MINUTES OF MEETING HELD JUNE 1, 1965
Willard Bertram, Charles Buehler, Clarence C. Walrath and Edmund A.
PRESENT: Mayor Jerome Gottfried, Chairman; William F. Chase, Sec'y;
Budish. Also present were Russell Knetzger, Consultant, and Gerald
Lee, Building Inspector.
ABSENT: John Meinhardt
Mayor Gottfried called the meeting to order at 7:40 P.M.
MINUTES of the previous meeting, May 18, 1965, were approved as
mailed. However, a correction was made in the minutes of the public
hearing for William L. Schubel, May 18, 1965. Mr. Les Sorenson
appeared instead of Mr. Gchubel.
OLD BUSINESS
CHECKERWAY BUS - The Commission agreed to table any action on Con-
ditional Use Status until the next meeting, June 15, 1965, as Mr.
Jacobson pointed out at the last meeting that some of the conditions
set forth could not be fulfilled until the school tern was over.

JAMES HERNKE - Mr. James Hernke appeared in regard to his Conditional
'Public Hearing and Planning Commission meeting of Feb. 24, 1964, as
in Section 10. The Recording Secretary read the minutes of the
regarded Mr. Hernke's petition for Exp. of Conditional Use. It was
noted that one of the conditions set forth was that certain junked

Mr. Chase moved, as seconded by Mr. Buehler, that the Conditional

CORNELIUS KATSFEY - As regards Mr. Katsfey's request for division
of land in Section 12, Planner Knetzger presented the following b information from "The Suitability of Soils of Southeastern Wisconsin - for Rural and Urban Deve1opment"f
Soil near the creek - "398" Ashkun Silt Loam
(poorly drained and not suitable for a septic system)
East of the creek - "297" Morley Silt Loam
Behind this area - "452" Adrian Muck
Planner Knetzger advised that there is a raised area near the road
which would be considered the only possibility for a septic system.
In view of the soil data not being at all favorable, it was the
Commission's opinion that the Hennigs should be encouraged to look
elsewhere for a building site.
LEON BOURDO - As regards Mr. Bourdo's request for zoning change
from A to R-1 and divison of land for an 8 acre parcel in Section
31, Planner Knetzger had obtained soil data from "The Suitability of
Soils of Southeastern Wisconsin for Rural and Urban Development"
as follows:
Wetland-Flood Plains equals "398" Ashkum Silt Loam
(Poorly drained, not suitable for septic system under
one acre, high water table and slow permeability)
All Else - ''297" Morley Silt Loam (Moderately well
drained) .Questionable under one acre (need of-site investi-
gation) Poor over one acre - slowly permeable (requires
large tile field)
Planner Knetzger advised that perhaps a two acre parcel might possibly
be able to have a satisfactory septic system but that a recommendation
as to the zoning change should not be made until the percolation
tests were in and perhaps some soil boring tests.
Mayor Gottfried announced that there was some discussion of the
possibility of requiring soil boring tests instead of percolation
tests on all divisions of land and the possibility that Muskego could
be the first to require soil testing in.stead of percolation tests.
There will be more discussion of this at a future meeting.
BOLDT - KURTH - When Mr. Kurth had appeared at the last meeting in
had questioned if he could put gravel on a private road should he
regard to division of land in Sections 2 and 11, Belmont Greens, he
ad Mr. Boldt so build one,
Building Inspector Lee viewed the proposed road and gravel site and
advised the Commission that he could see no objection to the use of
this gravel for a private road.
QUOSI-PUBLIC INFORMATION SIGNS - Planner Knetzgerzlvised that he will
have a complete report on the signs by the next meeting.

RICHARD MAURICE - Mr. Budish moved, as seconded by Mr. Walrath,
that the request of Richard Maurice for Expansion of Conditional
Use for addition at Lakeside Tool & Machine Co., W180 S7785 Racine - Ave., be granted. Motion carried.
STATE SAND & GRAVEL - The Commission agreed to defer action on the
proposed relocation of Crowbar Road until revised certified plans
are submitted.
HALES CORNERS SANE & GRAVEL - Mayor Gottfried reported that the Goun-

presented a Preliminary Plat of Survey with adjacent land purchased

ZONING FORMS - PROPOSED CHANGES - It was agreed by the Commission
that Mayor Gottfried and Planner Knetzger would check over the forms
for petitions for zoning change and division of land concerning
simplifying same after adjournment of the meeting.

rn NEW BUSINESS
w MATT MARTIN - Mr. Gerald Maier of Maier Construction Co. appeared
and presented plans for proposed alterations for the residence and
hall of Mr. Matt Martin, w180 S7881-03 S. Racine Ave., Muskego, Wis.,
which had been damaged by fire recently. Mr. Maier advised the
Commission that the second story would be eliminated and the hall
would be enlarged by obtaining space from the present living quarters.
The Commission discussed whether expansion and utilization of existing
space should b'e construed as an Expansion of Conditional Use.
Planner Knetzger advised that it would be reasonable to add these
plans to the current file which would not necessitate a public hearing.
Mr. Chase moved, as seconded by Mr. Walrath, that the Commission
accept the proposed building plans as submitted; approval is given
adopted zoning ord.inance. Be it also resolved that the Planning
to the automatic conditional grant that was created by our recently
Commission has gone on record that no hearing is required due to the
minor changes involved. Motion carried.
GRAVEL, INC. & MUSKEG0 ASPHALT PLANT - As concerns the Accessory
Use Permit, which is due for renewal, Mayor Gottfried advised that,
although the Common Council would hold the hearings and grant the
permit, it had been placed on the agenda for any action the Commission
would like to take. He also advised the Commission of an interpre-
tation from City Attorney Hippenmeyer that any existing gravel pits 0 would normally have to submit restoration plans and obtain a permit
Zoning Ordinance were required to abide by the time limit set at that
that would run 3 years but that permits granted under the previous
time.
The Accessory Use Permit was read by the Recording Secretary.
Mayor Gottfried, reviewed the file and stated that there have been
a few complaints as to odor and smoke and that the Licensing Committee
would take whatever steps necessary to see that it is made as reason-
ably clean as possible.
In Mr. Buehler’s opinion this was not a very compatible location for
an asphalt plant as it is near a achool and a residential area and
there is a pronounced odor of tar, etc., as well as the smoke.
Planner Knetzger reviewed the ordinance and advised the Commission
that it was their duty to see how much change had taken place and
that a field trip could be authorized in this case to view the area.

DEVELOPMENT CORPORATION OF AMERICA - Mr. Dave Couture appeared to
propose a rezoning of a parcel of land located in Fountainwood
Subdivision near the Muskego and New Berlin line. He advised that the
buyers of a portion, Mr. Richards, would build a dwelling complying
title holder tentatively pianned to sell lots and that one of the

to place a small sign advertising the honey. He commented that the
zoning on the New Berlin side was zoned “limited industrial”.
Planner Knetzger advised that Mr. Couture had called his office and
it was at his suggestion that he was appearing.
Mayor Gottfried suggested that Mr. Paepke should petition for a
division of land and present a plan showing the proposed divisions
and existing roads, homes, etc.
ROBERT FIELDS - Mr. Robert Fields appeared and advised that he is
interested in a piece of property just South of the Gravel Pit
owned by Marie Hiatky in Section-5; He stated that his interest is
in the concrete block building on the property which had been used
as a fur house originally. His present intentions are to warehouse
tables and parts, a silk screen operation. He advised that he would there, but in the future get into light manufacturing of vaccuum
buy the metal and cut it up and assemble it, but there would be no
fabricating or heavy machinery. He stated that he would not care to
request a rezoning of the area.
Planner Knetzger advised that wholesaling would be allowed in B-2
but that light manufacturing would require a zoning change.

Bertram, that the Plan Commission recommend to the Council that the

RICHDORF PLAT - The Recording Secretary read the agreement between
Richdorf and the City as regards Bay Shore Hills and Bay Shore Estates.
Building Inspector Lee reviewed the percolation tests received on lots
in this area. Mayor Gottfried advised that he will present the plat
at the next meeting.
JACK G. GLOCKNER - Mr. Chase recommended that some corditional uses
or restrictions be established on the operations of Mr. Glockner
at S7l W13219 Tess Corners Dr. as this is in a residential area.
Mr. Glockner presently has three operations - repair business,
extractive operations, and a junk yard. Mayor Gottfried suggested
that the Recording Secretary write to Mr. Glockner requesting that he
advise the Commission how extensive his operations are.
