pfcm012116 Approved CITY OF MUSKEGO POLICE AND FIRE COMMISSION MINUTES January 21, 2016 6:00 PM Muskego Police Department, W182 S8200 Racine Avenue CALL TO ORDER The meeting was called to order by Commissioner Kuwitzky at 6:02PM. PLEDGE OF ALLEGIANCE ROLL CALL Roll call was taken with Commissioners Kuwitzky, Mooney, Treba and Glazier present. Chief Moser and Detective Lieutenant Craig Simuncak were in attendance. STATEMENT OF PUBLIC NOTICE The meeting was posted on January 18, 2016. APPROVAL OF AGENDA ITEMS John A. Mooney made a motion to approve APPROVAL OF AGENDA ITEMS, Steve Whittow seconded. PUBLIC APPEARANCE REPORT FROM POLICE DEPARTMENT Chief Moser advised that Adam Boyd resigned. He was with the department for approxmately one month and decided this line of work just wasn't for him. With that being said, the department is now down one police officer. Officer Sundstrom is in his third phase of field training and doing well. Officers Sartorius and Lange are both on their own and doing well. Next Wednesday the city will announce the new city attorney, who will be starting sometime in February. The police department has been named in two lawsuits. One is civil for harassment and the other is for an accident that one of the squad's was invovled in. Both matters are being handled by our attorney and insurance company. The department handled an armed robbery at Loomis Petromart, back in December and as of today all three subjects have been taken into custody. The department also was involved in a short pursuit where two subjects fled on foot. Both subjects have been identified and arrest warrants have been issued. A burglary took place at a home on Boxhorn Drive, both suspects have been arrested and the majority of the items stolen have been returned to the owners. The automatic license plate reader that was placed into one of the squads is up and running and has been very useful. In 2015 the police department had 572 arrests. 24 of those arrests invovled hands on or use of force. Chief Moser advised the officers are doing an excellent job keeping the use of force number so low. OLD BUSINESS NEW BUSINESS Feedback from Commissioner Kuwitzky and Commissioner Mooney on PFC Workshop. Commissioners Kuwitzky and Mooney attended a PFC workshop in Lake Delton on 11/06/15. They both shared information that they learned and advised if the workshop ever became available again that other members of the commission attend. Hiring Process - Chief Moser. Chief Moser advised that we had two people left on the existing list. One was hired by West Allis and the other washed in the background. At this point Chief recommends starting a new list. After a brief discussion it was decided that a new list would be started and the application process will start sometime in February. The Chief also recommended another step in the hiring process, which is called an assessment center. A few members of the department will be attending Menomonee Falls' assessment next week to see how it is run. This process will help the department determine the personal communication skills of an applicant. Chief also advised the commission that the academy class which applicants must attend will not be 720 hours as opposed to 520 hours. Police Candidate Background Investigations - Lt. Simuncak. Detective Lieutenant Simuncak was present at the meeting to explain to the commissioners the process of a background investigation. The commissioners had few questions and were advised that once the background is complete, Lt. Simuncak creates a final report which is given to the Chief who makes the final determination.
