CALL TO ORDER
Alderman Kubacki called the meeting to order at 6:00PM.
PLEDGE OF ALLEGIANCE
ROLL CALL
Aldermen Kubacki, Engelhardt, Citizen Representative Matt Johnson, Police Chief Moser, Fire
Chief Wojnowski and School Resource Officer Hendrickson were in attendance. Alderman
Wolfe and Citizen Representative Gregory were absent. Alderman Eileen Madden was also in
attendance.

APPROVAL OF MINUTES - May 14, 2015.

Alderman Engelhardt made a motion to approve APPROVAL OF MINUTES - May 14,
2015, Alderman Kubacki seconded.
PUBLIC APPEARANCE
UPDATES FROM POLICE DEPARTMENT
Chief Moser advised that a new officer will be starting on Monday, July 13, 2015. The
department is still down two officers and backgrounds are starting on two more candidates.
Over the 4th of July weekend, there were approximately 11 calls related to fireworks
complaints. The department will also be purchasing an automatic license plate reader (ALPR)
which will be affixed to one of the new squad cars. The purchase will be made with money
from the asset forfeiture account.
UPDATES FROM FIRE DEPARTMENT
Chief Wojnowski advised the department has had a few large fires, one was a house fire. On
July 3, 2015 the department was called to a large controlled burn that needed to be
extinguished as it was outside of the ordinance requirements. He advised the call was also on
a cul-de-sac which was filled with cars and it made it very difficult for the firetrucks to get
through. There were no fires that resulted from fireworks.
NEW BUSINESS
Run Times - Tess Corners Fire Department
The committee reviewed the run times and determined that after assessing each call as to
whether it was an emergency or non-emergency response call the times were within reason.
Alderman Kubacki asked if there was a way to provide some other type of format for easier
reading. Chief Wojnowski will check to see if there is another format that can be used. Chief
Wojnowski also advised that the department will be looking at run times each month, as
opposed to every three months, so they can stay on top of the times and it will be easier to
remember if there is a question on a certain call. There were no further questions or
discussion of the run times.
E-Cigarette Request - School Board
School Resource Officer Hendrickson was in attendance and advised that the e-cigarettes or
"hooka" pens are a problem no only on the school property, but occasionally in the
classrooms. SRO Hendrickson advised that the school has a policy against the items;
however, a one day suspension is not distracting the kids from breaking the rules again. There
are several kids who are repeat offenders. SRO Hendrickson feels that if there is an ordinance
against the electronic smoking devices, she would have the authority to issue a citation, which
would help prevent the violations from continuing to occur. The school property is smoke free
and the ordinance would be more directed towards the students than adult visitors to the
school. After some discussion and a recommendation from Chief Moser, the committee
agreed to recommend an amendment to Ordinance 9.26(4) with verbiage to be
determined. The item will be forwarded to common council with the recommendation of
amending the above ordinance.
Alderman Engelhardt made a motion to approve E-Cigarette Request - School Board,
Matt Johnson seconded.
