Public Works Committee- MINUTES - 6/8/19780 a PUBLIC WORKS COMMITTEE - CITY OF MUSKEG0 MINUTES OF MEETING HELD JUNE 8, 1978 The meeting was called to order by Chairman Schaumberg at 7 45 P.M. Also present were Committee Members Tomczyk and Dumke, Mayor Gottfried, Supt. Bertram, Ald. Pienkos and those named on the attached list. The minutes of the previous meeting were reviewed and placed on file. Supt. Bertram advised the committee that Ald. Ford has requested a guard rail to be constructed in an area on Muskego Drive. He further advised that the cost to install same would be $184.50. The matter will be looked at during the committee's field trip. Building Inspector Lee reviewed for the committee the status of the road being constructed by Roger Kastello on the former Schwefel property. He indicated that the sewers have been installed and that the road bond must be established. Ald. Dumke moved to set the bond to insure completion of the road known as "Janesville Court" at $12,000.00. Seconded by Ald. Schaumberg, motion carried. Building Inspector Lee also discussed with the committee the status of Janesville Court and Pine Court (Schwefel and Miller properties) as they relate to the State's requirements for public access. He indicated that although both roads initially will be considered private they must be built to city standards in the event they are quit claimed to the city at some future time. Ald. Schaumberg moved to approve the plans for both Janesville Court and Pine Court. Seconded by Ald. Dumke, motion carried. Mayor Gottfried reviewed with the committee some of the history surrounding the problems related to Outlot 3 in the Hale Park Meadows Subdivision. He reminded the committee that they specifically required that the area be used as a detention pond at the time the subdivision was approved and that because of several problems with drainage within the last year and one-half they authorized Ruekert and Mielke to prepare a drainage study for the area Mayor Gott- fried indicated that one of the alternatives suggested was the lowering of the major storm sewer which carries water from Outlot 3 to the Fennimore Ditch, however, the two property owners whose land would be disrupted by such work were not particularly interested in giving the necessary easements at this time. He indicated that Mr. Fry, Mr. Gray, Mrs. Brown, Supt. Bertram and himself looked at the problem again that afternoon and as a result of that review he would like to make the following recommendations' (1) That the Public Works Committee recommend to the Council that Ruekert & Mielke be authorized to prepare specifications and to advertise for bids in order that a concrete invert can be constructed in the Fennimore Ditch. (2) Authorize the Public Works Department to cut the weeds on Outlot 3 and have the City Clerk bill Rite Realty who has agreed to pay up to $100.00 for the work. (3) Approve that part of the proposed drainage plan prepared by Ruekert & Mielke which does not require the lowering of the storm sewer but does envision some filling in of some of the low areas. Ald. Dumke moved to approve those recommendations. Seconded by Ald. Tomczyk, motion carried. The committee also noted that Mr. Gray has offered to provide 40 hours of equipment operation to help resolve the problem. Mr. Harold DeBack appeared before the committee to discuss how he can best provide access to two lots he owns on Racine Avenue. He indicated that if it were possible he would rather provide a road reservation which would serve the two lots immediately and which would eventually be deeded to the city at the time he subdivides his land to the west. Mr. DeBack indicated he would be willing to provide the city with a financial guarantee to assure future constructior of the road. Ald. Schaumberg moved to establish a cash bond in the amount of $2,500.00 and further agreed to an acceptance of a road reservation rather than a dedication if it is approved by the City Attorney. Seconded by Ald. Tomczyk, motion carried. \
