MINUTES OF MEETING HELD MARCH 16, 1977
The meeting was called to order by Chairman Schaumberg. Also present
were Aldermen Dumke and Ford, Supt. Bertram and Mayor Gottfried.

Mr. Wayne Foster, representing Covenant Living Centers, appeared
regarding the submittal of the preliminary plat of Westlake Estates.
The committee noted that mountable curb and gutters are being installed
and that steps are being planned and proper erosion control at the outlet of the storm sewers will be provided. Aid. Ford moved to
recommend to the Common Council approval of the preliminary plat.
Seconded by Ald. Schaumberg, motion carried. It is understood that
final grade, water, sewer and storm sewer plans will be submitted for
approval prior to submittal of the final plat.
Applications for employment were received and placed on file.
Supt. Bertram discussed with the committee the proposed storm sewer along the Hetzel property in Glenbrook Subdivision. lfe estimated the
cost to be $760.00 for a 30" pipe. Ald. Schaumberg moved to approve
an underground storm sewer between Lot 7 and Lot 6, Block 6. Seconded
by Ald. Dumke, motion carried,
The committee agreed to meet with Supt. Bertram to tour the city
before making any decisions on road improvement plans for 1977. Nayor
Gottfried was directed to establish the date and time.
supt. Bertram advised the committee that Mr. George Small fias agreed
to execute the necessary easement for the Highway 21 reconstruction
project for $200.00. Ald. Ford moved to recommend approval of the agreement. Seconded by Ald. Dumke, motion cqrried.

The committee received and reviewed the following bids for a new Backhoe

Ald. Ford moved to recommend to the Common Council acceptance of the
lOW bid for liquid asphalt from Prime and Seal, Inc. in the amount of
8.457 per gal. and $5.20 per ton for pea gravel and the low bid for bituminous asphalt from Payne & Dolan in the amount of $12.39 per ton
and $.59 per gal. for prime and tacoat. Seconded by Ald. Schaumberg, motion carried.
The committee reviewed a communication from Rite Realty requesting the release of $4,476.75 for work done on the water system in Guernsey
Meadows Subdivision. The committee noted that the city engineer has advised the city that the contractor has not met all requirements of the city. Ald. Ford moved to defer action on the request. Seconded by Ald. Schaumberg, motion carried..
The committee reviewed a communication from Rite Realty requesting the
release of $16,403.40 for work done on the water system in Kristin Downs
Subdivision and $15,000.00 for grading done in Kristin Downs Subdivision.
'-The committee noted that if the request were approved there would be a
balance of $111,796.40 on the contract for the water system and a balance
of,$20,011.70 on the grading contract in the subdivision. Ald. Ford moved to approve the request. Seconded by Ald. Dumke, motion carried. \

Ald. Ford brought before the committee a problem with a parcel of
land in Jewel Crest Subdivision north of Jewel Crest bridge. supt.
Bertram will review the matter.
Ald. Pienkos advised the committee that several homes on Kipling
Drive have experienced problems as a result of blockage in the
sewer system. He asked whether or not there was any liability on
the city's part. Chairman Schaumberg indicated that the city has
taken the position that they cannot be liable for problems resulting from blockage within the sewer system. supt. Bertram
indicated that it could be possible that a roll of sod had caused
the problem.
Ald. Schaumberg moved to adjourn, seconded by Ald. Ford, motion
carried. The meeting adjourned at lo:15 P.M.
