pfcm02022021 Approved CITY OF MUSKEGO POLICE AND FIRE COMMISSION MINUTES February 2, 2021 5:30 PM Muskego City Hall Meeting Room 2, W182 S8200 Racine Avenue CALL TO ORDER Meeting was called to order at 5:30PM by Commissioner Mooney. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners Mooney, Kuspa, Jaske and Boyer were present. Commissioner Whittow arrived at 5:34PM. STATEMENT OF PUBLIC NOTICE CLOSED SESSION Commissioner Boyer made a motion to go into closed session, Commissioner Kuspa seconded. Motion passed 4 in favor. Meeting went into closed session at 5:33PM. NOTICE OF CLOSED SESSION PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will convene upon passage of the proper motion into closed session pursuant to State Statute, Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental bod has jurisdiction or exercises responsibility for the specific of considering employment, promotion, compensation, or performance evaluation data, more specifically for the purpose of interviewing candidates for the position of police officer. OPEN SESSION Commissioner Kuspa made a motion to go back into open session, Commissioner Boyer seconded. Motion passed 5 in favor. Meeting was back in open session at 9:15PM. NEW BUSINESS Process of Police Chief Replacement - Commissioner Mooney advised that back in October all commissioners were in agreement that the commission would stay in the department if/when Chief Rens announced his retirement. Commissioner Mooney advised that he was made aware that some of the commissioners do not feel the same at this point. Commissioner Mooney asked to go around the room and hear from each commissioner on their feelings of how to proceed. Commissioner Jaske advised he believes the commission should go outside for applicants and whoever is qualified from in the department, they will have their chance to rise to the occasion and if they are the best candidate, they will be chosen. Commissioner Boyer advised she too would like to see the department go outside the department to find the most qualified candidate for the job. Commissioner Whittow advised he has been thinking long and hard about this decision and believes the most effective way is to look inside first. Staying inside is the most cost effective and stays within a decent timeline for hiring. He advised that if for some reason we cannot find a qualified candidate from within, then he would agree to go outside. Commissioner Kuspa advised that our department has talented leadership in the past, and if we have eligible people from within lets give them the chance to rise to the top. He too agreed that if the commission is not satisfied with candidates, then he too would agree to go outside. Commissioner Mooney advised that he values all of our officers and their time that they have given to the department. He believes it is right to stay within the department. Commissioner Kuspa made a motion to stay within the department, and if not satisfied, then go to the outside. Commissioner Whittow seconded, motion passed with three in favor. The memo will be sent out to those who are eligible tomorrow, with interviews to be scheduled for 02/21/21. ADJOURNMENT Commissioner Whittow made a motion to adjourn, Commissioner Boyer seconded. Motion passed 5 in favor. Meeting was adjourned at 9:31PM.
