HAROLD DE BACK -(Division of Land, Sec. 32) division of 4 lots along Highway Y in the SET of Section 32 of hie property. He advised the Commission that he was most interested in had advised that it would be economical to plot all 4 lots at one the one lot just north of his present dwellings, but that the Surveyor time. SOIL SURVEY MAP - Mayor Gottfried advised that the Soil Survey Map has been ordered. MUSKEG0 ASPFIALT PLANT - Mr. Buehler questioned Resolution #81 which showed the recornendation of the Planninn Commission to renew the permit for one year. The motion from the Planning Commission minutes of June 15, 1965, uas read and Mr. Buehler stated that he could not see how this could be misconstrued to mean that the permit be continued newspaper stating that the Plan Commission had recommended renewal for one more year. He also presented an article from the Freeman of the permit for one year. because of the wording "until the conclusion of this years operation" he had inte reted it to mean the 1965-66 period. He advised that the Resolution # 7 1 was more restrictive and allowed operation only until October, 1965. He further advised that he would inform the Common Council of the error in Resolution #81 if the Commission so desired. Mayor Ctottfried advised that he had drafted the Resolution and 0 SUBDIVISION CONTROL ORDINANCE - Planner Knetzger presented the following recommended changes in the Subdivision Control Ordinance: - 1. Percolation Testa - Planner Knetzger advised that the present procedure was unsatisfactory and perhaps the Greenfield Ordinance, which had been submitted by Alderman Wolf, should be considered. fee charged. Soil suitability reading would be a possibility, but Greenfield percolation tests are under City jurisdiction and a $35.00 before this can be adopted, the present Ordimnoe would have to be examined by the Attorney to determine the possibility of requiring soil tests. The present Ordinance does not ask for percolation tests until submission of the Preliminary Plat and Planner Knetzger suggested that percolation tests be submitted earlier, perhaps with the "Sketch". The Commission discussed this recommendation and felt that because percolation tests were not reliable, in good weather - good tests, and in bad weather - bad tests, and that there was no language in the Ordinance as to under what w'eather conditions the testa should be taken, the City should not be held responsible for the tests. 2. Division of Land - Planner Knetzger advised that there should be controls for drainage and cited examples from the Greendale drainage procedures in establishing grades at all 4 corners of a lot. Committee would study this situation at their meeting Thursday night. the approval of the lot drainage could go through the City Engineerls office or the Planner's office. He further advised that Nelson & Assoc. 0 interprets as the basement floor that portion of the Ordinance stating that the lowest floor of a building must be 31 above the lowest water table. Building Inspector Lee has interpreted this as the first floor of living space. It was the opinion of the Commission that the Ordinance should be more clear on this. Mayor Gottfried adviaed that the Rmles; Laws & Ordinances Planner Knetzger advised that if drainage procedures were adopted, e pavements and possibly storm sewers of the subdivision was discussed. 3. A new proposed parkway road in Section 10 has been added to the point 1000 feet north of the Woods Road on a parkway road.previously Recommended Traffic Artery System Plan, said parkway to run from a adopted, northwesterly to a point on STH 24 directly east of the inter- section of STH 24 and Bay Lane by about 250 feet measured on center- STH 24 about 000 to 1000 feet east of Bay Lana, is hereby amended to lines; the parkway previously planned to connect Martin Drive with intersect STH 24 in line with the above new parkway road. 3. Extension of Sunny Slope Ro ad from CTH HH (College Averme) in Section 2 to STH 24 to intersect directly with the previously adopted location of the parkway extending south to Tess Cornere Drive and beyond. (See the Map filed herewith.) 4. Extension of Lannon Drive (Calhoun Road in northerly munioipalities) from Martin Drive to CTH HH (College Avenueb (See Map filed herewith.) 5.
