Public Works Committee- MINUTES - 10/5/19780 PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD OCTOBER 5, 1978 The meeting was called to order by Chairman Schaumberg. Also present were Committee Members Tomczyk, Dumke, Mayor Gottfried and Supt. Bertram. The committee reviewed the minutes of the previous meeting and placed same on file. Supt. Bertram advised the committee that he had reviewed the grading which has been completed in Guernsey h!eadows Addition i?l and in his opinion the request for the release of part of the monies held in escrow should be released. Ald. Schaumberg moved to authorize the release of $26,204.60. Seconded by Aid. Tomczyk. The committee noted that after the release of the above amount a balance of $18,OOO,~will remain in the escrow account for grading. The motion to release the funds carried Mr. Richard Zach again appeared before the committee to request that Tans Drive, between Hillendale Drive and Gold Drive, not be considered a collector street. He indicated he would like to build a 32' roadway rather than the 41' required by the Public Works Committee. Following considerable discussion it was the opinion of the committee that Tans Drive should be a collector street and therefore a 41' width will be I required 0 Mr. Al Toth, representing St. Paul's Church, appeared to discuss with the committee easements on St Paul's property needed for the recon- .struction of the drainage ditch between Sherwood Circle and Tess Corners Creek. Mr. Toth stated St Paul's congregation would not agree to a 60' easement however a lesser footage would be agreeable Mr . Toth indicated the church council would grant a temporary easement to the city. The committee directed hlayor Gottfried to contact St. Paul's regarding the matter. M r Harold Diekfuss, Mr. Alvin Basse, Mr. Chester Luedtke, Mr Tom Dahlman and David Ludwig appeared at the request of the committee to discuss the possibility of a cooperative action to improve the drainage on their property. It was pointed out by Mr Diekfuss that he is experiencing some flooding because of the drainage ditch leading to his property has been cleaned out by Mr Basse and by Mr Luedtke. He indicated that a larger culvert could heln alleviate his problem Mr. David Ludwig expressed concern over the fact that his land is being adversely affected because of increased storm water flow as a result of develop- ments that have occurred in the area over the past several years. The committee reviewed a communication from Metropolitan Survey Service to hlr Ray Gray of Rite Realty Corp which included computations prepared to the design standards of Soil Conservation Service The communication indicated that peak discharge of storm water after ~ l inder cultivation. oevelopment is considerably less than what it was while the site %as It was also pointed out to those present that because of the topography the drainage ditch in question has always served the same watershed hir Ludwi~g also expressed concern over the storm sewer outflow which leads to his property. It \l:as the committee's decision to submit the data from Metropolitan Survey to Ruekert S Xielke and hlr Erdman of the Soil Conservation Department for review Mayor Gottfried also advised those present that although the city could not become actively involved in the reconstruction of the drainage ditch they would be willing to help in the event the property owners involved decided to work together to solve the problem. Supt Bertram advised the committee that the Fountainwood ditch invert from S T H 24 to Windsor Drive has been completed to his satisfaction and recommended that $6,030 00 b e paid to Brookfield Culvert Service He further advised the committee that 10% of the previous balance $6j01zij has been withheld. Aid Tomczyk moved to authorize the Clerk to make the necessary payment. Seconded by Ald. Schaumberg. Motion carried. 0% i) 0 Public Works Committee October 5, 1978 - P. 2 Mr. Ray Gray discussed with the committee the progress of restoration of the ditches in Kristin Downs Subdivision. He indicated that in spite of the fact that his contractor has seeded those ditches at least twice the weather has been such that the seed was lost each time He ex- plained that because of the weather seeding of the ditches and the final paving of the streets might have to be postponed until next spring. Mr. Gray advised the committee that a contractor will complete the building of the endwalls, replacement of damaged culverts, etc this fall Mr. R Hamann I a resident of Kristin Downs Subdivision, requested that the city consider returning the $200 00 ditch bond to the residents of the subdivision since the problems with the restoration of the ditches does not involve them. The committee agreed to take this under advisement. Mr. Frank Ruekert was present at the meeting to explain to the committee what his study of the proposed extension of the Fountainwood ditch had revealed He explained the different types of inverts that could be used to control proper flow of water in the ditch The committee must decide what type of ditch they would want and whether or not it should be de- signed for a 50 year or a 100 year storm. The committee acknowledged receipt of a communication from Mr Wayne Foster regarding storm sewer at Cambridge Ct. (West Lake Brittany) Applications for employment with the Public Works Department were reviewed and placed on file. <The committee received a communication from First National Bank of Waukesha, directed to the city, indicating a financial guarantee in the amount of $17,006.00 is being held by that bank for improvements for development of a five acre parcel (4 lots) on the Clarence Froelich property off of Gold Drive by Richard Zach Same placed on file. Ald. Dumke moved for the approval of all engineering plans for Marlan Meadows Subdivision. Seconded by Ald. Schaumberg, motion carried. Ald Schaumberg moved to approve all engineering plans for the Sandy Knoll Subdivision. Seconded by Ald. Dumke, motion carried. Supt Bertram will review a complaint of standing water along S T H 24 and Valley Drive. The committee authorized the engineering firm of Ruekert & Mielke to review plans to protect the s.torm water drainage routes on the lots being developed by Carl Gratzek between Sunny'Hill and Prospect Drives in the Hillendale Heights Subdivision to insure proper design of the drainage ditches and anti-erosion measures The committee reiterated its feelings that no building permits should be issued until the plans have been approved and, if necessary, a bond required to insure compliance Supt Bertram advised that his department is in need of a centrifugal pump and a drili press. Ald Schaumberg moved for the approve of the needed equipment Seconded by Ald. Dumke. Motion carried. There being no further business Ald. Dumke moved to adjourn Seconded by Ald. Schaumberg.
