PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Alderperson Madden, Alderperson Borgman, Alderperson Hammel, Scott Kroeger, Director of Public Works and Development STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with open meeting laws. APPROVAL OF MINUTES Alderperson Madden made a motion to approve the minutes of August 19, 2019 meeting. Alderperson Hammel seconded. Motion Passed 3 in favor. STATUS OF PROJECTS Discussion update. No formal action may be taken on any of the following: Waukesha Water Director Kroeger stated we received the 90% plans from the Great Water Alliance. The City has reviewed them and returned our comments to the Great Water Alliance. Bay Lane Reconstruction Director Kroeger stated the road is still closed to traffic as the project is in the finishing stages. The pavement and driveways are completed. Next, work will continue on ditches, signage, mailboxes and landscaping. Hillendale Reconstruction Director Kroeger stated the next Public Information Meeting will be Thursday, September 26, 2019 from 4:30PM to 6:30PM in the Common Council Chambers. Letters were mailed to residents. The City website will be updated with the most current plans for residents to review before the meeting. Seconded by Alderperson Madden. Motion Passed 3 in favor. Request for “Intersection Warning Sign” along Martin Drive for Lindale Condominiums entrance Alderperson Borgman made a statement explaining his request. Director Kroeger stated this area already has numerous signs leading up to the intersection and it will be difficult to find “real estate” to properly place an additional sign. The Committee continued to discuss possibly ideas for sign placement, sign re-placement, add to an existing sign pole or spinners. Alderperson Borgman made a motion to place a spinner on the existing Pedestrian Sign. Seconded by Alderperson Hammel. Motion Passed 3 in favor. Respectfully Submitted, Wendy Fredlund Recording Secretary Page 2 of 2 Approval of Minutes of the September 16th, 2019 Meeting Packet Page 4 CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Request to Review Street Parking along Park Drive and Michi Drive by Plan Commission for Muskego School Development Date: November 18, 2019 The City of Muskego Plan Commission asked for the Public Works and Safety Committee to review parking rules along Park Drive and Michi Drive as part of the Muskego School development plans. Please review attached document of Plan Commission Notes. Residents located west and east of this development expressed concerns with parking along Park Drive and Michi Drive at the Plan Commission. Currently, there are no parking restrictions on Park Drive or Michi Drive. I have attached a site plan for your review of the development. Parking break down for the development  40 Garage Stalls (detached)  18 Surface Parking spots (2 handicap) by existing school  18 Surface Parking spots by Row Houses in front of garages  18 Garage Stalls in Row Houses  Additional parking to be added at two locations (# of spots to still be determined) Please remember, once “No Parking” signs go up they affect all people on that road not just this new development. Holidays, graduations, retirements, and similar parties/events could be affected by these signs. Recommendation for Action by the Committee: Here is a list of some suggested ideas for the Committee to discuss: 1. Do nothing for now and revisit the parking situation after the development has been constructed and operating. 2. If the decision is to provide some type of “No Parking” signs my suggestion is the following:  Park Drive: Provide “No Parking” signs along west side from Harbor Circle to the beginning of the right turn lane. The existing access for the Muskego School off Park Drive is being eliminated. There is no walk way path to the development off of Park Drive.  Michi Drive: Provide “No Parking” signs along west side from the north entrance point to the south entrance point of the development. This would allow the residents on the east side of Michi Drive to back out of their Page 1 of 4 Request to Review Street Parking along Park Drive and... Packet Page 5 residences with less probability of hitting a car parked along the west side of Michi Drive. 3. Other thoughts by the committee? Packet Page 8 CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Request for Pedestrian Warning Sign at the Intersection of Woods Rd and Racine Ave Date: November 18, 2019 The City of Muskego Public Works and Safety Committee has received a request for a flashing Pedestrian Warning Sign to be put up at the intersection of Woods Road and Racine Avenue by the Muskego Norway School District. On December 18, 2018, a car traveling west along Woods Road hit a pedestrian in the crosswalk while making a left turn onto Racine Avenue heading south. The Muskego Norway School District set up a meeting with Waukesha County officials and City of Muskego staff to review the intersection. Even though it was determined to be a sun glare issue, Muskego Norway School District is requesting this sign to provide additional awareness to the intersection with the large amount of pedestrian traffic that occurs due to the high school. I have provided an aerial view of the intersection and sign location. In order to compile with MUTCD guidelines a pedestrian ahead sign has been added as well. I have provided a couple of photos of what potentially the signs could look like as well. Muskego Norway School District has agreed to pay for the flashing pedestrian sign as well as needed maintenance on the sign. The City of Muskego DPW will pay for the pedestrian ahead sign and provide location for the new flashing pedestrian sign. Recommendation for Action by the Committee: The Committee approves the sign request by the Muskego Norway School District for the flashing pedestrian warning sign as well the pedestrian ahead sign with the understanding by all parties on the cost sharing for this request as documented in this memo. Packet Page 12 CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Work and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Vision Corner waiver for property located at the southeast corner of College Avenue and Gold Drive Date: November 18, 2019 The City of Muskego Public Work and Safety Committee has received a request for a vision corner waiver for the property located at the southeast corner of College Avenue and Gold Drive. The property owner plans to erect a fence to enclose his property. The property has been operating a business and needs to compile with municipal code by providing some type of shielding. An aerial of this fence location has been provided for your review. The fence will be set back from College Avenue for the ultimate Waukesha County of right of way. This means it will be set back 50 feet from the centerline of College Avenue. However, the fence corner will be within the City of Muskego vision corner limits as you can see from the plans. The property owner prefers to tee the fence as shown in the aerial. A car stopped at Gold Drive to turn onto College Avenue would have enough vision to see cars traveling along College Avenue in both directions. Traffic along College Avenue would see a car stopped at Gold Drive waiting to turn onto College Avenue. The proposed fence would not impede the vision of drivers stopped at Gold Drive turning onto College Avenue. The proposed fence would not impede the vision of drivers on College Avenue from seeing a car stopped at Gold Drive turning onto College Avenue. Recommendation for Action by the Committee: The Public Works and Development department does not have an issue with this waiver request of allowing the fence to be erected within the vision corner. Packet Page 14 CITY OF MUSKEGO Staff Report to Public Works and Safety Committee To: Public Works and Safety Committee From: Scott Kroeger, PE, PLS, Public Works and Development Director Subject: Tess Corners Drive Speed Limit Reduction Discussion Date: November 18, 2019 The City of Muskego Public Works and Safety Committee has received a request about lowering the speed limit on Tess Corners Drive. Tess Corners Drive has a speed limit of 35 mph. I have attached a speed survey that the City of Muskego Police Department has conducted for your review. The report indicates the average speed was 37.1 mph during this speed survey. Additionally, information about Tess Corners Drive is as follows:  Waukesha County and City of Muskego considers Tess Corners Drive an arterial road. An arterial street is a street used or intended to be used, primarily for fast or heavy through traffic. An arterial street in Muskego includes freeways and expressways as well as standard arterial streets, highway and parkways. Arterial streets should be arranged so as to provide ready access to centers of employment, centers of governmental activity, community shopping areas, community recreation and points beyond the boundaries of the community. Arterial streets should also be properly integrated with and related to the existing and proposed area-wide system of arterial streets and highways and should be, insofar as practicable, continuous and in alignment with existing or planned streets with which they are to connect. (Muskego 2020 Comprehensive Plan)  A path has been created on this road to provide a separation between pedestrians and bikes from road traffic. This provides a level of protection in order for the speed limits to be higher along Tess Corners Drive.  There is not a parallel road to Tess Corners Drive for traffic to move to if the speed limit is reduced. For example, when Hillendale Drive speed limit was reduced to 30 mph the traffic could use Racine Avenue. The only request the City of Muskego has received is from Mr. Gelhaus with regards to this matter. Recommendation for Action by the Committee: The Public Works and Development Department recommends Tess Corners Drive remain at a speed limit of 35 mph.
