Public Works Committee - MINUTES - 3/9/1978l 0 0 ,a PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINIJTES OF MEETING HELD MARCH 9, 1978 The meeting was called to order by Chairman Schaumberg at 7:30 P.M. Also present were Committee Member Dumke and Supt. Bertram. The minutes of the previous meeting were reviewed and placed on file. supt. Bertram advised the committee that he had met with Mr. William 'Heimlich of the Wisconsin Department of Transportation. Mr. Heimlich informed Supt. Bertram of a recent change in the classification Of certain roads in the city and which may affect road aids for the city. The following streets have been designated as connecting streets rather than local streets: Crowbar Road from C.T.H. ES to S.T.H. 24 Pioneer Drive from S.T.H. 24 to Racine Ave. Lannon Drive from S.T.H. Bertramm.advised that he--has-requested to have a traffic counter placed on Hillendale Drive from S.T.H. 24 -to Racine Avenue. supt. Bertram discussed with the committee several claims he has received for damages which incurred as a result of the city plowing snow on non- public roads. The committees noted that there are several roads in-the city which, although not public;-.have.a large ~numberoffresidents living- on them-and;thecity-has previously-taken the position that we have a moral-obligation to,keep those -roads open for the health and safety of the residents. It was the.decision of the committee to allow Supt. Bertram to use his own discretion as to whether or not the city should be responsible in the event there is damage to fences, mailboxes, etc. supt. Bertram requested permission to advertise for bids for the instal- lation of culverts on private driveways-when new construction is involved in the city. Ald. Schaumberg moved to authorize Supt Bertram to advertise for bids. Seconded by Ald. Dumke, motion carried. supt. Bertram requested permission to attend a seminar on storm water detention basin design to be held in Madison on April 27th and 28th. Ald. Dumke moved to grant the request. Seconded by Ald. Schaumberg, motion carried. The committee reviewed the preliminary plat of a subdivision known as Valley Square which is adjacent to Ann Drive. The committee noted that the developer had not appeared before the committee to request a variance in the city street standards. Ald. Schaumberg moved to advise the Plan Commission that they objected to the plat on the basis that it did not meet city approved street standards. Seconded by Ald. Dumke, motion carried. Two applications for employment were received and placed on file. The committee reviewed a request from the developers of Freedom Acres Add. #1 for the release of $66,815.32 for sanitary sewer and storm water construction which has been completed. The matter was deferred to the next meeting of the committee. supt. Bertram reported that the bids for the second well in the city's industrial park had been opened that morning and suggested that action be taken so the Council can accept the bids at their meeting on the 14th. Ald. Dumke moved to recommend to the Common Council that the lowest bid received for the construction of the second well in the industrial park be accepted subject to approval of the city's engineers. Seconded by Ald. Schaumberg, motion carried. Supt. Bertram advised the committee of a communication from Ruekert & Mielke informing him that they have reviewed the revised plans for sanitary sewer, water main, storm water drainage and road construction for Guernsey Meadows Add. #l and find them to be acceptable.
