Mr. Nowitzke explained to the committee the problem he is experiencing
with young people who ride mini bikes on the city-owned property
(former Lassa lot) which adjoins his property. He requested permission
to erect a fence across the property just west of his driveway which
provides him access to Shore Lane through an easement given to him by
the city. Ald. Schaumberg recommended that Atty. Buckley be contacted to determine the legality of such a request and to prepare the necessary
agreement if one is needed. It was also suggested that Mr. Nowitzke
submit to the Common Council an offer to purchase that portion of city; owned property west of Shore Lane.
mr. Thomas Ferguson appeared before the committee to request permission
(by easement or agreement) to Use a portion of road previously dedi-
cated to the city wnen division of lands along Gold Drive were approved
by the Common Council. He indicated he would like to erect a small
_ collapsible utility shed on the property presently owned by the city.
Aid. Schaumberg moved to permit construction of a Utility shed subject
-to the stipulation that if and when the dedicated land were needed for
road purposes, the structure would be removed at Mr. Ferguson's expense.
Seconded by Ald. Tomczyk, the. motion carried. Mayor Gottfried was
directed to contact Atty. Buckley to determine whether or not an agree-
ment was necessary.
Mr. Adrian Schmidt, owner of Adrian Heights, presented the committee
with grading and utility plans for Adrian Drive to serve a four lot
division recently approved by the Common Council. The committee
indicated that an "L" or "T" at the end of the drive would be nec-
essary, that the road to be constructed would be with a rural cross
section, and that approval of the road plans would not be given until the proper cross section and drainage plans are presented to the
committee. The committee noted tha-t when the balance of the subdivis-
ion is considered, curb and gutter probably would be required and the
city would require reconstruction of that portion of the road being
built to serve the four lots to provide for curb and gutter. t Mr. and Mrs. Ralph Martin appeared to discuss the proposed reconstruc- tion and relocation of Martin Drive. Preliminary plans showing the affect of such relocationIon existing buildings owned by them were
reviewed. Mayor Gottfried advised Mr. and Mrs. Martin that when the proposal is approved by the Common Council, appraisals will be made
to determine the value of land and buildings which might have to be
taken. He further indicated that they will then be contacted for
further discussion regarding the matter.

for an extended culvert across North Shore Drive in the vicinity of

. He also indicated the need for a fence.in that area. The committee suggested that any further action on the matter be delayed until sewers have been installed on North Shore Drive. At that time the committee would again review the matter. .
Mr. Robert Wollman discussed once again a drainage problem he has had
as a result of the development of the Durham Meadows subdivision. The committee discussed several alternatives as well as a suggestion pro-
posed by Mr. Wollman. The committee was particularly concerned about aggravating the problem and its affect on adjoining property ?

A communication from Building .Inspector Lee
egarding the matter was reviewed. The possibility of requiring Mr.
Kastello to construct a retaining wall was discussed. Ald. Van Lanen
indicated he would discuss the matter with persons involved.
Ald. Van Lanen also brought to the committee a drainage problem in the
Lloyd Tess property on fiartin Drive. Supt. Bertram will review the
matter and report back to the committee.
a ihe minutes of the previous meeting were reviewed. Ald. Schaumberg
moved to amend the minutes of August 4, 1977 to indicate that Cheryl
Feldhauser and others representing lisle Park Meadows Ilome Owners Association appeared to discuss the progress being* made in rerard to the water problem in Outlot 3. Seconded by Aid. Tomczyk, the motion
carried. The minutes of the August 4, 1977 meeting, as amended, were
received and placed on file.
The committee discussed with Supt. Rertram the water shortace problem
in the Industrial Park. Mr. bertram indicated he is having problems
determining whether or not a leak exists. he indicated that meter
readings have been sent to Ruekert & Mielke for their review.
Mayor Gottfried advised the committee that if the Common Council approves the resolution, a new well will be designed and probably drilled this
year, whicll should help solve ths problem. Supt. Bertram indicated he
will continue to monitor the water being used and contact the city engineers for suggestions.
apt. Bertram presented the committee with a quotation in the amount
of $1,200.00 to cover the cost of cleanins out a drainage ditch leading to Bass's Uay. Action on the matter was deferred until the next
meeting. .
Aid. Dumke discussed with the con.mittee problems on Durham Drive and
Lannon Drive as a result of construction work by the telephone company
and the installation of skewers. The committee directed Supt. Bertram to look into the matter.
Supt. Bertram advised the committee that an 18" storm sewer had been
installed by Mr. Mel Randrup across his property. Mr. Bertram indi-
cated that in his opinion the stcrm sewer should adequately handle
drainage of the area, except perhaps when a 50 year or 100 year storm
is involved. He indicated that Pr. Harry Iiarenda, who resides next
door, is concerned about the adequacy of the drainage system.
Mr. Ray Gray of Rite Realty will be invited to attend the next meeting to discuss the final asphalt lift to be placed on the roads in Guernsey Meadows, the need for an asphalt walkway to the park and pumphouses, and the condition of the ditches in the subdivision.
Supt. Bertram advised the committee he had received a quctation from

The committee reviewed the proposed development of Lake Brittany, and
directed Mayor Gottfried to advise the developers of the need for a storm sewer across lots 36 and 37. The committee also approved a developer's cash bond in the amount of $440,000.
Playor Gottfried advised the committee that Mr. Anthony Derringer has

reed to sell a parcel of land owned by him on Lochcrest for $650
US $240 for a lateral which had been installed on another lot owned by him but which cannot be used, Ald. Tomczyk moved to recommend to the Common Council purchase of the parcel. Scll'aumberg, Seconded by Aid. the motion carried.
Ald. Tomczyk discussed with Supt. Dertram weed conditions in the bay area located at the end of I;'entland Drive, Hr. bertram indicated that the city h&s harvested weeds reviewed for!?. from that area twice this season and
