PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD ON JUNE 9, 1977
The meeting was called to order by Chairman Schaumberg at 8:25 P.M. Also present were committee members Constantineau and Dumke, Mayor
Gottfried, Aldermen Pienkos, Wallner and Van Lanen and Supt. Bertram.
Twenty citizens, as shown on the attached list, were also present.
Citizens members of the Hillview Beach Advancement Association appeared
to discuss with the committee the weed harvesting being done in their
bay. They indicated that most of the weeds were not being cut. SUpt. Bertram reviewed with those present the problems related to the har-
vesting of wee& and indicated he felt the operator was doing an adequate
job. Supt. Bertram also indicated that members of the Little Muskego
Lake Advisory Committee and he had toured the alleged problem area and
that they all agreed a fine job was being done. Ald. Constantineau
and Supt. Bertram wi.11 tour the area on June 10th at 8:OO A.M.
Several people appeared from the Hsl.le Park Meadows Subdivision inquiring
about the water detention area and requested that it be filled in as
much as possible.
1.t was noted that this area was intended for water detention purposes
at the time the development was approved. Ald. Dumke moved to have
the city engineers conduct a feasibility study to determine how small
this area can be redu.ced to. Motion was seconded by'Ald. Schaumberg
and carried.
Discussion followed relative to the Fennimore Ditch and a question
arose regarding inverting the ditch. Chairman Schaumberg indicated
that it will be consi2ered in future plans, possibly two to three
years. He also indicated the possibility of storm sewers was rather
remote.
Citizens living adjacent to a drainage ditch traversing from Ranch Dr.
to Muskego Dr. appeared to discuss with the committee the condition of
thc drainage ditch. They indicated that heavy rains have caused a
driveway to wash out and that a large stump and much debris is in the
drainage ditch. They also indicated that the topography of the drainage
ditch made it difficult to maintain. The residents of the area spec-
ifically requested the committee to consider storm sewering the drainage
ditch. However, they indicated they would not want to participate in
the cost of installation. Action on the matter was deferred until
the next meeting.
The owner of a lot located on Lentini Drive requested the city to either
storm sewer or relocate a drainage ditch which runs diagonally through
his property. Members of the committee noted that the problem was one
that had been reviewed on the recent road tour and agreed that any
change in the drainage pattern in the area would have to be done care-
fully so as to not adversely affect the residents to the north. The
committee recommended that the property owner look into the possibility
of building his home at the rear of the lot and further directed Supt.'
Bertram to work cooperatively with the homeowner to determine the
best method of solving his problem.
Mr. Neil Borgman, Briargate Lane, appeared before the committee to
request that the Parkland drainage ditch which encroaches on his
property be moved to the west. Mr. Borgman indicated that the drain-
age ditch is not using the easement area provided for in the plat.
The committee noted that they had reviewed this matter last year and
it had been their decision not to relocate the Parkland drainage ditch.
The committee noted that at the time the development was being built
the city insisted that the developers of Parkland construct the
drainage ditch in such a manner as to be reasonably easy to maintain
and so as to not adversely affect the property owners in Meadowdale
Subdivision. Mr. Borgman requested that he be advised, in writing, the
decision of the committee stating their reasons for denying his request.
