CALL TO ORDER
Alderperson Borgman called the meeting to order at 5:00 PM.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.

STATEMENT OF PUBLIC NOTICE
The meeting was posted in accordance with open meeting laws.
APPROVAL OF MINUTES
Alderperson Madden made a motion to approve the minutes of July 15, 2019 meeting.
Alderperson Hammel seconded.
Motion Passed 3 in favor.
STATUS OF PROJECTS
Discussion update. No formal action may be taken on any of the following:
Waukesha Water
Director Kroeger stated no updates from last meeting.
Bay Lane Reconstruction
Director Kroeger stated the concrete work for the driveways, and curb and gutters should be completed
this week. Asphalt will start next week with the goal to finish both binder and surface layers by
September 3rd when school begins. The project should be finished in full in October.
Hillendale Reconstruction
Director Kroeger stated the next Public Information Meeting will be Thursday, September 26, 2019 from
4:30PM to 6:30PM in the Common Council Chambers. Letters will be mailed to residents and the
meeting will be Publicly Noticed. The project is estimated to cost $2.6 million and will no longer take
place in 2020. The plans will be completed in December 2019, put out to bid in Fall 2020 for work to
begin in Spring 2021.

Request for Crosswalk Pavement Markers on Tess Corners Drive at Gaulke Drive (south
location)
Director Kroeger presented his memo and reviewed his pictures taken of the intersection for the
Committee. His recommendation is to deny this request.
Alderperson Wolfe spoke regarding the issues leading up to this request on behalf of his resident.
The Committee and Alderperson Wolfe continued to discuss as a whole the pros and cons of additional
pavement markers on Tess Corners Drive and throughout the City.
Alderperson Madden made a motion to deny the Request for Crosswalk Pavement Markers on
Tess Corners Drive at Gaulke Drive. Alderperson Hammel seconded.
Motion Passed 3 in favor.
NEW BUSINESS PLACED ON FILE

Alderperson Borgman asked to have a “Caution/Warning Sign” placed on Martin Drive leading up to the

Subject: Dillett – Sanitary Sewer
Date: September 16, 2019
The City of Muskego has reviewed the Dillett property set (please refer to the latest plan set
attached dated 7-23-19). The sanitary sewer will be dedicated to the City of Muskego upon
completion and acceptance of the project. The City of Muskego has reviewed the plans and
given approval for these plans to move forward contingent upon all City of Muskego staff
comments being addressed.
Recommendation for Action by the Committee:
Approve the sanitary sewer design plans for Dillett property, contingent upon all City of
Muskego staff comments being addressed.

Subject: Request for Intersection Warning Sign along Martin Drive for Lindale Villas
Condominiums entrance

The City of Muskego Public Works and Safety Committee has received a request for an
Intersection Warning Sign to be put up along Martin Drive heading towards Janesville
Road for the Lindale Villas Condominiums entrance. The sign would need to go up
between Hedgewood Drive and the entrance to the Lindale Villas Condominiums. The
distance between these two roads is approximately 528 feet. Examples of Intersection

Looking down Martin Drive. At this point you can see the entrance to Atonement
Lutheran Church on the left and the yellow “Pedestrian Warning Sign” at the entrance to
Lindale Villas Condominiums.

I have attached an aerial view of the area as well. According to Google maps the drive time
is about 1 min from Hedgewood Drive to Lindale Villas Condominiums. Within that area
there are 2 yellow warning signs located on the west side of the road and 3 yellow warning
signs located on the east side of the road for a driver to see. The speed limit for Martin
Drive is 30 mph.
Crash Data
In the last 5 years, the Police had one accident at Janesville/Martin due to someone entering
the intersection southbound from Martin. In this case the woman ran the traffic light
causing a crash. The driver admitted that she just ran the light, it wasn’t that she didn’t
see the intersection.
MUTCD (Manual on Uniform Traffic Control Devices for Streets and Highways).
Section 2C.01 Function of Warning Signs
Support:
01 Warning signs call attention to unexpected conditions on or adjacent to a highway, street,
or private roads open to public travel and to situations that might not be readily apparent to
road users. Warning signs alert road users to conditions that might call for a reduction of
speed or an action in the interest of safety and efficient traffic operations.
Section 2C.02 Application of Warning Signs
Guidance:
02 The use of warning signs should be kept to a minimum as the unnecessary use of warning
signs tends to breed disrespect for all signs.
Recommendation for Action by the Committee:
From an engineering standpoint here are my findings:
1. In the last 5 years there has not been an accident at the entrance way to the Lindale
Villas Condominiums.
2. There is already 5 yellow warning signs within 528 feet of the entrance way to
Lindale Villas Condominiums. These warning signs call for an unexpected
condition on the road which results in a slow down of traffic and drivers paying
more attention. It would be very difficult to place another yellow warning sign
within this corridor.
3. Based on my research and practices on the use of yellow warning signs there is not a
strong warrant to justify another yellow warning sign at this location.
