CALL TO ORDER
The meeting was called to order by Alderman Kubacki at 6:00PM.
PLEDGE OF ALLEGIANCE
ROLL CALL
Alderman Kubacki Citizen Representatives Kuwitzky and Greenlees, along with Captain
Constantineau and Asst. Fire Chief Wojnowski were in attendance. Mayor Chiaverotti,
Aldermen Borgman and Madden were also in attedance.

APPROVAL OF MINUTES
Minutes from 05/11/17 meeting.
Citizen Representative Kuwitzky made a motion to approve the minutes from May 11, 2017.
Citizen Representative Greenlees seconded. Motion passed, 3 in favor.
PUBLIC APPEARANCE
UPDATES FROM POLICE DEPARTMENT
Officer Miller is in the process of field training and doing well.
On 08/14/17 two new officers will be starting, both recently graduated from the academy.
NNO - The weather was not very cooperative. It was still successful, and the police
department appreciates all the help and work from the citizens and Phil and Steve Ziegler from
InPro.
The Community Festival and parade are coming up at the end of the month.
The department is currently doing a background check on a new dispatcher.
The police department has been meeting every two weeks with the architects and city about
the new building.
The July 3rd fireworks at Idle Isle are starting to grow tremendously from when it started. We had four
officers on overtime and the entire shift was tied up working the event. There were numerous fights
and arrests and one officer was injured in the process. The department will be looking at working the
event differently in upcoming years to make it safer and a family event

Asst. Chief Wojonowski was present to discuss the address signs. See below.
NEW BUSINESS
Speed Study Results Hilltop and Baylane.
The police Department had speed signs out on Baylane Drive and the average speed of
vehicles in the area was 28mph. During the months of June and July, the department has
been doing extra patrol and has not had any issues. The department will continue the extra
patrols and the School Resource Officer will continue to have a marked squad at the school to
slow down cars.
Stop Sign Bellview Drive and Vine Street.
Alderman Hammel was not present to discuss what exactly he was looking at doing at this
intersection. After a brief discussion and input from Captain Constantineau, it was decide that
no sign would be recommended. Citizen Representative Kuwitzky made a motion to not place
a stop sign on Bellview. Citizen Representative Greenlees seconded. Motion passed 3 in
favor.
Fennimore - Remove No Parking Signs
A resident of the subdivision asked that the no parking signs near where the old pool was be
removed. Alderman Wolfe was not able to be at the meeting, but asked that the signs not be
removed. After a brief discussion, Citizen Representative Kuwitzky made a motion to defer
this item to the next meeting. Citizen Representative Greenlees seconded. Motion passed 3
in favor.
Address Signs
Asst. Fire Chief Wojnowski presented paperwork to the committee Lange Enterprises, Inc.
reference address signs to be placed throughout the city. the cost per sign is $16.50 each and
the cost for installation is $6.35. The fire department advised that they believe these signs will
assist them with finding addresses during darkness. The signs are used in Big Bend and are
very beneficial to emergency services. After a brief discussion, Citizen Representative
Kuwitzky made a motion to refer the item to council for approval to be placed in the 2018
budget. Citizen Representative Greenlees seconded. The motion passed 3 in favor.
2nd Qtr. TCFD Report
The Mayor advised that she did not understand why the fire department financials were a
discussion before this committee, when it is referred to the finance committee. Alderman
Kubacki advised that there was no need for discussion on this matter and it will no longer be
an agenda item.
2017 Fireworks Permit Issues
Captain Constantineau advised that the police department received 26 complaints reference
fireworks from 07/01-07/08. The majority of people had permits, and it was difficult to take
action. There was one incident were members of a family were struck with falling firework
debris. The Chief had a discussion with the Mayor and asked that permits only be allowed for
two days and less permits be given out. Whether it is a lottery system or enforcing more
restrictions on size of property etc. The discussion went back-and-forth and the committee
agreed to make a recommendation that this item be forwarded to the Committee of the Whole
to make a decision. Citizen Representative Kuwitzky made a motion to forward the item.
Citizen Representative Greenlees seconded. Motion passed 3 in favor.
