Public Works Committee - MINUTES - 6/23/1977PUBLIC WORKS COMMITTEE 1- CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 23, 1977 The meeting was called to order at 8:37 P.M. by Acting Chairman Dumke. Also present were Committee Member Constantineau, Ald. Pienkos, Supt. Bertram, Mayor Gottfried, Mrs. Brown, Mrs. Jund and Mr. Kania, residents of Hale Park West. A\dahm van LcLncx, I/Z/& /I M er. Mrs. Jund, Mrs. Brown and h!r. Kania presented the committee with a petition requesting action on the green area in Hale.Park West. Gottfried informed the committee that city engineers Ruekert & Mielke are undertaking a study to determine how small the detention area can be made. people will be contacted and so advised. The minutes of the previous meeting were read and placed on file. The committee discussed the drainage problem in the area of Ranch Dr. and Muskego Dr. It was the committee’s decision not to storm Sewer the drainage ditch between Ranch Drive and Muskego Drive. Residents adjacent to the drainage ditch will be contacted and encouraged to take whatever anti-erosion measures they feel necessary to preserve their property without affecting the flow of storm water. Mayor Gottfried reviewed with the committee the recent communication directed to Mr. Neil Borgman regarding a drainageway abutting his property on Briargate Lane. The committee directed Ald. .Duke to contact the Del Srevert Trucking Comp n requesting that a tarp be placed on topsoil transported on d&f Drive. The company has agreed to submit a $5,000.00 surety bond to protect the city in the event any damage to McShane Drive is encou,nte_red. The committee discussed the proposed storm sewer project along the Guyle Helzel residence in Glenbrook Subdivision. hlayor Gottfried reviewed with the committee the communication he had sent to Mr. Helzel which indicated that in the event the easement is not executed condemnation procedures would have to be started. Supt. Bertram advised the committee that the berm located at t,he end of Jo Court has now been seeded and that the culvert in the area of Hale Park Court has not been repaired by Brookfield Culvert.Company as of this date. Supt. Bertram also advised the committee that the berm as requested by Ald. Constantineau on Gold Drive has now been placed and the berm re- quested Tor Shore Lane will not be completed until the Public Works Department installs storm sewers on the former Lassa lot. The committee reviewed proposed urban cross-section for streets. The matter will be discussed at the next meeting. The committee reviewed and recommended approval of the proposed agreement between the city, hlr Robert Wollman and Ri.te Realty, Inc Ald. Constantineau moved to recommend to the Finance Cormittee the reimbursement of $33 00 to Gary Dake for expenses incurred during a power outage. Seconded by Ald. Dumke, motion carried. Ald. Wallner discussed snowplowing charges of the city. He objected to the rate which has- been adopted by the Public Works Committee. hlayor When the report is received by the committee the concerned \ Public Works Committee June 23, 1977 - Page 2. Supt. Bertram advised the committee of the problem he is experiencing with residents who install concrete driveways from the street to their home. He indicated that in those instances where 'concrete is poured across culverts the homeowner as well as the city could incur a great deal of. expense and problems in the event the culvert has to be moved or replaced. He indicated that he will ask the city's official paper to insert a news article reminding all citizens of the proper way to install concrete driveways. Supt. Bertram reported that the paddle wheel motor on the weed harvester is being replaced. Supt. Bertram reported that the parking lot at the old Town Hall has now been asphalted. Ald. Dumke moved that Supt. Bertram be authorized to contact a qualified contractor to have the Jewel Crest bridge repaired as soon as possible. Seconded by Ald. Constantineau, motion carried. Supt. Bertram advised the committee of his concern over the excessive fill being dumped in the Town of Norway on the south side of Lake Denoon Rd He indicat.ed that unless an outlet for storm water is provided serious flooding could result. Mayor Gottfried was directed to contact the City Attorney to determine what action the city could take in the event officials from the Town of Norway are not able or willing to help solve the problem. Supt. Bertram advised the committee that Garsky Construction Company has failed to repair McShane Rd. after the installation of sanitary sewers. He advised the committee that a $400.00 cash bond is available. I Supt. Bertram was authorized to make the necessary repairs and directed that the City Clerk transfer the bond into the general fund .
