Public Works Committee - MINUTES - 4/20/1977PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD APRIL 20, 1977 The meeting was called to order by Chairman Schaumberg at 8142 P.M. Also present were committee members Dumke and Constantineau, Ald. Pienkos, Mayor Gottfried, Supt. Bertram, Mr. and Mrs. Harry Buske, 4 Mr. and Mrs. Richard Mall, Mr. John Pellant and Mr. M. Bennett of the Drott Tractor Company. Mr. John Pellant, a resident of Glenbrook Subdivision, appeared before the committee to request that the Glenbrook Creek be cleaned out and steps be taken to prevent further erosion. Mr. Pellant indicated that the city does have an easement which he gave them for the purpose of realignment of the creek. Chairman Schaumberg advised Mr. Pellant that hopefully the city intends to begin the implementation of its drainage plan for the area and that easements have been pre- pared in order that the flow of water can be directed along the east boundary of the subdivision. He indicated that once this is complete the need for the existing creek would be minimized and at that time work would be done to improve it. He further indicated that because of these plans it would be a waste of time and money to do any major work on the creek on Mr. Pellant's property. Mr. and Mrs. Richard Mall, S73 W16070 Linda Ct., Guernsey Meadows 0 Subdivision, requested permission to install a culvert in the drainage swale to the rear of their home. After discussion, Ald. Constantineau moved to permit installation of an under drainage culvert of 6" ocrrugated pipe and to fill to grade as per Supt. Bertram's recommendation. Seconded by Ald. Dumke, motion carried. Mr. and Mrs. Harry Buske, W187 S6744 Agate Drive, appeared at the meeting to discuss a drainage problem on a lot owned by them created by the construction of a new home on the adjacent lot. The committee agreed that steps must be taken to insure proper landscaping of the new homeowner on Pearl Drive and directed Building Inspector Lee to prepare a full report on the matter. 0 Mr. Bennett of the Drott Tractor Company appeared before the committee to discuss the new backhoe that is being considered. A discussion took place regarding the interchanging of the present Drott machinery with the proposed new machine. The committee noted that the Case Company bid a lower price, however, it did not meet established specifications. For this reason Supt. Bertram has recommended acceptance of the bid from the Drott Tractor Company. His recommendation is made with the condition that the warranty be increased from six months to twelve months, that the company will guarantee that the city's present buckets will fit the new machine and that the Drott Company will paint the old buckets to match the new machine. Ald. Schaumberg moved to recommend Council approval of the acceptance of the bid from Drott Tractor Company, with Mr. Bertram's recommendations, in the amount of $45,890.00 for a new backhoe for the Highway Department. Seconded by Ald. Dumke, motion carried. The minutes of the meeting held on March 16, 1977, were reviewed and placed on file. supt. Bertram presented the committee with specifications for the type of concrete curb and gutters he would like to have installed in the city, when required. The committee noted that at the present time the city does not have any standards for concrete curb and gutter in their road specifications. Ald. Dumke moved to include in the city's present street construction standards to require concrete curb and gutter with a standard roll face. Seconded by Ald. Con- stantineau, motion carried. Public Works Committee 4120177 - P. 2 The committee directed Mayor Gottfried to arrange for a Public Works Committee tour of roads in the city being considered for repair l or reconstruction on April 28th at 4~00 P.M. The tour will begin at city hall. All aldermen are reminded to submit a list of drainage problems they have in their district before the date of the next public Works Committee meeting. supt. Bertram discussed with the committee the drainage problems on the Fritz property located at W199 S8388 Woods Rd. He explained that several years back Mr. Fritz was kind enough to permit a very large storm sewer to be placed on his property. He further indicated that because of the filling in of a private ditch east of the Fritz property some flooding has occurred. Mr. Fritz has requested that a lot area of his property be filled in order that it can drain to the east. Upon the recommendation of Supt. Bertram, Ald. Constantineau moved to authorize the Public Works Department to fill in the area. Seconded by Ald. Schaumberg, motion carried. supt. Bertram discussed with the committee the unsightly condition of an area located on the northeast corner of Lochcrest Blvd. and Hillendale Dr. He indicated that the lot was filled with a great deal of debris, that the city cuts the weeds annually with great difficulty because of the debris on the lot and that he would like to grade and clean it up and bill the homeowner for the work. The committee noted that the property is not served by public sewer and that the owner is not available to discuss the problem. The committee directed Building Inspector Lee to send a registered letter to Mr. Theodore E. Saleke, 5239 N. 108th Ct., Milwaukee, Wisconsin 53225, advising him that unless the lot is cleaned up within twenty (20) days the city would do the work and place the cost on the tax roll as a special assessment. supt. Bertram requested that the committee authorize him to submit an application to the Tri-County Youth Agency for a summer worker. The committee noted that the city's experience with this program in the past years has been less than successful, however, it was their decision, since there was no cost to the city, that Supt. Bertram's request be granted. supt. Bertram informed the committee of a potential flooding problem on the south side of S. Denoon Road due to fill being hauled in from the Norway Sewer Project. The committee directed Mayor Gottfried to COntaCt the DNR to determine whether or not a permit had been optained from that department. a Mr. Frank Narlock's request for the release of balance of the cash bond in the amount of $5,000 presently deposited in the National Savings and Loan to insure completion of storm drainage facilities in his subdivision (Lakeview Hills) was considered. Ald. Constantineau moved to defer action on Mr. Narlock's request for two weeks. Seconded by Ald. Schaumberg, motion carried. l The committee agreed to again permit Mr. Chester Spitzner to cut the Canary grass on city property adjacent to Woods Road. Public Works Committee April 20, 1977 - P. 3 An invoice from Dr. Glen Riess for safety glasses and examination for Mr. Ken Thode was reviewed. The committee noted that payment had been made for examination and glasses in August of 1976 and that the city's policy is based on an annual need. The matter was deferred for further study. Mayor Gottfried advised the committee that fees established for the use of city equipment and for snowplowing have not been reviewed since early 1976 and that the snowplowing fees are exceptionally low. supt. Bertram advised the committee that driveways for private citizens are plowed out only in extreme emergencies when snowfall is so great that normal equipment cannot do the job. The committee agreed that plowing of private driveways should only occur in extreme emergencies. Ald. Dumke moved to establish the following fees for snowplowing of private driveways: $35.00 first half-hour 15.00 for each additional one-half hour or portion thereof Seconded by Ald. Schaumberg, motion carried. The committee reviewed the Safety Committee's recommendation regarding needed signs on Hillview Drive. Ald. Constantineau moved to direct supt. Bertram to place the following signs on Hillview Drive. "Advisory 15 mph" speed signs be placed on Hillview Drive at the southwest corner of Hillview and Richdorf and a similar sign on the north side of Hillside Drive. "Slow Children Present" signs on Hillview Drive. Reflectors be placed at the end of the two curves on Hillview Drive. Hillview Drive and on An "S" Curve sign be placed near Richdorf Drive and Hillview Drive. the southwest corner of Seconded by Ald. Dumke, motion carried. Ald. Pienkos discussed with the committee the drainage problems in the area of Windsor Drive and S.T.H. 24. Mayor Gottfried advised the committee that former Alderman Foldy had obtained most of the easements which would permit the construction of concrete inverts along the ditch. Ald. Pienkos agreed to attempt to obtain the necessary drainage easements in order that the project can be considered. Ald. Dumke moved to adjourn, seconded by Ald. Constantineau, motion carried.
