Public Works Committee - MINUTES - 9/22/1977PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO 0 MINUTES OF MEETING HELD SEPTEMBER 22, 1977 The meeting was called to order by Chairman Schaumberg at 8:15 P.M. Also present was committee member Ralph Tomczyk, Mayor Gottfried and supt. Bertram l The committee is awaiting determination from City Attorney Buckley regarding the possibility of using the utility easement for drainage purposes in order that work can begin on the Robert Wollman property. Inspectors from the Milwaukee Metropolitan Sewage Commission will be inspecting the Bay Lawn and Freedom Acres Sewers in the near future. Once they have been approved connections can begin and the roads will be asphalted. supt. Bertram advised the committee that he has received the necessary agreement from Martin Ludwig for the cleaning of the channel leading to Bass Bay. Ald. Tomczyk moved to have the City Attorney draft the necessary documents for a temporary easement. Seconded by Aid. Schaum- berg, motion carried. supt. Bertram advised the committee that the ten complaints as listed in the previous minutes relating to Guernsey Meadows Subdivision have been taken care of. He also advised the committee that it is his intent to discuss with Mr. Ray Gray the possibility of having some trees i planted in the subdivision. The committee reviewed Plan Commission Resolution #123-77 relating to the certified survey map submitted by Florence Fahning and Elmer Schmidt. Supt. Bertram to determine the length of existing storm sewer. It was agreed that some provision should be made if necessary for the extension of the storm sewer. Ald. Tomczyk requested Supt. Bertram to look into the problem of water running across Hillendale Drive in the vicinity of the Frank Narlock property. He indicated that perhaps a culvert could solve the problem. supt. Bertram indicated that he was certain his department would take care of the matter. The committee discussed urban cross section of road construction and specifications The committee agreed to include the following as standard requirements 1. Priming of 8" of gravel with a ratio of one-half gallon per sq. yd. 2. Require a tacoat between l~ifts--the last lift to be laid a minimum of l& inches 3. A minimum of six months between lifts to insure proper compaction. The placement of lifts must be approved by the Public Works Department Supt. Bertram advised the committee that Mr Hetzel has agreed to execute the necessary storm drainage easement if the committee would officially re-affirm the si.ze of the storm sewer to be laid along side his property. The committee re-affirmed its previous decision to install a 30" storm sewer on the easement of Guyle Hetzel's property a supt. Bertram advised the committee that the developers of Lake Brittany Estates has requested that the storm drainage area crossing hlcShane Rd. be handled through an open swale. It was the opinion of the committee that an open swnle was not desirable and therefore directed Supt. Bertram to advise the developers that storm sewers t0 handle the water problem will be required. 0 Public Works Committee September 22, 1977 Page 2. hlayor Gottfried to contact Attorney Buckley regarding the South * Denoon drainage problem. supt. Bertram reviewed the salt allotment and advised that the cost for 1977-78 will be approximately $14 76 per ton as compared to $10.76 per ton for the 1976-77 season He indicated he would obtain salt from two companies rather than to buy from one dealer. supt. Bertram discussed the condition of the city's mowers. He indicated all of them are badly in need of repair. He further indicated that he had the opportunity to see a road maintainer which could be mounted on his equipment and would serve the city's needs very well. It was noted that monies had been provided in the capital budget for a new mower. Ald. Tomczyk moved to authorize Supt. Bertram to purchase the equipment. Seconded by Ald. Schaumberg, motion carried. The minutes of the meeting held g/8/77 were reviewed and placed on file Mayor Gottfried stated that he had been advised that the storm drainage reconstruction of S.T.H. 24 would cost an additional $400.00. Therefore, it would be necessary to reconsider Resolution #210-77 adopted at the Council meeting held g/13/77 and amend the amount therein from $400 00 to $800.00.
