CALL TO ORDER
Meeting was called to order at 6:00PM by Commissioner Mooney.
PLEDGE OF ALLEGIANCE
ROLL CALL
Commissioners Mooney, Kuspa(6:10PM), Jaske and Boyer were present. Commissioner
Whittow was excused. Chief Westphal was also present.
STATEMENT OF PUBLIC NOTICE
APPROVAL OF MINUTES
Commissioner Jaske made a motion to approve the minutes from the July 15, 2021 meeting.
Commissioner Boyer seconded. Motion passed all in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Chief Westphal advised that since interviewing for the police chief position, he has wanted
Muskego to be the “go to” department. He advised the commission that he has had past
employees contacting him about coming back, and believes the department is moving in the
right direction.
Our department has done a recruiting video, in hopes of selling not only the department, but the
community to prospective law enforcement officers. He advised that his goal is to stay
competitive with wages and benefits, in order to focus on officers from other departments to
perhaps wanting to come here. The video encompassed officers interacting with the citizens, as
well as at a high school sporting event, focusing on One Warrior.
Our two newest officers will be starting on November 1st. Timothy Siadak and Christian Fox.
Siadak comes from Racine Police Department with two years of experience and Fox from
Pewaukee Police Department, also with two years of experience.
Matt Curran will be transitioning into the Metro Drug Unit early in 2022, to replace Tim Sullivan.
Chief advised that at this point, he is not moving forward with two captains. He feels the need
is in the detective bureau and Officer Angela Beck will be moved there in January as an
investigator.
Officers Sydney Temple and Zack Patterson both tried out for SCIT. They both placed in the
top two. Temple will be placed on the team now and Patterson, in the very near future. Temple
will replace Sgt. Fons and Patterson will most likely take Sgt. Monreal’s place as he will be an
assistant commander. Thank you to Sgt. Fons for his time and service on the team!
Detective Johnston was deputized by the Waukesha County Sheriff’s Department. This is in
part with her forensics computer training so she can use their computer lab and assist them with
their cases as well as ours.
Officers Cortese and Kristalidis will be part of the Waukesha County Honor Guard.
Municipal Court has a new court clerk, who will be helping implement going paperless. The
department also recently purchased a software for Phoenix that will be a secure network for
transmitting reports to the DA’s office.
Chief is looking into grants that are offered to school districts for interactive mapping for critical
responses to be available on officers’ cell phones. It is currently being used by Miller Coors and
Waukesha Schools. The department just had a meeting with InPro and our next active shooter
training will be taking place at their facility.
OLD BUSINESS
NEW BUSINESS
Budget/Staffing –
Shifts changes will be coming down in 2022. Chief advised that in order to focus on saving
money in our overtime budget, he will be putting the Lieutenants on a 5/2 schedule and
removing them from manpower. He advised the Sergeants will count as manpower, but will
have more flexibility in their schedules. He stated that the Lieutenants will give back 33 holidays
in order for their Monday-Friday schedule and will be able to flex their time for
training/instructing to save on overtime. This will be tested for 6 months to determine how it
works. With this new schedule, each Lieutenant will also be in charge of one of our four main
community events. Jammin on Janesville/3rd of July/Community Festival and NNO.
Chief advised all items presented in the Capital Budget have been approved. With that,
ammunition will now be part of capital budget. He advised the detective bureau will be getting
new windows that were still part of the original city hall building and are in desperate need of
replacement. The basement bathrooms that were not touched during the remodel/new building
will be turned into a laundry room. There are several times when officers are on a scene where
their uniforms become soiled or overcome with smell, and we do not want them taking them
home. Less lethal approval for a pepper ball gun and new tasers.
The operating budget will go for final approval on 11/09/21. In the operating budget approval
has been granted for three more officers. One position will be filled in January of 2022, one in
July of 2022, and one in January of 2023. With that we will be at 42 sworn officers. In
anticipation of new officers, we will also be looking to add vehicles to the fleet, in the operating
budget.
Policies/Procedures – Chief advised that he as gotten through all of the policies and
procedures. He has had some help from some of the supervisors who are instructors on the
pursuit policy, which will have some changes made to it.
CLOSED SESSION
Commissioner Kuspa made a motion to go into closed session at 6:31PM. Commissioner
Boyer seconded. Motion passed all in favor.
NOTICE OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will
convene upon passage of the proper motion into closed session pursuant to State Statute,
Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility for the specific of considering employment, promotion, compensation,
or performance evaluation data, more specifically for the purpose of discussing specific
personnel issues within the police department.
OPEN SESSION
Commissioner Kuspa made a motion to go back into open session. Commissioner Boyer
seconded. Motion passed all in favor. Back in open session at 7:26PM.
