MAYOR GOTTFRIED CALLED THE MEETING TO ORDER AT 0:00 P. M.
PRESENT: MAYOR JEROME GOTTFRIED, CHAIRMAN; WILLIAM CHASE,
SEC'Y; WILLARD BERTRAM, EDMUND BUDISH AND CLARENCE WALRATH. RUSSELL KNETZGER, CONSULTANT, AND GERALD LEE, BUILDING IN-
SPECTOR, WERE ALSO PRESENT.
ABSENT: CHARLES BUEHLER AND JOHN MEINHARDT
MINUTES: THE MINUTES OF THE PREVIOUS MEETING, SEPTEMBER 21,
1965, WERE CORRECTED ON THE FOURTH PAGE, FIRST PARAGRAPH,
UNDER RICHARD MAURICE, TO READ ... BUT THE LANGUAGE USED
IN THE ZONING ORDINANCE 8:10 (7) COULD BE INTERPRETED TO

MR. BERTRAM MOVED TO APPROVE THE MINUTES AS CORRECTED. MR. WALRATH SECONDED THE MOTION AND IT CARRIED,
ONALD O'LEARY - MR. DONALD O'LEARY, VI90 S9415 RACINE AvE.,
IN SECTION 20 NEAR HENNEBERRY DR. AND RACINE AYE. THE COM-
MISSION REVIEWED THE SKETCH SUBMITTED. MR. O'LEARY ADVISED THE COMMISSION THAT HE DESIRED TO
BUILD A NEW DWELLING FOR HIMSELF, THAT THE ACCESS TO HIS
PRESENT HOME WOULD BE USED FOR THE NEW DWELLING AND THAT HE
HAD NO INTENTION OF SELLING AT THE PRESENT TIME. HE PLANS
PROBABLY RENT HIS PRESENT HOME. THE PROPOSED DWELLING WOULD
TO TEAR DOWN THE SMALL TENANT HOUSE ON THE PROPERTY AI:D WILL
BE IN FRONT AND TO THE NORTH OF THE PRESENT DWELLING AND THE
NEWLY CREATED LOT WOULD BE IN FRONT OF THE EXISTING HOME. IN ANSWER TO QUESTION FROM MR. CHASE AS TO THE VALUE OF
THE EXISTING HOME, MR. O'LEARY ADVISED THAT IT PROBABLY COULD
NOT BE BUILT TODAY FOR UNDER $20,000 BUT IT WOULD HAVE TO BE
TORN DOWN IF THE AREA WERE SUBDIVIDED AS IT WOULD BE ARCHI-
TECTURALLY OUT OF PLACE AMONG NEW HOMES. BUILDING INSPECTOR LEE READ SEC. 4.07 (2) OF THE ZONING ORDINANCE AND SECTION 11 C. OF THE SUBDIVISION CONTROL ORDINANCE. THERE FOLLOWED DISCUSSION OF CONTROLS GOVERNING
DIVISIONS OF LAND. THERE WAS CONCERN OF THE ACCESS TO THE
BACK HOME SINCE THE NEWLY CREATED LOT WOULD BE DIRECTLY IN
FRONT OF THE PRESENT DWELLING. MAYOR GOTTFRIED MOVED THAT MR. O'LEARY BE ADVISED THAT
SUBJECT TO THE CONDITION THAT A 60' EASEMENT BE PROVIDED FOR
THE BACK HOME. MR. BUDISH SECONDED THE MOTION AND IT CARRIED.
CALVARY EVANGELICAL FREE CHURCH - REV. DONALD ROTR APPEARED
AND PRESENTED PLANS FOR AN ADDITION TO THE CHURCH LOCATED ON
JANESVILLE ROAD IN SEC. 17. THE COMMISSION REVIEWED THE
PROPOSED PLANS. REV. ROTH ADVISED THE COMMISSION THAT ADDITIONAL CLASS-
ROOMS, STUDY AND NURSERY WERE NECESSARY BECAUSE OF PRESENT
CROWDED CONDITIONS. MAYOR GOTTFRIED SUGGESTED THAT BECAUSE THE CHURCH WAS
PRESENTLY OPERATING UNDER A CONDITIONAL USE GRANT, THE COM-
MISSION SHOULD DETERMINE IF THE EXPANSION OF THE CONDITIONAL
USE WERE OF SUCH A NATURE THAT IT WOULD NOT REQUIRE A PUBLIC
HEARING. MR. CHASE MOVED TO ACCEPT THE EXPANSION OF THE CONDITIONAL
USE IF ACCEPTABLE IN THE ORDINANCE. MR. WALRATH SECONDED THE
PLANNER KNETZGER ADVISED THAT IN ACCORDANCE WITH THE
MOTI ON.
ORDINANCE, A PUBLIC HEARING WOULD HAVE TO BE HELD AND PLANS
FOR THE ADDITION SUBMITTED TO CITY HALL so THEY COULD BE
REVIEWED BY THE PUBLIC IF SO DESIRED. MR. CHASE WITHDREW HIS MOTION WITH THE CONSENT OF HIS
MR. CHASE MOVED TO SET THE PUBLIC HEARING FOR CALVARY
SECOND, MR. WALRATH.
EVANGELICAL FREE CHURCH FOR EXPANSION OF CONDITIONAL USE
ADVISE REV. ROTH THAT THE PLANS FOR THE ADDITION BE COMPLETED
AND IN THE CITY HALL TWO WEEKS PRIOR TO THE PUBLIC HEARING. MR. BUDISH SECONDED THE MOTION AND IT CARRIED.
JACK GLOCKNER - MR. JACK GLOCKNER APPEARED AND PRESENTED THE
SITE AND OPERATIONAL PLANS RELATIVE TO HIS JUNKING AND EX-
TRACTIVE OPERATIONS IN SECTION 12. THE COMMISSION REVIEWED
THE PLANS AND MR. GLOCKNER POINTED OUT THE AREAS WHERE JUNKED
HE ADVISED THE COMMISSION THAT THERE WAS NO GRAVELING OPERA-
a FOR NOVEMBER 16, 1965, AT 7:45 P. M. AND THAT THE COMMISSION
CARS WERE STORED AND WHERE TOPSOIL AND SAND HAD BEEN REMOVED.

WHICH CONSISTED OF 10 TO 20 LOADS A YEAR; THAT HE HAD THE
LARGEST EXTRACTIVE OPERATION WHILE MACLEN HEADOWS WAS BEING
BUILT. HE ALSO ADVISED THAT HE HAD VERY LITTLE SALVAGE BUSI-
NESS, BUT THAT HE DID SCRAP OUT SOME OF THE AUTOS.
THERE WAS DISCUSSION AND CONCERN OF THE COMMISSION AS
TO THE EXTENT OF THE EXTRACTIVE OPERATION AND IF IT WAS
ENOUGH TO WARRANT A GRAVELING PERMIT, AND ALSO IF THERE WERE
OTHER TRUCKERS HAULING SAND FROM THE AREA. PLANNER KNETZGER SUGGESTED THAT A FIELD TRIP BE SCHEDULED
AND THE COMMISSION DECIDED TO MEET AT THE SITE ON SATURDAY

COUNCIL AND THE LICENSING COMMITTEE. e
c ASPHALT PLANT - C. T. H. "F" - THE COMMISSION DISCUSSED THE REQUEST OF MR. BECHTHOLD OF PAYNE & DOLAN OF WIS., INC.,
TO INSTALL A TEMPORARY ASPHALT PLANT NEAR CROWBAR AND VAUER ROADS FOR THE CONSTRUCTION OF C. T. H. F FROM RACINE COUNTY II II
TO s. T. H. 15 PER THEIR COMMUNICATION OF SEPTEMBER 2, 1965. PLANNER KNETZGER ADVISED THE COMMISSION TO BE VERY CAU-
TIOUS IN ALLOWING THE INSTALLATION OF THIS ASPHALT PLANT. THERE WAS SOME DISCUSSION AS TO THE KIND OF PLANT AND
HOW LONG IT WOULD BE NECESSARY FOR THE PLANT TO OPERATE, IT WAS THE COMMISSION'S DECISION TO ADVISE MR. BECHTHOLD
TO APPEAR BEFORE THEM AT THEIR NEXT MEETING TO PRESENT FURTHER
INFORMATION RELATIVE TO.' THE PLANT.
GRAVEL. INC. - THE RECOMMENDATIONS WHICH HAD BEEN SUBMITTED
BY PLANNER KNETZGER AT THE PREVIOUS MEETING WERE REVIEWED AND
MR. CHASE MOVED THAT RECOMMENDATION BE MADE TO THE
DISCUSSED.
COMMON COUNCIL TO RENEW GRAVEL, INC., PERMIT FOR THE OPERATION
OF A GRAVEL PIT FOR THE 1965-66 PERIOD CONTINGENT UPON THE
CONFORMANCE WITH THE FOLLOWING CONDITIONS:
I. THE OVERBURDEN STOCK PILE AT THE SE CORNER OF RACINE
PROVIDES A VERY GOOD VISUAL SCREEN. THIS MOUND OF EARTH
SHOULD BE EXTENDED UP RACINE AYE. TO THE TREES LOCATED NEAR
THE PRESENT ENTRANCE.
2. CLOSE THE ENTRANCE ON RACINE AVE. (PULL THE CULVERT OUT
TANS DRIVE AND ASK FOR IMMEDIATE RESTORATION OF THIS WHOLE
CORNER; ADD 6" OF TOP SOIL AND BEGIN PLANTING GRASS.
3. ACCORDING TO THE ZONING ORDINANCE, ANYTHING KEPT FOR SPARE
PARTS CONSTITUTES A JUNK YARD. CHASSIS SHOULD BE DISPOSED
AND GRADE THE CHANNEL) AND USE ONLY THE PRESENT ACCESS ON
OF AND SPARE PARTS SAVED ELSEWHERE.
4. MOUNDS SHOULD BE MOVED TO THE WEST SIDE OF THE ENTRANCE
FOR STORING, THIS AREA FILLED IN AND THEN MOVE TO ANOTHER
AREA.
5. RE-PHRASE RESTORATION REQUIREMENTS so THERE WILL BE ACTION
BY NEXT SPRING AND HAVE THEM IMMEDIATELY SUBMIT FOR APPROVAL
A SYSTEM OF SPECIFIC WORK AND RESTORATION AREAS SIMILAR TO
THAT USED BY STATE SAND & GRAVEL.
6. INCREASE THE BOND FROM $5000 TO $20,000 AS WAS ORIGINALLY
SUGGESTED BY THE ENGINEER.
MR. BERTRAM SECONDED THE MOTION AND IT CARRIED.
e NORTHLAND DEVELOPERS - THE RECORDING SECRETARY READ THE
MINUTES OF AUGUST 3, 1965, RELATIVE TO THE ENTRANCE AND
EXIT SIGNS FOR THE A&P GROCERY STORE. THERE WAS SOME DISCUSSION OF THE TRAFFIC HAZARDS IN-
MOBIL STATION DRIVEWAY. PLANNER KNETZGER POINTED OUT THE PROB-
LEMS OF CROSS TRAFFIC AND LEFT HAND TURNS OFF OF HIWAY 24
AND ADVISED THAT WESTWOOD DRIVE SHOULD BE ABLE TO HANDLE THE
MR. BUDISH MOVED TO DEFER ACTION ON THE SIGNS UNTIL THE
VOLVED IF AN EXIT OR ENTRANCE SIGN WERE ESTABLISHED IN THE
TRAFFIC.
NEXT MEETING. MR. WALRATH SECONDED THE MOTION AND IT CARRIED.
CONSULTANT'S REPORTS - PLANNER KNETZGER ADVISED THE COMMISSION
THAT PURSUANT TO ORDINANCE #I6 AND ORDINANCE #19 OF THE
COMMON COUNCIL, NELSON & Assoc. HAD MADE THE NECESSARY ZONING
MAP CORRECTIONS FOR THE BOLDT BUTTER 8: EGG PROPERTY AND THE KAPKE PROPERTY AND THAT THE MAPS HAD BEEN RETURNED TO THE
CITY.
As CONCERNS THE NEWSLETTER, PLANNER KNETZGER ADVISED
THAT HE WOULD HAVE THE INFORMATION THE FOLLOWING DAY.
BUDGET - MR. CHASE PRESENTED COPIES OF THE PROPOSED BUDGET
FOR 1966 FOR THE COMMISSION'S REVIEW.
