CALL TO ORDER
The meeting was called to order by Commissioner Mooney at 6:00PM.
PLEDGE OF ALLEGIANCE
ROLL CALL
Roll call was taken with Commissioners Mooney, Whittow, Kuspa and Boyer present.
Commissioner Jaske was excused. Captain Constantineau was also in attendance.

APPROVAL OF MINUTES
Minutes from 01/16/20; 05/19/20; 05/20/20; 08/04/20 and 08/05/20
Commissioner Whittow made a motion to approve the minutes from the above meetings.
Commissioner Kuspa seconded. Motion passed, 4 in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Captain Constantineau advised that when Covid-19 started the officers were assigned to 12hr
shifts, working four days on and eight days off. They were limited to six-person teams in order
to limit contact among employees. Administrators and the detective bureau took turns working
from home and there were no issues reported.
The members of our department who are on CDU (Civil Disturbance Unit) have been extremely
busy assisting in Milwaukee, Wauwatosa and Menomonee Falls. Officers Curran, Sullivan,
Cortese and Fregoso are currently on this team. Officer Sundstrom resigned when he became
K9 officer in order to focus on that. Officer Fregoso replaced him and will be training soon.
The department has resumed training, they are doing everything possible to maintain social
distancing and keep employees safe.
The department’s WILEAG accreditation is set for September 15-17, and the department is
ready.
Lt. Rozeski’s FBI academy was postponed until July of 2021.
The capital budget is in. The department is requesting a new drone with infrared. Extra rifles
and radios and three marked squads and one detective car.
The department is doing second round of interviews this week, and hope to have a new officer
hired soon.

NEW BUSINESS
General Order 900 Hiring of Police Chief – Commissioner Mooney addressed the
commissioners advising that since the recent hiring process, he has noticed that veterans
receive extra points on the matrix, which allow them to move to the top of the list for interviews.
He had done some investigation and based on the league of municipalities guidelines for hiring
a police chief, he believed some changes needed to be made to the current police chief job
description. Commissioner Mooney advised that Chief Rens has not made mention of retiring,
but based on past chiefs, the possibility of him retiring soon is there. He advised that based on
the hiring process and the department being a quasi-military run system, he felt that military
education and experience should be equivalent to law enforcement experience as a qualifier
for the position of police chief. All members of the commission had comments on how they
believed that it is the commission’s responsibility to select the best person possible for the job,
when the time comes. Commissioner Boyer advised that she believed even if that meant
going outside the department, it was their job as a commission to select the best leader not
only for the department but for the citizens. The commissioners had a brief discussion and
advised they are committed to looking at the qualified internal parties first. If for some reason
they do not agree on an internal candidate they would then go to the outside. With that being
said Commissioner Mooney requested the following words (highlighted) be added to General
Order 900 Police Chief Job Description.

Bachelor’s Degree in Criminal Justice, Police Science or related field; eight to ten years
police experience, with three years direct supervisory and two years police administrative
experience or equivalent military experience and education. Wisconsin police officer, police
supervision and management training required or equivalent military experience and
education. Valid Wisconsin motor vehicle operator’s license required.
After a further brief discussion, Commissioner Kuspa made a motion to add the words to
General Order 900 as shown. Commissioner Whittow seconded. Motion passed, 4 in favor.
CLOSED SESSION
Commissioner Boyer made a motion to go into closed session. Commissioner Whittow
seconded. Motion passed, 4 in favor. Meeting went into closed session at 7:10PM.
NOTICE OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will
convene upon passage of the proper motion into closed session pursuant to State Statute,
Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance
evaluation data of any public employee over which the governmental bod has jurisdiction or
exercises responsibility for the specific of considering employment, promotion, compensation,
or performance evaluation data, more specifically for the purpose of discussing specific
personnel issues within the police department.
OPEN SESSION
Commissioner Whittow made a motion to back into open session. Commissioner Kuspa
seconded. Motion passed, 4 in favor. Meeting was back in open session at 7:24PM.
