MINUTES OF MEETING HELD JULY 20, 1972
The meeting was called to order at 7:45 P.M. by Chairman DeBack. Also
present were committee members Aldermen Ford and Schaumberg. Also present
were Aldermen Foldy and Knudsen, Mayor Gottfried, Supt. Bertram and
Engineer Barry.
Mrs. and Mrs. Backhaus of S67 W18769 Agate Dr., appeared at the meeting
to discuss the need for a guard rail between their house and Gold Drive.
They explained that they felt some sort of protection was necessary
because new Gold Drive passes within a few feet of their house. After
some discussion, Ald. Fold moved to have the Highway Dept. install the
necessary guardrail, seconded by Ald. DeBack. Motion carried.
Supt. Bertram reported that he will deliver fill to the Jensen Center
baseball diamond to help correct the drainage problem there.
The complaint by Shirley Giesegh of drainage water being diverted onto her
land at the corner of Gold Dr. and Lembezeder Dr., was discussed. Engineer
Barry will contact George Machevich who is developing the adjacent
properties to see what can be done to solve the problem.
Engineer Barry reported that Plumbing Inspector Robb has issued a 30-day
order to James Iverson of W174 S6936 Hiawatha Drive to eliminate wash
water discharging into the roadside ditch.
Engineer Barry reported that Plumbing Inspector Robb has issued a 30-day
order to the owner of property at W165 S8260 Kurtze Lane to make his
septic system operable again.
Ald. DeBack moved to re-submit our proposal to the School Board for the
terms of acceptance of Bay Lane Road. Under the terms of our proposal,
which the School Board has rejected, the School District would move the
existing fence to the east side of Bay Lane and also pay 50% of the cost
of upgrading the road to city standards. Seconded by Ald. Schaumberg,
, motion carried.
Supt. Bertram reported on his inspection of the drainage problem at the
Truesdale property on Windsor Dr. He suggested that no city action is
required at this time.
Supt. Bertram reported that Don DeBack promised completion of the grading
at the new city hall the week of July 24th.
The committee agreed to hire Frank Hoefler to complete the Industrial Park
sign at $3.75 in approximately 40 hours.
Mayor Gottfried reported that citizens of Glenbrook Subdivision do not
gravel shoulder when the streets are resurfaced. Mayor Gottfried will
write to John Mielke to see if the contract can be changed to have the
sewer contractor provide topsoil and seed instead of gravel.
Ald. Ford moved to accept the work completed on Woods Road by Don DeBack
and to authorize payment of the balance due Mr. DeBack of $8,809.81.
Seconded by Ald. Schaumberg, motion carried.
Supt. Bertram will check the work record of the applicant for the vacant
1E.E.A. job.
S>pt. Bertram indicated that he will need a water supply at the new city
garbage capable of filling the tank truck. Engineer Barry will check with
Rueke\rt,& Mielke to see if the proposed system will suffice.

Engineer Barry will have Gazinski-Schulze-Gazinski, present our proposed
storm sewer easement to the St. Paul's Church Board.
Supt. Bertram reported that he is attempting to get better prices for the
plate needed at the Gold Drive Bridge.
Ald. Ford suggested that a hydro-mulcher and a chipper be included in
any future capital budgeting.
Engineer Barry reported on his survey of the watershed in the East Drive
area. He reported that a 15" culvert from East Drive thru Park 83
to Little Muskego Lake would be adequate for the estimated 8-acre water-
shed. The cost would be approximately $l,OOO.OO. Ald. Ford moved to
defer action until we can more closely determine whether we can afford
this improvement at this time. Seconded by Ald. Schaumberg, motion carried.
Engineer Barry reported that weeds must be mowed at the northeast treatment pl
plant. It was suggested that Engineer Barry contact the Park and Recreation
Board to get the work done.
Supt. Bertram reported water damage to the Young and Fischer properties
in the area of Southern Heights and Martin Drives. Supt. Bertram will
contact Mr. Peterson regarding the possibility of a drainage ditch along
the Peterson property.
A discussion took place regarding the problems caused by city involvement
in sewer fill actions. Ald. Schaumberg moved to eliminate our present
permit system so that property owners can then negotiate directly with
sewer contractors for fill. Seconded by Ald. Ford, motion carried. The
committee reiterated its position that no fill will be given away from
the present sewer projects until city needs acre met at the new dam and
Industrial Park sites. The committee further agreed that the Rules, Laws
& Ordinance Committee should review our "Change of Topography" Ordinance
to see whether it might be a useful tool in getting property owners to
grade their fill promptly and "establish cover" to prevent soil erosion
and eyesores.
Supt. Bertram reported that he will put a drainage ditch on the south side
of Cook Drive only to protect trees on the north side.
Mayor Gottfried reported that Harold Straw is ready to sign quit claim deeds
for the exchange of lands at the end of Oak Grove Drive.
Supt. Bertram reported that $25,000.00 had been spent so far this year
for road asphalting leaving $15,000.00 of what was budgeted. Committee
members will look at Martin Road, Crowbar Road and Hillendale Drive to
see if they require resurfacing.
Ald. Foldy inquired as to what had been decided regarding the Frank DeAngelis
dispute. Engineer Barry will bring his plans to the next meeting for Mr.
Ald. Foldy to review.
Engineer Barry reported that the cost of street barricades with lights was
$24.00 each. No action was taken.
Correspondence was read and placed on file.
