Public Works Committee - MINUTES - 8/4/1977l e PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO BINBTES OF MEETING HELD AUGUST 4, 1977 The meeting was called to order by C&i-man Schaumberg at 8:3Q !?,B, Also present were committee member Dumke, Aldermen Pienkos and Wallner, supt. Bertram, Mayor Gottfried and Gerald Lee. Mr. and Idrs. Robert Wollman appeared at the meeting to discuss a water problem they are experiencing on their property and the proposed agree- ment between himself, the City of Muskego and Rite Realty. The committee agreed to view the area with Supt. Bertram and Building Inspector Lee. The committee acknowledged receipt of a communication from the State of Wisconsin regarding the city's intent to reconstruct Martin Drive in the vicinity of the former Nike Site. Mr. Ralph Martin will be invited to the next Public Works meeting to discuss the matter. MaYOr Gottfried was directed70 advise the State of the city's progress thus far. Mr. Kenneth Reed and Robert Schumann appeared at the meeting concerning a storm water easement between their lots. It was their feeling that * because of the large amount of water traversing through the easement it created a safety hazard as well as erosion problems. The committee noted that the easement was required of the developer when Lakeview Hills was created and was placed on the lots as a result of a recommenda- tion from the Water Conservation Department. Supt. Bertram will cooperate with the property owners when they attempt to landscape their roadside ditches to help minimize the possibility of erosion. The committee discussed the present city policy regarding ditch bonds and whether or not the bond is high enough to include landscaping and occupancy certificates. Building Inspector Lee pointed out that if landscaping could be included in the ditch bond ordinance some of the problems he is experiencing with improper filling of lots, etc. could be avoided. The committee directed Building Inspector Lee to contact other cities to determine the amount of bonds they require for similar purposes. Ald. Schaumberg moved to recommend to the Rules, Laws & Ordinance Committee an amendment ,to the present ditch bond ordinance in order that landscaping requirements could be included. Seconded by Ald. Dumke, motion carried. supt. Bertram reviewed with the committee a problem he is. experiencing with the water system in the industrial park. He indicated that Lloyd Hamm and Elmer Tinti have had shortages of water. It was his opinion there could be a leak in our system. The committee noted that the 1977 capital budget did include monies for an additional well if it is needed. Mr. Frank Fumich, S76 W14776 Velva Drive, has reported damage to his driveway as a result of sewer construction. The matter was referred to the Public Sewer Committee for review. The committee reviewed a communication from Chief Kraus regarding the .^ . -.-~ .~ need for the Public Works Department to budget the necessary funds 0 for the use of certain equipment in the police building. Supt. Bertram advised the committee that he should have estimates on the cost of cleaning a portion of the channel leading to Bass Bay by . . the next meeting. Ald.
