PREfENT: MAYOR JEROME GOTTFRIED, CHAIRMAN; VILLIAM CHASE, SEC r; WILLARD BERTRAM, CHARLES BUEHLER, EDMUND BUDISH, JOHN MEINHARDT AND CLARENCE WALRATH. RUSSELL KNETZGER, CONSULTANT, AND GERALD LEE, BUILDING INSPECTOR, WERE ALSO PRESENT. MINUTES: MR. BUDISH MOVED TO APPROVE THE MINUTES OF AUGUST 17, 1965, AS MAILED. MR. WALRATH SECONDED THE MOTION AND IT CARRIED RADIO TOWE4 - MR. NORBERT A. KLUHSMAN OF CIRCLE COMMUNICATIONS, INC., APPEARED TO DISCUSS THE POSSIBILITY OF ERECTING A RADIO TOWER IN SECTION 7 ON THE STATE SAND & GRAVEL SITE, PURPOSE STATION FOR STATE SAND & GRAVEL'S USE. 1.8" TO 20' BASE SUPPORTED BY APPROXIMATELY 6 GALVANIZED, t/2" THICK, NON-RUST GUY WIRES AND OCCUPY APPROXIMATELY 6 ACRES. . THE 3 'x3' WIDE FOOTING FOR THE TOWER WOULD BE PLACED JUST BELOW THE FROST LINE. HE FURTHER ADVISED THAT CIRCLE COMMUNICATIONS, INC., WOULD PROBABLY BUY THE LAND FROM STATE SAND & GRAVEL OF THE TOWER TO BE TO SUPPORT AN ANTENNA FOR A 2 WAY RADIO MR. KLUHSMAN ADVISED THAT THIS WOULD BE A 300' TOWER, AND LEASE IT BACK MAKING THE TOWER USEFUL FOR PUBLIC USE AS WELL AS PRIVATE USE AS SPACE WOULD BE AVAILABLE FOR RENT ON THE TOWER. IN ACCORDANCE WITH F.C.C. REGULATIONS, THE TOWER WOULD BE PAINTED ORANGE AND WHITE AND HAVE A RED BEACON ON TOP. MR. KLUHSMAN MENTIONED THAT A SMALL BUILDING TO HOUSE EQUIPMENT MIGHT BE NECESSARY AND PLANNER KNETZGER SUGGESTED MR. KLUHSMAN PRESENTED SKETCHES OF THE AREA WHERE THE THAT THIS BUILDING BE INSTALLED UNDERGROUND. TOWER MIGHT BE LOCATED BUT STATED THAT A FIRM AGREEMENT HAS NOT BEEN REACHED WITH STATE SAND & GRAVEL AS TO WHERE THE TOWER WILL ACTUALLY BE PLACED. THERE WAS SOME DISCUSSION RELATIVE TO THE EFFECT A TOWER SUCH AS THIS WOULD HAVE ON ANY POTENTIAL DEVELOPMENT IN THE AREA MR. KLUHSMAN STATED THAT ANTI-CLIMBERS (SHEET METAL OVER THE FIRST FEW STEPS, PADLOCKED) COULD BE INSTALLED WHICH WOULD DISCOURAGE CHILDREN FROM ATTEMPTING TO CLIMB THE TOWER AND FURTHER ADVISED THAT THE EQUIPMENT WAS NOT SUSCEPTIBLE TO VANDALISM NOR WAS THE EQUIPMENT DANGEROUS IN ANY WAY. RADIO TOWER (CONT. 1 AND IT WAS THE COMMISSION'S DECISION THAT MR. KLUHSMAN BE ADVISED TO PETITION FOR AN OIP ZONING CHANGE AND DIVISION OF LAND. IT WAS FURTHER SUGGESTED THAT IT WOULD BE WISE FOR CIRCLE COMMUNICATIONS, INC., TO GET A TRIANGLE WHERE THERE THE PROPOSED AREA IS PRESENTLY ZONED RCE RESIDENTIAL WOULD BE AN ACCESS AND NO EASEMENTS INVOLVED. HAROLD DE BACK - (DIVISION OF LAND, SEC. 32) MITTED BY MR. DEBACK AND NOTED THAT THE TEMPORARY ACCESS WAS THE COMKISSION REVIEWED THE CERTIFIED SURVEY MAP SUB- NOT SHOWN AND THAT THERE WAS NO DEDICATION OF LAND FOR HIGHWAY PURPOSES. MAYOR GOTTFRIED ADVISED THAT MR. DEBACK WAS AWARE THAT ROAD. HE FURTHER REPORTED THAT THERE WERE PRESENTLY NEGOTIATIONS BETWEEN MR. DEBACK AND THE COUNTY FOR THIS 50' AREA WHICH NORMALLY WOULD BE DEDICATED ON A DIVISION OF LAND. THE ACCESS WOULD BE TEMPORARY UNTIL ESTABLISHMENT OF A FRONTAGE PLANNER KNETZGER POINTED OUT THE COMPLICATIONS INVOLVED IF THERE WAS NO DEDICATION OF LAND FOR HIGHWAY PURPOSES ON THIS DIVISION OF LAND AND RECOMMENDED THAT THE COMMISSION REQUEST THE DEDICATION IN ACCORDANCE WITH THE ZONING ORDINANCE. MR. BUDISH MOVED THAT THE COKMISSION APPROVE THE DIVISION OF LAND FOR HAROLD DEBACK SUBJECT TO THE DEDICATION OF THE 50' 'FOR HIGHWAY PURPOSES AND SHOWING OF TEMPORARY ACCESS ON THE CERTIFIED SURVEY MAP. MR. BERTRAM SECONDED THE MOTION AND MAYOR GOTTFRIED REPORTED THAT AT HIS RECENT MEETING WITH THE HIGHWAY COMMITTEE, THERE WAS INDICATION THAT THERE WILL BE CONTROLLED ACCESSES ON HIGHWAY Y. VILLIAM F. XAPKE - (REZONING REQUEST FOR LOT IN SECTION 1 FROM RS-2 TO 00s SPECIAL SERVICE) , FROM DAVE COUTURE OF DEVELOPMENT CORP. OF AMERICA EXPLAINING THE REASON FOR THE REZONING REQUEST, I. E. THAT MR. L% MRS. ELWYN RICHARDS WOULD LIKE TO SELL HONEY ON A LINITED BASIS IT CARRIED. MAYOR GOTTFRIED REVIEWED THE LETTER DATED JUNE 15, 1965, FROM THE HOHE WHICH THEY ARE PLANNING TO BUILD ON THIS SITE. THE GOKMISSION NOTED THAT THERE HAD BEEN NO OBJECTIONS AT BUILDING INSPECTOR LEE REPORTED THAT THE PLANS WHICH HAD THE PUBLIC HEARING HELD AUGUST 24, 1965. BEEN SUBMITTED WERE FOR A RESIDEBTIAL HONE WITH A FAMILY ROOM IN THE GARAGE TO BE USED AS AN OFFICE. PLANNER KNETZGER REVIEWED THE USES WHICH WOULD BE PERMITTED IN THE 00s DISTRICT AND RECOXMENDED APPROVAL OF THE ZONING REQUEST AS THE LOT WAS NEXT TO A BUSINESS ZONED AREA. GRANT THE PETITION FOR APPLICATION OF AN 00s OVERLAY FOR THE MR. BUDISH NOVED TO RECOMMEND TO THE COMMON COUNCIL TO WM. F. KAPKE PROPERTY IN SECTION 1. MR. BOURDO FOR A ZONING CHANGE AND THE MINUTES OF THE PUBLIC HEARING AUGUST 24, 1965, GIVING ATTENTION TO OBJECTION OF MR. IRVING HAUT. PLANNER XNETZGER SUGGESTED THAT A ROAD NOT BE USED FOR .I DIVIDING ZONING DISTRICTS AS IS THE CASE OF CROWBAR ROAD, ONE SIDE BEING AGRICULTURE AND THE OTHER SIDE RESIDENTIAL. HE SUGGESTED THAT THE ZONING BE GRANTED FOR LEON BOURDO AND THE R-1 DISTRICT BE EXTENDED ALL THE WAY DOWN CROWBAR ROAD AND 440' BACK FROM THE CENTER LINE OF THE ESTABLISHED R. 0, w. MR. BUEHLER MOVED TO RECOMMEND TO THE COMMON COUNCIL TO APPROVE THE REZONING REQUEST FOR a ACRES OF LAND IN THE #w+ OF SECTION 31 FROM AGRICULTURE TO R-1. MR. BUDISH SECONDED THE MOTION AND IT CARRIED. MR. WALRATH KOVED THAT A STRIP ALONG THE WEST SIDE OF CROWBAR ROAD TO A DEPTH OF 440' FROM THE CENTER LINE OF THE ROAD BE REZONED TO R-1 FROM KELSEY SOUTH TO TICHICAN. THE MOTION LOST FOR LACK OF A SECOND. BUDGET 1966 - MAYOR GOTTFRIED APPOINTED MR. BUDISH, MR. CHASE AND MR. WALRATH TO THE PLAN COMMISSION BUDGET COMMITTEE. MR. BUDISH ASKED TO BE EXCUSED FROM THE COMMITTEE AND MR. BUEHLER WAS APPOINTED. MR. CHASE REQUESTED PLANNER KNETZGER TO SUBMIT A LIST OF ITEMS PERTINENT TO THE PLAN COKMISSION FOR THE 1966 BUDGET. GRAFEL. INC. & MUSKEG0 ASPHALT PLANT - PLANNER KNETZGER READ A LETTER FROM NELSON & Assoc. DATED SEPT. 7, 1965, OUTLINING RECOMMENDATIONS ON GRAVEL, INC. & MUSKEGO ASPHALT PLANT WHICH TRIP TO THE SITE JUNE 3, 1965. TO PLANNER KNETZGER FOR RECONKENDATION AT THE NEXT MEETING. MR. BUDISH SECONDED THE MOTION AND IT CARRIED. FOR THE QUARRYING OPERATIONS. THE ATTORNEY HAD INTERPRETED THE ORDINANCE TO INDICATE A RENEWAL OF THE PERMIT EACH YEAR. HAD BEEN MADE VERBALLY AT AN EARLIER MEETING AND AFTER A FIELD MR. BUEHLER MOVED TO REFER GRAVEL, INC., OPERATION PERMIT THE COMMISSION NOTED THAT THE PERMIT HAD EXPIRED JUNE 19 AMEIDMENTS TO THE COMPREHENSIVE PLAN PLANNER KNETZGER REVIEWED THE AMENDMENT TO THE COMPREHEN- SIVE PLAN AND SUGGESTED THAT A COMPLETE COMPREHENSIVE PLAN FILE BE COMPILED. MR. CHASE MOVED TO ACCEPT THE CHANGES TO THE COMPREHENSIVE PLAN. MR. WALRATH SECONDED THE MOTION AND IT CARRIED. ADJOURA?.EI?T MR. ISH MOVED TO ADJOURN AND MR.
