PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD FEBRUARY 16, 1977

The meeting was called to order at 8:00 P.M. by Chairman Schaumberg. Also present were Committee member Dumke, Mayor Gottfried and Supt. Bertram.
Mr. and Mrs. Silas Anderson, owners of the former Bodul property
on Woods Road, east of Tess Corners Drive, appeared to discuss
the installation of a storm sewer for that portion of the Fennimore ditch which crosses their property. The purpose of the storm sewer would be to facilitate the construction of their home. Mr. and
Mrs. Anderson were advised that it is not the city's policy to install storm sewers cnplvate property for that purpose and therefore they would have to bear the cost. Mr. Bertram provided the Andersons
with some estimates and indicated that the size of the storm sewer would have to be provided by the city. The Andersons were also
advised that the city plans to invert the Fennimore ditch within the next few years and probably would require a 20' easement from them to facilitate the construction of that project. They were also
advised to appear before the Plan Commission for a land division.
The minutes of the previous meeting were reviewed and placed on file.
Several applications for employment were received and placed on file.
Mayor Gottfried discussed the progress of the negotiations with the city's highway department employees. The committee reviewed a communication from the State Department of Transportation regarding the Highway 24 project in the vicinity of College Avenue. The communication indicated that the city would be responsible for acquiring the necessary right-of-way and providing matching funds in the amount of 10% of the costs or approximately $lO,OOO.OO and the city must determine the jurisdiction which would be responsible for a section of College Avenue which will no longer be maintained as a county highway. Ald. Schaumberg moved to recommend to the Common
COUnCil approval of the project and to authorize the Mayor to execute the project agreement with the state. Seconded by Ald. Dumke, motion carried.
The committee also reviewed a communication from the State Department of Transportation regarding the Martin Drive Project. The commun- ication indicated that the city would be required to pay to the state fees for certain services provided by them 'such as preparation of a design, investigation report, environmental assessment and public hearing involvement. Ald. Schaumberg moved to recommend to the Common Council approval of the project and authorization for the Mayor to execute the necessary documents for participation by the '. state of engineering services. Seconded by Ald. Dumke, motion carried.
The committee reviewed a communication from Building Inspector Lee's office regarding Section 19.05(7) of the Municipal Code which provides
0 that the Board of Public Works (Common Council) shall establish standards regarding proper garbage receptacles. The communication indicated that several complaints have been received that plastic bags are being used for storage of garbage and are being torn by animals thus resulting in garbage being spread throughout the neighborhood. Ald. Schaumberg moved to direct City Attorney Buckley to develop the necessary amendment to the city's municipal code

which would establish metal or plastic containers as a proper receptacle. Seconded by Ald. Dumke, motion carried.
'The committee agreed to recommend to the Common Council that Supt. Bertram be authorized to advertise for bids for a new highway truck equipped with plow and sander, a new backhoe and a new tractor and mower for the highway department.

Ald. Dumke moved to adjourn, seconded by Ald. Schaumberg, motion carried. The meeting adjourned at 9:30 P.M.

The committee reviewed a communication from Mr. Raymond J. Gray
representing Rite Realty Corporation, indicating that although they
feel the present storm sewer between the Dietzler and Mattson
properties serves the purpose for which it WaS intended. They
would be willing to participate in extending the storm sewer and
relocating the catch basin, however, that participation would be
dependent upon their receiving a hold harmless agreement from Mr.
and hlrs. Dietzler and Mr. and Mrs. Mattson and the City. The
committee agreed to further discuss the matter at a future meeting.
Ald. Dumke moved, seconded by Ald. Schaumberg, to recommend to the Common Council that the Public Works Committee be authorized t0
advertise for bids for the 1977 road improvement program. Motion
carried.
supt. Bertram reminded the committee that the problem of the under-
sized culverts on the Wauer property has not been resolved. He
indicated that the city should insist that an additional 60" culvert
be installed by Mr. Wauer. Mayor Gottfried was directed to have
Building Inspector Lee contact Mr. Wauer regarding this matter.
supt. Bertram requested that he be authorized to install "yield"
signs at the intersection of Apollo and Mercury Drives Ald. Schaumberg moved to recommend to Common Council that "yield"
signs be placed on the northeast and southwest corner of Apollo
Drive at its intersection with Mercury Drive. Seconded by Ald. Dumke, mot ion carried.
supt. Bertram also indicated that corrections to Resolution $159-68
which identifies the location of several stop signs are necessary.
Ald. Dumke moved to recommend to the Common Council that Resolution #159-68 be amended to indicate "stop" signs at the corner of Lannon Dr. and Kirkwood Drive and Lannon Dr. and Hedgewood Dr. The previous resolution identified those streets as Lannon Dr. and Hiawatha Dr. and Lannon Dr. and Southern Dr. Seconded by Ald. Schaumberg, motion carried.
supt. Bertram indicated that the owner of property on Maple Ct. has indicated a will~ingness to provide the city with a quit claim deed
for sufficient land to develop a turnaround.
supt. Bertram advised the committee that the storm sewer being planned along the Hetzel property in Glenbrook Subdivision would require 800'
of pipe and that a 30' easement would be required Mayor Go'tiried was directed to work with Supt. Bertram to develop the necessary easements
supt. Bertram provided the committee with a description of the Seringer
Property which is to be used for storm drainage purposes.
supt. Bertram advised the committee that he has received the anti-
vandalism signs which are required to be placed on all traffic regu- latory signs.
The Public Works Committee agreed to accept the invitation ,to tour the Drout Tractor Plant and Proving Grounds in Tomahawk, Wisconsin, some-
time in March.
The committee discussed the need for waders to aid the Public Works
Department in some of their projects. It was their opinion that since they will be used when doing work for the lake district that the district should absorb the cost of two pair of the waders. The committee authorized Supt. Bertram to purchase two pair of waders and to recommend to the district commissioners that they authorize the purchase of two pair, total Cost of the four pair of waders, $120.00.
