PUBLIC WORKS AND SAFETY COMMITTEE MINUTES
June 17, 2019

CALL TO ORDER
Alderperson Borgman called the meeting to order at 5:03 PM.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.
ROLL CALL
Present: Alderperson Madden, Alderperson Borgman, Alderperson Hammel, Scott Kroeger, Director of Public Works and Development
Guests: Bill Carity
STATEMENT OF PUBLIC NOTICE
The meeting was posted in accordance with open meeting laws.
APPROVAL OF MINUTES
Alderperson Madden made a motion to approve the minutes of May 20, 2019 meeting. Alderperson Hammel seconded.
Motion Passed 3 in favor.
STATUS OF PROJECTS
Discussion update. No formal action may be taken on any of the following:
Waukesha Water
Director Kroeger stated no updates from last meeting.
Bay Lane Reconstruction
Director Kroeger stated Bay Lane Road is now closed since school has ended. Project is moving forward with the plan to be 90% finished by the time school resumes in September. Completely
finished in October.
Hillendale Reconstruction
Director Kroeger stated no updates from last meeting.
UNFINISHED BUSINESS
Discussion update and possible action may be taken on any or all of the following:
Will Rose – Internal Water Service
Director Kroeger reviewed his memo and spreadsheet for the Committee. He stated Attorney Warchol is against granting the variance for one 3” meter for the whole building. If the Committee
would choose to grant the variance requested, it is only a recommendation to the Common Council at this point.
Mr. Carity came before the Committee to request a variance to now put individual meters in each unit, he no longer wants one 3” meter for the whole building. He stated the facility will
have a full time apartment manager to gain access to individual units. Director Kroeger stated the City preference is to put all the meters into one large, accessible area. Mr. Carity
stated it will require 8,000 feet of extra pipe to put all the meters into one central location.
Mr. Carity and the Committee continued to discuss the pros and cons of one central location vs individual units. Alderperson Borgman wrapped up the conversation stating the City should
follow our Design Standards.
Alderperson Borgman made a motion to not grant a variance for one 3” meter for the whole building. The Committee, as a whole, took a voice vote.

NEW BUSINESS

Muskego Drive & Jewel Crest Drive – Request for Center Line Pavement Markings
Alderperson Borgman presented his reasons (twisting/winding, dark, bad weather, hills) to the Committee as to why he believes that pavement markings should be used on Muskego Drive and
Jewel Crest Drive. Alderperson Madden stated she drives around people, dogs, kids, parked cars, very frequently. She stated technically, she could be ticketed each and every time
she crossed the line. Alderperson Hammel did not see the benefit or harm in adding center lines based on the accident information provided. He does not believe it would solve the safety
issues presented. The Committee discussed as a whole the expense, staff time involved, and that it is not budgeted.
