAS THE SUGGESTION OF THE CONNISSION THAT PERHAPS MR. RICHDORF COULD AID HIM IN 'THIS PROBLEN. C. - MR. D. M. KREASE AND MR. LEO E. CONCOTELLI, PETITION REQUESTING CONDITIONAL USE FOR PROPERTY ON THE SOUTH- EAST CORNER OF HIWAY 24 AND TESS CORNERS DRIVE IN SECTION 2 FOR CONSTRUCTION OF A SERVICE STATION. THE COMMISSION REVIEWED SKETCHES AND PLANS OF THE PROPOSED SERVICE STATION. NR. CONCOTELLI POINTED OUT THAT THIS WOULD BE A COLONIAL STRUCTURE, THAT THE PREMISES WOULD BE CLEARED OF ALL BUILDINGS, LEVELED AND GRADED FOR PROPER DRAINAGE AND THAT THE TYPE OF LIGHTING TO BE INSTALLED WOULD BENEFIT THE ENTIRE CORNER. MR. CONCOTELLI MENTIONED THAT THERE WAS A RESTRICTION ON THIS PROPERTY DISALLOWING THE SERVING OF ALCOHOLIC BEVERdGES WHICH, ACCORDING TO MR. CONCOTELLI, LIMITED THE USE OF THIS CORNER. THERE WAS DISCUSSION OF THE EFFECTS THE PROPOSED WIDENING OF HIWAY 24 MIGHT HAVE ON THE STATION, BUT IT WAS DETERMINED THAT THERE WERE NO ACTUAL PLANS AT PRESENT AND IF WIDENING DID OCCUR, THE GAS PUMPS COULD BE RELOCATED. MAYOR GOTTFRIED SUGGESTED QUESTIONS WHICH MIGHT ARISE AT THE ~UBLIC HEARING AND SHOULD BE CONSIDERED BY TEXACO SUCH AS TYPE OF SIGN, ACCESSES, SETBACK, ETC. MR. BUEHLER MOVED TO SET THE DATE FOR THE PUBLIC HEARING FOR TEXACO'S REQUEST FOR CONDITIONAL USE FOR MONDAY, APRIL 4 (BECAUSE THE REGULAR MEETING DATE TUESDAY, APRIL 5, WILL BE ELECTION DAY, THE PLAN CONKISSION WILL MEET MONDAY, APRIL 4) MAFEEL. INC, - THE COMMISSION REVIEWED A PROPOSED SCHEDULE ACCORDANCE WITH THE COMMISSION'S DECISION AT THE PREVIOUS OF OPERdTION FOR RESTORATION SUBMITTED BY GRAVEL, INC., IN MEETING. MdYOR GOTTFRIED ADVISED THdT ACCORDING TO MR. DAWSON THIS SCHEDULE COULD NOT BE LIKXTED AS TO TIME AS IT WOULD DEPEND ON THE NEED FOR GRAVEL. MR. BUDISH MOVED THAT THE PLAN COMKISSION RECOMKEND APPROVAL OF THE SCHEDULED PLANS SUBMITTED BY GRAVEL, INC., dND DATED FEBRUARY 11, 1966, TO THE CONKON COUNCIL. MR. BERTRdff SECONDED THE MOTION AND IT CARRIED. CARL POSU - HR. POSBRIG APPEARED SEEKING ADVICE AS TO PROCEDURE NECESSARY TO ALLOW A. MULTIPLE-FAMILY DWELLING ON A 1 ACRE LOT IN SECTION 20 (IRWIN POSBRIG PROPERTY) PRESENTLY ZONED A-1. THE COMMISSION ADVISED THAT THIS WOULD INVOLVE A PETITION FOR ZONING CHANGE BUT THAT MORE AREA THAN 1 ACRE SHOULD BE INCLUDED. BUILDING INSPECTOR LEE ADVISED THAT AN AREA CANNOT BE ZONED FOR MULTIPLE-FAMILY RESIDENCE UNLESS THAT AREA IS DESIGNATED FOR SEWERS. AFTER DISCUSSION, MR. CHASE MOVED TO REFER THIS MATTER TO THE PLANNER FOR RECOMMENDATION AS TO WHETHER OR NOT RSA DISTRICT ZONING COULD BE APPLIED IN THIS AREA. MR. WALRATH SECONDED THE MOTION AND IT CARRIED. JOHN PETERS - AS A RESULT OF THE PUBLIC HEARING HELD PRIOR TO THE PLANNING COMMISSION MEETING, MR. CHASE MOVED TO APPROVE TRE CONDITIONAL USE FOR A LIGHT INDUSTRIAL OPERATION FOR JOHN PETERS IN SECTION 25. MR. WALRATH SECONDED THE MOTION. AFTER DISCUSSION, IT WAS THE CONMISSION'S OPINION THAT PERHAPS THERE SHOULD BE CONDITIONS APPLIED FOR XORE SPECIFIC STANDARDS AS TO UPKEEP OF THE AREA, A PLANTING SCREEN TO ALSO BE CONSIDERED. MR. BUDISH MOVED TO DEFER ACTION FOR TWO WEEKS. MR. IT WAS NOTED Br THE COMMI~SION THAT A REZONING PETITION TO REZONE FROX RSM TO RS-3 THE EAST SIDE OF PALLEY DRIVE HAD BEEN SUBMITTED TO TKE COMMON COUNCIL BY THE RESIDENT5 OF VALLEY DRIVE. MR. WALRATH MOPED TO DEFER ACTION ON THE PETITION FOR CONDITIONAL USE FOR A PARKING LOT ON VALLEY DRIVE FOR RICHARD MAURICE TO ENABLE PROPER STUDY OF THE PROPOSED CONDITIONS. THE HOTION LOST FOR LACK OF A SECOND. LOT ON PALLEY DRIVE BE GRANTED TO RICHARD MAURICE AS PRESENTED. THE MOTION LOST FOR LACK OF A SECOND. MR. BUDISH MOVED THAT THE CONDITIONAL USE FOR A PARKING MR. CHASE MOPED THAT THE COMMISSION GRANT THE CONDITIONAL USE AS PETITIONED SUBJECT TO THE CONDITIONS DESIGNATED IN THE LETTER TO RICHARD MAURICE FROM JEROME J. GOTTFRIED, CHAIRMAN OF THE PLANNING CONNISSION, DATED DECEMBER 23, 1965, AND CORRECTED TO INDICATE THAT IN ITEX 1 THE CULVERT IS TO BE MOVED 10' FROM THE LOT LINE AND THAT ITEM 6 BE INCLUDED AS A MR. BUDIISH SECONDED THE MOTION. PART OF THIS LETTER THAT THE TIME LIMIT BE SET AT 3 YEARS. MR. CHASE AMENDED THE MOTION TO INCLUDE ITEM 7 - PARKING NOT TO EXCEED 10 CARS AT ANY GIVEN TIME AND THAT NO TRUCKS BE CONSIDERED AS A PART OF THESE 10 VEHICLES; ITEM 0 - PROVISIONS USABLE DURING OTHER THAN BUSINESS HOURS; AND ITEM 9 - SEEDING, BEFORE THE USE OF THE LOT. MR. BUDISH CONSENTED TO THE ANEND- BE MADE TO CHAIN OFF THE ENTRANCE SO THAT THE LOT UOULD NOT BE PLANTING AND NECESSARY GRAVELING AND DUST CONTROL BE COMPLETED MENTS AND THE KOTION CARRIED. MAYOR GOTTFRIED ADVISING THAT A COMPOSITE SOILS NAP OF THE CITY OF MUSKEGO WAS BEING FORWARDED AS REQUESTED IN LETTER OF SEPT. 14, 1966. THE MAP WAS REVIEWED BY THE COMPIISSION AND IT WAS THE CONMISSION'S DECISION THAT THE NAP BE REFERRED TO THE PLANNER FOR REVIEW. JI-Y RANCHES SUBDIVISION - BUILDING INSPECTOR LEE REPORTED PROPERTY. HE APPROXIHATED THE FINDINGS AS CLOSE TO THAT THE RESIGNATION OF MR. JOHN MEINHARDT FRON THE PLANNING A COMNUNICATION FROM SEWRPC, DATED FEE. 2, 1966, TO THAT THE SOIL BORINGS HAD NOT BEEN RECEIVED AS YET ON THIS OF THE SOIL MAP AND INDICATED THAT HE COULD NOT FORESEE ANY LEACH BED PROBLENS. MR. CHASE MOVED TO RECOMMEND TO THE CONNON COUNCIL THAT UPON CONPLETION OF THE PLAN COMHISSION'S INVESTICL4TION IT APPEARS THAT LOTS OF RECORD CAM STAND AS PREVIOUSLY PLATTED IN HI-Y RANCHES SUBDIVISION, BUT THAT IN ADDITION AN EASEMENT BE CONVEYED BY THE DEVELOPER TO THE CITY ALONG THE EAST SIDE OF LOT 6, BLOCK A, SAID EASEMENT TO BE 15'. Mr. Jerome Gottfried, Chairman Muskego City Plan Commission Muskego, Wisconsin Dear Mr. Gottfried: We are forwarding to you by separate mailing one (1) preliminary work copy of a composite soils map of the City of Muskego prepared by the Southeastern Wisconsin Regional Planning Commission as requested in your letter of September 14, 1965. It may be used by your planning commission and consultant in determin- ing final categorization of soil suitability ratings. This map has been enlarged and compiled to 1" = 1000' from original 1" = 2000' soil maps. It contains the delineation of soil types on an aerial photo base that was flown in March of 1963. and coloring after we have met with your planning consultant to discuss a selection of those soil interpretations to be shown. Please note that we have included our standard legend on your print to assist in such a discussion.
