Dear Fellow Citizen:
The book in your hands is extremely important to the future of your community.
It presents carefully considered recommendations for guiding its growth and de-
velopment during a period of vital change and represents months of study and
consideration by your Town Plan Commission, Town Board and their plannlng
consultants. Despite the size cf the book it is actually or,ly a sLmmary of far
more detailed and exhaustive statistics, studies ~ and specific conclusltins
based on a comprehensive evaluation and analysis of the foundatloral data
alreadypresentedintheEconomicandEcologicBaseStudycompletedlastyear.
The conclusions and recommendations of this General Plan for Community De-
velopment are broad in their scope and far-reaching in their impact upon every
citizen of the Town Undoubtedly some of the polnts will be controverslsl
No plan attempting to realisrlcally solve the problems faced and achieve the
goals set could possibly avoid being controversial! Therefore it needs IO be
carefully studied and intelligently discussed. The report has been specifically
designed to be easily readable and comprehensible. Though only a limi,ted
number of copies are available every attempt is being made to give the max-
imum number oi citizens an opportunity to read it. A substantial number of
copies will be available in the library in addirion to those being distributed
to organizations and citlzens active in community affairs. Please make this
copy available to as many of your friends and neighbors as possible. It is
planned also to have a public presentation meeting at which time the entire
report will be explained and discussed.
Remember, this plan is being submitted as a suggested guide to help the Town
achieve and maintain economic stability and a satisfying communlty environ-
ment. It is not an ordinance nor an inflexible strait-jacket of cofitrals. Its
objectives must be achieved through enactment of speciflc implementing steps.
Its success is dependent in great measure upon the degree of public under-
standmg and support it receives.

Dear Mr. Smith:
On November 29, 1961, this Agency sent you a letter asking
that a meeting be arranged to discuss the Waukesha County
industrial development problem as related to your community.
To date, a meeting has not been arranged by a representative
of your Town.
The enclosed actual example will give you an idea of how
we can assist a community: hwever, this help can only be of
value if we know whom to contact, and this contact is adequately
prepared to discuss his community.
As the Coordinator for the Industrial Development Agency
of the County, I shall appreciate it if this letter is forwarded
to the person or group responsible for industrial development in
your Town in order to arrange a meeting.
I would, also, .like to call your attention to a Regional
Industrial Development Meeting at Danish Brotherhood Hall,
700 Grand Avenue, Racine, on February 15, at 2 p.m. lasting
until 5 p.m. This meeting is being conducted by the State
Department of Resource Development, and is open to all inter-
ested parties.

RECENTLY, AN INDUSTRY WHICH IS ALREADY LOCATED IN THIS AREA
FOUND IT NECESSARY TO SEEK A NEW SITE. THE OPERATION IS EXPANDING
(ULTIMATELY TO A 90,000 SQ. FOOT PLANT); RAILROAD SIDING IS NEC-
ESSARY AND THE FIRM WANTED ITS OWN BUILDING ON A PRESTIGE SITE. THIS COMPANY WANTED TO LOCATE WITHIN A REASONABLE DISTANCE, AND
SOMEWHERE SOUTHWEST OF MILWAUKEE IN, OR NEAR, A MINIMUM POPULATION
CONCENTRATION OF SEVERAL THOUSAND. LONG BEFORE THE INDUSTRIAL DEVELOPMENT AGENCY HAD KNOWLEDGE
OF THIS HOVE, THE COMPANY SENT A LETTER OF INQUIRY TO A LARGE
NUHBER OF COMMUNITIES IN AND OUTSIDE OF WAUKESHA Go. THESE LETTERS
DEVELOPMENT, SHOULD HAVE AVAILABLE. THE QUESTIONS PERTAINED TO
REQUESTED ANSWERS THAT EVERY COMMUNITY, STRIVING FOR INDUSTRIAL
SITE AVAILABILITY, TAX RATES AND TAX FORGIVENESS POSSIBILITIES,
LABOR, TRANSPORTATION, HOUSING, LOCAL FABRICATORS AND SUPPLIERS,
SCHOOLS, AND RECREATION FACILITIES. SEVERAL COMMUNITIES, INCLUD-
ING SOME IN WAUKESHA Go. WHICH HAVE ACTIVE INDUSTRIAL DEVELOP-
MENT PROGRAMS, DID NOT REPLY TO THE LETTER OF INQUIRY. THERE ARE SEVEN TOWNS, VILLAGES AND CITIES IN WAUKESHA Go.,
THAT WOULD APPEAR TO FULFILL THE CRITERIA OF THIS COMPANY AS GIVEN
TO THE INDUSTRIAL DEVELOPMENT AGENCY. NONE OF THESE COMMUNIT-
IES HAD RESPONDED TO THE INITIAL CONTACT LETTER SENT BY THIS AGENCY. THEREFORE, WHEN THIS AGENCY BECME AWARE OF THIS COMPANY'S MOVE,
NEVERTHELESS, BY APPROACHING PRIVATE DEVELOPERS, THIS COMPANY
NO LINE OF COMMUNICATION EXISTED FOR PASSING ON THE INFORMATION.
OBTAINED KNOWLEDGE OF SITES IN FIVE OF THESE COMMUNITIES, WHICH ARE
NOW BEING CONSIDERED, AND THE INDUSTRY MAY SETTLE ON ONE OF THEH.
ITY OF ULTIMATE LOCATION, OR THE COMPANY'S REASONS FOR THE CHOICE,
BUT WHY THE OTHER COflMUNITIES WERE NOT CHOSEN. THE PROBLEMS
MIGHT BE SOLVED BY THE ANSWERS TO THESE QUESTIONS;
IT IS NOT THE PURPOSE OF THIS HISTORY TO ANALYZE THE COMMUN-

PONSIBLE FOR LOCAL INDUSTRIAL DEVELOPMENT; AND, IS THIS
ORGANIZATION KNOWN TO THE LOCAL CITIZENS? THE COUNTY?

ION WITH ABOVE GROUPS?
3. DO THOSE RESPONSIBLE HAVE AN INVENTORY OF BASIC FACTS
ABOUT THEIR COHMUNITY? AND CAN THEY PRESENT THEM TO
ADVANTAGE?
4. ARE INQUIRIES ANSWERED? PROHPTLY? ACCURATELY? WITH A
COMPLETE LIST OF SITES IN THE COHMUNITY?
THESE POINTS ARE NOT ALL-INCLUSIVE, NOR CAN THEY GUARANTEE
