MINUTES OF MEETING HELD ON JUNE 12, 1972

rior to the regular meeting and beginning at 7:30 P.M., Mayor Gottfried,
ighway Supt. Bertram and the Public Works Committee interviewed applicants
for the EEA position of highway crewman recently vacated by John Hays.
The regular meeting was called to order by Chairman DeBack at 8:15 P.M.
Also present were committee members Aldermen Ford and Schaumberg, Mayor
Gottfried, Engineer Clark Barry and Highway Supt. Willard Bertram. Alan

present was Alderman Dumke.
Mr. Wayne Haglund of S76 W18505 Kingston Dr. appeared to discuss daainage
problems within the triangle bounded by Kingston, Cook and Lincoln Drives.
It was agreed that Supt. Bertram and Enginaer Barry set grades and work out
a drainage plan for the area. It was further agreed that Engineer Barry
should contact Plumbing Inspector Robb and have Mr. Robb advise the owners
of new homes in the area that no more fill will be allowed until a drainage
plan can be worked out.
The minutes of the previous meeting were reviewed and placed on file. The

Concrete inverts for a portion of Fountainwood ditch were discussed.
Engineer Barry agreed to have plans and specifications ready for bid-
ding available at the next Public Works meeting.
The drainage problem at Agate Drive and Gold Drive was discussed.
Ald. Ford advised that our attempted solution was not working. supt.
Bertram agreed to survey the area again in search of a better solution.
Supt. Bertram advised that his department has graded the ditch line
along McShane Road where fill had been placed.
Supt. Bertram advised that he &ad Engineer Barry have not yet had time
to make a study of future drainage needs for the lands north of East
Drive in Oak Ridge. He will try to have this information for the next
meeting. He further advised that 200' of storm sewer and two catch
basins to solve the present drainage problem would cost about $l,OOO.OO.
The drainage problem at the junction of Hardtke Drive and Muskego Drive
was discussed. Ald. Ford advised that the problem may get worse be-
cause of increased home building in the immediate area. Ald. Ford
moved to have the present culvert under Muskego Drive relocated under
Hardtke Drive at an approximate cost of $175.00. Seconded by Ald.
Schaumberg, motion carried.
Ald. DeBack moved to purchase a monument for the Union Church corner.
Seconded by Ald. Schaumberg, motion carried. Inman Surveying has
agreed to set the monument and the Markgraf property lot markers for
appaoaimately $100.00.
The Durham Drive curve near the Irish Cottage Tavern was discussed. It
was agreed that Supt. Bertram will remove the trees on city property
to improve the sight line in an attempt to reduce accidents in the
area.
(h) Ald. Ford reported that the drainage ditch in front of the Larsen and
Bork properties on Diamond Drive were again filling with sediment
after today's hard rain. Supt. Bertram advised that the lands
adjacent to Gold Drive will be covered with top soil and seeded as
soon as possible in an attempt to halt further erosion in the area.
<i) Engineer Barry reported that he has not as yet prepared aplot plan
' locating the proposed storm sewer to go between the Salentine and
“S\t. Paul's Church properties in Tess Corners. He indicated that this
would be ready at the next meeting.

(j) Engineer Barry reported that Rock Contractors have not yet been
back to repair the culvert under Empress Court.
(k) Engineer Barry requested that no Occupancy Permits be given for
Willow Wood and Woodhill Subdivisions until the drainage ditches
are cleaned and put in good shape.
(1) Engineer Barry reported that the State has agreed to move the posts
at the corner of Lowell PPace and Highway 24 to allow a larger
turning radius.
(m) Correspondence from Attorney Buckley advising that the city has no
responsibility to repair a broken drain tile on the Don Miles
property, was read and placed on file.
(n) An agreement from Ed Zidar certifying that he will repair and
maintain any damage to the roadway at S66 W18515 Jewel Crest Drive
caused by his sewer hookup was read and placed on file.
(0) Engineer Barry and Ald. Ford advised the committee of the sorry
condition of the streets and ditches in Parkland Plaza. It was
agreed that Mayor Gottfried should advise their bonding company of
our intent to exercise the bond to accomplish the necessary work.

Ald. Ford showed the committee slides of the condition of the
Gold Drive Bridge. It was agreed that the area should be graded
and seeded wherever possible as quickly as possible. supt.
Bertram will also get a price on a partial plate. Ald. Ford
suggested that if rock riprap were dumped in the stream, the
Lake Association would be willing to place the rock.
The condition of the storm sewer pipe et the foot of Park Drive
was discussed. Supt. Bertram will view the area and determine
a way to halt the erosion there.
The drainage ditch at the foot of Lochcrest Drive was discussed.
It was agreed that an attempt should be made to seed the ditch
and have it maintained by the adjacent property owners once their
new homes are completed.
Mr. Chester Spitzner, W199 S8466 Woods Road, requested permission
to cut canary grass on a city-owned triangle of land near his
property. Permission granged.
Engineer Barry requested that a letter be sent to United
Construction Co. advising them to repair damage at the Kurth
and Trepanier properties.
Ald. DeBack moved to have Ruekert & Mielke re-set lot stakes on
the Donald Schreiber property. Seconded by Ald. Ford, motion
carried.
The temporary cul-de-sac at the end of Hickory Lane was discussed.
Since this cul-de-sac will now be permanent, Mayor Gottfried
agreed to ask Mr. and Mrs. Bowyer how much land they will allow
the city to use for a turn-a-round.
Ald. Dumke appeared to relate citizen complaints of obnoxious
odors coming from the sewage treatment lagoons. Mayor Gottfried
will attempt to get Bell-Reich1 Const. Co. to complete the work
which is causing the problem.

(i) A letter was received from Mr. Lyle Schmidt, W193 S7465 Eacine
Ave. requesting permission to hook a garage floor drain into
the county storm sewer. Mayor Gottfried will advise him to
contact the County.
(j) Engineer Barry expressed a need for barricades for Police Dept.
use. He agreed to bring cost figures to the next meeting.
(k) Ald. DeBack moved to hire Mr. Louis Piskula as a summer replacement
for the Highway Dept. employee who was seriously injured recently.
Ald. Schaumberg seconded the motion and the motion carried.
(1) Ald. Schaumberg moved to hire Mr. John Kelley to fill the
highway crewman job vacated by John Hays. Seconded by Ald. Ford,
motion carried.
Ald. Ford moved to adjourn, seconded by Ald. Schaumberg, motion carried.
The meeting adjourned at 12:00 Midnight.
