MINHTES OF MEETING HELD SEPTEMBER 21, 1978
The meeting was called to order by Chairman Schaumberg at 6;OO P.M.
Also Present was Committee Member Tomczyk, Mayor Gottfried and
Supt , Bertram.
Several Hale Park Add. #l citizens attended the meeting to discuss
$vith the committee the city's plans to reconstruct the drainage ditch
adjncent to their property. Mayor Gottfried and Supt. Bertram
explained to those present the existing problems and what is needed to
be done to remedy them. Following considerable discussion it was
determined that there was sufficient interest among those Present to
warrant. having the city's engineers stake out the limits of the
easements needed to provide for both 3 to 1 and 4 to 1 slopes in order that. the property owners can more easily determine the amount of land
involved.
hlr. and Mrs. Ceille appeared before the committee to request a change
in the road specifications to permit the laying of a plastic filter fabric along the road right-of-way prior to the laying of 10" to 12" of 13" crushed stone. They indicated that because of the rainy
weather it would expedite the construction of the roads and the plastic filter fabric would prevent water from penetrating the road bed.
Supt. Bertram advised the committee that the city's engineers have
recommended approval of the request. Ald Schaumberg moved to permit
the change in the specifications. Seconded by Ald. Tomczyk, motion
qrried.
Mr. Roger Kastello appeared before the committee to request a release
of funds. Of the $lZ,OOO.OO the city now holds the committee agreed
to release $10,650.00 and Mr. Kastello would have to pay the remainder
to the American Asphalt Paving, Inc. Motion was made to that effect
by Ald. Schaumberg. Seconded by Ald. Tomczyk. Motion carried. It
was noted by the committee that this action supersedes that which was
taken at their previous meeting and which had authorized the Clerk to release $7,000.00.
Mr. Roger Johnson and Mr. Robert Stack appeared before the committee
to discuss construction plans for proposed Sandy Knoll Subdivision.
Mr. Johnson also presented to the committee a breakdown of the con- struction costs for the project. Ald. Tomczyk moved to approve the engineering plans for the sewer and roads and storm sewers in the Sandy Knoll Subdivision and further, to require $150,000.00 financial guarantee from an acceptable financial institution. Seconded by Ald. Schaumberg. Motion carried.
klr. Richard Zach appeared before the committee to request permission to build a 32' roadway rather than the 41' roadway as required for

collector streets. Aid. Tomczyk moved to defer action on this matter until the next meeting of the committee. Seconded by Ald Schaumberg, motion cayried. Mr. Zach was informed that underground electrical
wiring would be required and was a part of the builder's costs.
The committee acknowledged receipt of a copy of a communication from
Ruekert & Mielke -directed to Milaeger Well & Pump Company
Mr. Steve Pischke, Park & Recreation Director, advised the committee of a Problem he has with storage space for his equipment, The committee agreed to look at the buildings in an effort to resolve the problem.
The committee once again reviewed 3 preliminary plat of Valley Square
along with a request from Mr. Gratzek that the city's road width spec- ification of 60' be waived since the existing non-public road leading into the subdivision is only 50'. The committee noted that the road is short ending in a cul de sac and serves only six lots moved, Ald. Tomczyk seconded by Aid. Schaumberg to approve the preliminary plat and the request for 3 50' road. Motion carried.

Communication from Rite Realty requesting the release Of $15,000.00 of the bond covering well construction for Kristin Downs Subdivision
was reviewed. The committee noted that after the release of the
$15,000.00 a balance of $43,960.00 would remain in that account.
Ald. Tomczyk moved to approve the request. Seconded by Ald. Schaum-
berg'. Motion carried.
The committee reviewed a request from Rite Realty for release of
$26,204.60 covering grading and inspection fee for Guernsey Meadows
Add. #l Subdivision. Ald. Tomczyk moved to defer action on this request
until supt. Dertram.can review the matter. Seconded by Ald. Schaumberg.
Motion carried.
The committee reviewed a request to release $12,433.44 for improve-
ments in Guernsey Meadows Subdivision. The committee noted that this
was the balance left in the accounts and that all work has been
completed in the subidivison. Ald. Schaumberg moved to authori‘ze
the release of the $12,433.44. Seconded by Ald. Tomczyk Motion
carried.
Ald. Ford again requested the committee to authorize the installation
of a guard rail on Muskego Drive off of Hiawatha Dr. Aid. Schaumberg
Nated he would like to view the area personally before making any commitment.
supt. Bertram advised the committee that the water problem on Union
Church Road has been resolved.
The committee reviewed a communication from Ruekert & Mielke estab-
list+ng the drainage plans and easements needed before the four lots between Sunnyhill and Prospect Drives can be built upon. Mayor Gottfried was directed to send a copy of the plan to Mr. Carl Gratzek.
6npt. Bertram advised the committee of Ruekert & Mielke's recom-
mendation for the Fennimore Ditch Project. ,Ald. Tomczyk moved to accept the bid for the project to Brookfield Culvert C!ompany in the amount
of $31,9OG.O0. Seconded by Ald. Schaumberg, motion carried.
Ald. Pienkos discussed a drainage problem of Mr. Kenneth Larson, S65
W13234 Longfellow Lane. supt. Bertram to check the matter.
There being no further business Ald. Seconded by Ald. Tomczyk. Schaumberg moved to adjourn. Motion carried. lo:45 P.M. The meeting adjourned at
