PLEDGE OF ALLEGIANCE ROLL CALL Commissioners Whittow, Kuspa and Boyer were present. Commissioners Mooney Jaske was excused. Chief Westphal was also present. STATEMENT OF PUBLIC NOTICE PUBLIC APPEARANCE NEW BUSINESS Chief Westphal appeared in front of the committee requesting they look at some changes he would like to make to General Order #312 – Recruitment and Selection. Chief Westphal is requesting the following changes. C. Steps of the Selection Process in Order 1. Applicants will generally follow the selection process set forth below; however, the chief of police shall have the authority to permit an applicant or applicants to undergo an expedited selection process and forego the written test and oral interview if, in the chief’s sole discretion, the applicant or applicants has relevant prior experience or qualifications such that the chief believes those steps to be unnecessary. Under this expedited hiring process, the chief of police may consider an applicant or applicants who are not on the eligibility list forwarde d and approved by the police and fire commission; however, the chief of police will timely notify the police and fire commission that such applicant(s) is under consideration. The Physical Agility Test will now be #2. Written Test will now be #3. Oral I nterview will be #4. The remainder of the General Order will stay the same. Staff Interview will be #5. Background Investigation will be #6. Drug Screening will be #7. Personal Interview will be #8. Psychological Examination will be #9. Medical Examination will be #10. The below language in red will be added to #4 Oral Interview. further processing. The chief of police shall have the authority to consider an applicant who is not on the list forwarded by the police and fire commission, if the applicant undergoes the expedited hiring process referenced above under Section IV.C.1. The below language in red will be added to Section C – Selection, Approval and Probation. Police officer applicants who have successfully completed all phases of the selection process, whether the standard or expedited selection process, shall be selected by the chief of police to fill the available vacancies. The police and fire commission will be notified of such selections, and upon approval by the police and fire commission, the newly hired officer will begin a one-year probationary period. The probationary period may be extended pursuant to the labor contract. Throughout the probationary period, including any extended probationary period, officers may have their employment terminated by the chief of police without any action by the police and fire commission. The below language in red will be added to Section D – Selection, Approval and Probation Police officer applicants who have successfully completed all phases of the selection process, whether the standard or expedited selection process, shall be selected by the chief of police to fill the available vacancies. The police and fire commission will be notified of such selections, and upon approval by the police and fire commission, the newly hired officer will begin a one-year probationary period. The below language in red will be added to Section V – Record Maintenance, paragraph B. secured by the Muskego Police Department until such time that they are either removed from the eligibility list, or are hired by the police department. The files of police applicants removed from the eligibility list shall be maintained and secured by the Muskego Police Department. Applicants who have been considered by the chief of police under the expedited hiring process but who were eliminated from the process shall have their files maintained and secured by the Muskego Police Department in accordance with the record retention requirements under Chapter 5 of the Muskego Municipal Code. The files of applicants who are hired as police officers shall become part of the officer’s personnel file After a brief discussion and a few questions by commissioners, Commissioner Kuspa made a motion to approve the changes as submitted. Commissioner Boyer seconded. Motion passed all in favor. ADJOURNMENT Commissioner Whittow made a motion to adjourn, Commissioner Kuspa seconded. Motion passed all in favor.
