PCM19650518PLANNING COMMISSION CITY OF MUSKEGC e MINUTES OF MEETING HELD MAY 1965' PRESENT: William F. Chase, Sec'y, Clarence C. Walrath, Ed Budish, Willard Bertram, and Charles Buehler; also present were Russell Knetzger, Consultant, and Gerald Lee, Bldg. Inspector. ABSENT: Mayor Jerome Gottfried, Chairman, and John Meinhardt. Mr. Chase presided in the absence of Mayor Gottfried and called the meeting to order at 8:Os P.M. MINUTES of the meeting held May 4, 1965, were approved as mailed. LEON BOURDO - Mr. Tom Peterson, Waukesha Land Surveys, Inc., Plat and Petition for Zoning Change for an 8 acre parcel in NW, appeared in behalf of Mr. Leon Bourdo and presented Preliminary Section 31, to be changed from A to R-1. Prior to the present zoning ordinance this 8 acre parcel was divided into 8 one acre lots. Through a misunderstanding between the Bourdos and their attorney these parcels were recorded as 1 eight acre.parce1. The present zoning would allow only 2 lots on the remaining open land. If the zoning were amended to agree with that across Crowbar Rd., 3 lots would be obtained. Mr. Buehler moved, as seconded by Mr. Budish, that the Planning Commission, in line with its standard policy of recognizing lots which have been recorded without proper compliance to the sub- Mr. Bourdo at the Southwest intersection of Crowbar Road and Kelsey division control ordinance, that the 2 one acre lots created by Drive, shown on the survey dated May 18, 1965, by Waukesha land^ Surveys, Inc., be approved subject to submittal of final Certified Plat. Motion carried. Mr. Budish moved, as seconded by Mr. Buehler, that a letter be sent what the condition of the land is and that he have two or three to Mr. Bourdo advising him that the Commission would like to know percolation tests taken. Motion carried. Planner Knetzger will procure soil data from Southeast' Wisconsin Regional as pertains to same. GLENDON HILL - Attorney Arnold Gazinski appeared with Mrs. Glendon Hill seekina division of land in Oak Hill Estates, Section 3, and presented tbVe Commission with Certified Survey Plat. The Recording Secretary read a letter from Nelson & Associates recommending that this division not be approved. Planner Knetzger purchase this land, a division could be considered. advised Attorney Gazinski that should an adjacent property owner ~~~~~ .a In view of this, Attorney Gazinski and Mrs. Hill withdrew the petition. CHECKERWAY BUS - Building Inspector Lee reported that Checkerway Bus was not fulfilling the conditions set forth when they received the Conditional Use Grant. Mr. Jacobsen appeared and stated that he had planted Honeysuckle be 61 high in 3 or 4 months. He also advised that he could not in the proposed area and had been advised that these bushes would oil the area until the school term was over. He noted that when the Jr. High School opened, he would have one additional bus and carry-all. It was agreed by the Commission that any action on this would be postponed until the next meeting so there could be a visual inspection of this site. CORNELIUS KATSFEY - Mr. Cornelius Katsfey and Mr. and Mrs. Eli Hennig appeared seeking division of Mr. Katsfeyls land in Section A Plat of Survey was presented to the Commission; 12 on which Mr. & Mrs. Hennig are planning to build a dwelling. percolation tests taken and possibly a soil boring test. It was agreed by the Commission that Mr. Katsfey should have more JR. CHAMBER OF COMMERCE ENTRANCE SIGN - Mr. Lloyd Driessen appeared in behalf of the Jaycees and presented a copy of their proposed entrance sign, which they would like to place at the north and south ends of Racine and at the city limits on each end of Highway 0 24. Planner Knetzger advised that the City was putting up signs in landscaped areas and suggest,ed that perhaps there could be a land- scaped area for community signs. Mr. Budish suggested that this matter be referred to the Planner for study and recommendation at the next meeting. The Planner will also check with the State Highway Commission as to sign re- quirements. BOLDT-KURTH - Mr. Otto Kurth appeared with Surveyor Tom Peterson seeking division of land in Sections 2 and 11, Belmont Greens Subdvn. and presented a Preliminary Plat. This division would create 3 parcels where there are now 2. Mr. Walrath moved, as seconded by Mr. Buehler, that approval be given the Preliminary Plat as submitted. Motion carried. Mr. Kurth questioned if he could put gravel on a private road should he and Mr. Boldt so build one. The gravel would come from removed. the necessary amount of gravel, he would replace the top- an area from which the top soil has been removed and when he had soil and this in turn would make a better appearance in this area. The Commission suggested that the Building Inspector review this proposed road and report back at the next meeting. RICHARD MAURICE - Mr. Richard Maurice appeared in regard to the expansion of his present Conditional Use Status for the purpose of building an addition at Lakeside Tool& Machine Go., W180 ST785 Racine Ave. He presented plans for the proposed addition, He pointed out that the addition would be of 12" blocks to coincide @ with the present building. Alderman Budish moved that the Planning Commission set the hearing for the Expansion of Conditional Use for July 6, 1965, 7:30 P.M. Mr. Walrath seconded and the motion was carried. publication to Mr. Walrath. The proper notice was drawn up by Planner Knetzger and given for WALTER VESBACH - Mr. Walter Vesback and Surveyor Don Polzin appeared in regard to the proposed plan development of the Vesbach property. Planner Khetzger reviewed the sketch plan and read recommendation from Nelson & Assoc. Mr. Budish moved, as seconded by Mr. Bertram, that the sketch plan submitted by Hoffman-Polzin & Associates, Inc., on behalf of Walter Vesbach showing a proposed East-West street to carry the sewer interceptor, be modified in accordance with the Plannerls be located further to the South and that no residential development recommendations so that the Parkway, at least in its Western portion, be shown on the South side of the Parkway West of the proposed subdivision street line just West of the present Vesbach residence and farm buildings. Motion carried. (I) request of Tomsinger Construction Go. to build 1400 sq. ft. model HTLLENDALE HEIGHTS - Surveyor Don Polzin appeared in regard to the homes in Hillendale Heights. Planner Knetzger advised that he had discussed rezoning procedures with Attorney Hippenmeyer and three were discussed as concerns same : 1. Plan Development - Could not be used since they are already constructing the remaining roads in the subdivision so it is too late to replat the land. was Mr. Hippenmeyer's recommendation that the City not enter into 2. Simple Rezoning - Recommendation that the Commission decide There was some discussion by the Commission as to whether zoning for 1600 sq. ft. was penalizing childless or retired couples who would not need this much living area. Mr. Budish moved, as seconded by Mr. Walrath, that the Commission go on record as being against rezoning of this land and that the request for rezoning by Tomsinger Construction Go. be denied. Motion carried. @ Planner Knetzger advised that he will look into valuation zoning. STATE SAND & GRAVEL - Mr. Richard Retzlaff and Surveyor Don Polzin presented the Commission with a map of the existing Crowbar Road proposed relocation of Crowbar Road. and high pressure gas line in Section 18 and a sketch of the The Commission discussed the farm area in Vernon which would loose a city-maintained road. Mr. Walrath moved that the Plan Commission would be receptive to the submittal of revised plans showing a relocation of Crowbar Road further to the East. Mr. Buehler seconded and the motion was carried. BASSE - GEBHARDT - Mr. Chase read the recommendation of the Common touncil as concerns this rezoning from the Council minutes of May 11, 1965. Mr. Buehler moved, as seconded by Mr. Budish, that the proposed Highway 24 measured along the Easterly property line of the Supper access road be approximately 650' from the center line of State Club, that point represents the Northwest intersection of the 80' road and the East-West 60' road (Vine St.). Motion carried. JOE DELFOSSE, JR. - Mr. Budish moved, as seconded by Mr. Walrath, car garage at W191 S6474 Racine Ave., Section 5. Motion carried. WM. L. SCHLTBEL - As a result of the Public Hearing, Mr. Walrath moved, as seconded by Mr. Bertram, that approval be given for the expansion of conditional use for an addition above the garage. Motion carried. I that architectural approval be given for the construction of a two DUANE WHITEHOUSE - As a result of the Public Hearing, Mr. Walrath moved, as seconded by Mr. Chase, to grant the conditional use and approve the building-site and operatronal plans as submitted and filed. Motion carried. JAMES -HERNKE - Build.ing Inspector Lee reported that James Hernke will have the area cleared up in a short time. Mr. Chase suggested that it be put on the agenda for the next meeting, June 1, 1965. ZONING AMENDMENTS - Mr. Walrath moved, as seconded by Mr. Budish, to amend 5.05 (2) bv addine: the following: "but mav include land zoned "wetland-floo~plaint"subject to complaince with Section 6.01 (2) and (3) .I' Motion carried. 8 adjournment and the meeting was adjourned at 1:05 A.M.
