CALL TO ORDER
The meeting was called to order by Commissioner Kuwitzky at 6:00PM.
PLEDGE OF ALLEGIANCE
ROLL CALL
Roll call was taken with Commissioners Kuwitzky, Mooney, Glazier and Sprecher present.
Commissioner Whittow arrived at 6:03PM. Chief Moser and Lieutenant Kraus were present.
STATEMENT OF PUBLIC NOTICE
The meeting was posted on October 17, 2016.
APPROVAL OF AGENDA ITEMS
Commissioner Mooney made a motion to approve APPROVAL OF AGENDA ITEMS,
Rob Glazier seconded. All in favor.
APPROVAL OF MINUTES
Approval of minutes from 07/21/16.
Approval of minutes 10/10/16.
Approval of minutes 10/12/16.
Commissioner Mooney made a motion to pass all three sets of minutes. Commissioner
Sprecher seconded. All in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Chief Moser advised that we currently have four new officers in field training, one on third shift,
one on second shift and two on day shift.
Kevin Raiche resigned to take a job with Kenosha Police Department.
Three other officers have recently passed probation.
Next week the police department will be conducting interviews on the top 10 police officer
candidates.
Capital Budget public hearing is next week. Some of the items the police department asked
for are: body cameras for each officer; simunitions and equipment for training; ten taser
replacements; rifle plate vests to be placed in each squad and for the SRO's. The department
also asked for a drone, which will be shared by all departments, but mostly maintained and will
be operated by members of the police department and GIS department.
The truck enforcement is still going very well, the violations have slowed down, however, in the
last few months five citations have been issued ranging from $1800.00 to $16,000.00.
Our K9 has been deployed 68 times since July and has been requested by other departments
for mutual aid, at least 5 times since then. A camera will also be purchased for the dog
to wear.
The Citizens Academy Graduation will be held on Tuesday, 11/01/16, at 6pm at Alpine Lanes,
all PFC members were invited.
Chief Moser also advised that he will be retiring and his last day will be 01/06/17.
OLD BUSINESS
Police Assessment Program - Lt. Andrew Kraus
Lieutenant Kraus was in attendance to explain how the mock assessment went on 08/09/16
and advised that another mock will be taking place sometime in November. The
commissioners had some questions and no other action was taken on this matter.
NEW BUSINESS
MOTION OF CLOSED SESSION
Commissioner Mooney made a motion to go into closed session. Commissioner Whittow
seconded. Motion passed all in favor.
NOTICE OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will
convene upon passage of the proper motion into closed session pursuant to State Statute,
Section 19.85 (1) (C ):
Considering employment, promotion, compensation, or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises responsibility
more specifically for the purpose of discussing the police chief replacement process.
Action may be taken in closed session. The Police and Fire Commission of the City of
Muskego will then reconvene into open session to continue with agenda items.

Entered closed session at 6:21PM.
OPEN SESSION
Commissioner Mooney made a motion to go back into open session. Commissioner
Sprecher seconded. Motion passed all in favor.
Return from closed session at 6:49PM.
