The regular meeting of the Planning & Zoning Commission was called
to order by the Chairman Mr. 6. Gottfried at 8:lO P.M. Members
present were A. Kolm, W. Bohrer, B.D. Cook and.A1 Czarnecki.
Minutes of the regular meeting of June 16, 1958 were read and
approved as read. Minutes of the special meeting of July 8, 1958
were read and approved as read.
The first party to appear before this Board was Mr. John Couture
with a petition of the United Presbyterian Church of the United
States requesting that the tom board set aside an area in the
Fountainwood Subdivision for a future church building.
Mr. B. F'reudenfeld appeared next in reference to the petition of
the Hales Corners Sand and Gravel Co., submitting an application
for a publia hearing. A topography map of the area, an abandonment
agreement for the present pit operation, a copy of the road ease-
ment wlth a private party in the Town of Franklin were all submitted
their new operation in this township. Mr. Cook asked Mr. Freudenfeld
to this Board. Reference was made as to the intent and purpose of
lake level in the new pit, sme being created in restoration as
and the pit owners who uere present if they would guarantee the
the pit usage is over in this area and as required by Tom Ordinance.
'Phe owners also stated that they agreed not to let the water to
become stagnent. Mr. Freudenfeld uas told that the secretary would
send a letter as to the Boardts decision.
Mr. Byron Croll was next in order. Mr. Croll asked this Board
what the Planning and Zoning Conmission was contemplating in regards
to an expanded business district in the center of town. His main
concern was the location of Lannon Drive. Mr. Gottfried explained
the present zoning as it now-affects the area.
Mr. J. Hiller asked about a conditional use status in the Bass
Bay vicinity, particularly the business owned by Mr. Graff. Mr.
Hiller was interested in the access to this property. Mr. F. Guske
wanted to know about the use of a private road in this area and
the conditional use status. These gentlemen were informed that
the Town oarried no powers of private road usage by othere.
A discussion was had as to the Fountainwood Subdivision area
petition for use in building a church in the future. A motion
was made by Mr. B. D. Cook as follows:
That permission for setting aside land in this subdivision for
a church building by the United Presbyterian Church of the
United States be granted with the following stipulations.
1. That the plan when ready to apply for a permit be
submitted to this Board with the euggestion that
preliminary sketches be submitted first.
2. Proper parking area be provided as required by the
Town Ordinance. 3. Roads and access be kept in good condition. 4. me pareonage shall keep this Board informed every six months as to ita progrese toward building a church.
Motion seconded by Mr. Czernecki. All members voted in favor
of the motion.
After thoroughly checking all paper8 and data eubmitted by the
Bales Corners Sand & Gravel Co., and a discussion was held by
the board members, it was decided that this Board check the
site and also viait the pit while it is in operation at 8 A.M.
Saturday, July 30, 1958. Members shall meet at tbe town hall
first. This Board is also to consider the recommendations of
the State Conservation Department. It was also noted that the
owners and their representative stated that they would have a
guard at the pit site at all times. This Board granted a
public hearing to be held at the TownHall on August 11, 1958
at 8 P.M. and.that proper notioeo.shal1 be posted.
A motion was made to adjourn at 1O:lO P.M.
