PWCommittee - MINUTES - 5/4/1972PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 4, 1972 The meeting was called to order bv Chairman Harold DeBack at 8:lO P.M. Also present were Committee Members Aldermen Ford and Schaumberg, Mayor Gottfried, Highway Supt. Willard Bertram, Also present were Aldermen l Knudsen and Foldy. Ald. Ron Ford was nominated for position of Secretary by Ald. Schaumberg. Seconded by Ald. DeBack. Ald. Ford was elected by unanimous vote. l Mr. Ray Gray of Rite Realty appeared at the meeting to request that his corporation receive approval to use flush spoil backfill for the sanitary sewer mains and water mains in Hale Park Meadows and Durham Meadows Sub- divisions and that the Board of iPublic Works approve a subdivision road section of stage construction which will be 24 feet in width and that the depth shall consist of 4" of crushed road gravel, 3" of bituminous black base, 1%" of bituminous concrete binder and l".~ul SC a berg ----Pi?, te moved that we grant both requests, with one exception; namely, that a 6" minimum gravel base be required for the road section instead of the proposed 4". Seconded by Ald. DeBack, motion carried. It was informally agreed by the committee that Rite Realty could eliminate gravel shoulders for Hale Park Meadows and Durham Meadows. The shoulders would be replaced by topsoil over a gravel base. The topsoil would then be seeded or sodded by the dev- eloper ;o the asphalt surface of the road. Applications for employment were received and placed on file from the following persons: Gary Vilbaum, S65 W18654 Gem Dr. and John Kelley, Jr. W180 57677 Pioneer Dr. Ald. Schaumberg moved to refer the Hawthorne & Somerset advisory sign vs. stop sign question back to the Safety Committee. Seconded by Ald. DeBack. Motion carried. The committee agreed tha~t the dumped fill on the DeBack-Wallner property on McShane Rd. should be graded or the contra~ctor who is doing the dumping should have his money withheld. The matter wars referred to the City Engineer. A drainage problem on the Clarence Patton property was discussed. No action was taken. Ald. Ford moved, as seconded by Ald. Schaumberg, that the city ask for bids for the laying of approximately 1500' of concrete inverts in the Fountainwood * ditch from Sherwood Circle easterly until where it crosses Saroyan. The purpose of said inverts is to prevent erosion and to provide for easier ditch maintenance. Motion carried. a A drainage problem on the Ronald Rae property at Ranch Drive and Earl Dr. was discussed. Supt. Bertram said it appears as though the tile to the lake has been cut by sewer contractor. Field Engineer Gary Schaefer to investigate Phyllis Backus (Gold Dr. & Agate Dr.) has requested a guardrail along Gold Dr. Ald. Ford will investigate and report back at the next meeting. Supt. Bertram requested that members of the committee view Cook Dr. in Kingston Subdivision to see whether ditches are necessary. Ditches would l necessitate the cutting of many trees. Mrs. Delores Pelzak, Topax Drive, has reported a drainage problem. Ald. Ford will investigate a possible solution and report back to the committee at the next meeting. Supt. Bertram reported that a storm sewer through the community park in Oak Ridge;, across from East Drive, would be necessary to drain water dis- placed by filling in the marsh across the road for building sites. Committee members are to view the site. , ’ Public Works Committee 514172 - Page 2, 0 8 Mrt George Boyington, Wentland Dr,, requested permission to cut into the storm sewer for sump pump drainage. Ald. Ford moved for approval, as seconded by Aid, Schaumberg and the motion carried. A condition of the motion was that the hookup be supervised and approved by Plumbing Inspector Robb or Engineer Clark Barry. Supt, Bertram requested the purchase of a "York rake" for seeding purposes, He will have one demonstrated on city lots along Saroyan Rd. that needs to be graded and seeded, He will get prices on a unit, The committee decided that a meeting will be set up between Ed, Ryan and Michels Construction to discuss the broken up blacktop on Sherwood Circle, A future storm sewer to handle runoff from Salentine Motors area was dis- cussed. Supt. Bertram will review the plat to determine whether it can be installed through the church property or adjacent to it. The culvert under Empress Court is damaged and Supt. Bertram will attempt to have the sewer contractor repair it. Ald. Ford suggested that a warning post be placed near the deep hole along Shady Lane across from the Dobrowski property. The drainage route affecting the Killa property at Hardtke and Muskego Drive was discussed. Ald. Ford reported that G. Spieler and M. Killa had requested that the route be changed to go under Hardtke Dr. on the north side of Muskego Dr. It was agreed that this be done in the future but not until a real problem was demonstrated. Supt. Bertram will check on the following claims: Robt. Zahn's complaint that ditches were eliminated on his property by the sewer contractor Paul Schaumberg com$ained that the sewer contractor had cut a drainage tile serving&residegces on west side of Gaulke and east side of Tes i?rC* Ald. Foldy stated that a culvert was blocked at the Mike Bartz property on Roger Drive Ald. Foldy indicated that posts at corner of Emerson & Lowell at S.T.H. 24 allowed no turning radius Ald. Schaumberg moved to accept the low bid of Rupert construction Co. for liquid asphalt and the low bid of Payne & Dolan for bituminous concrete (See Resolution #96-72). Seconded by Ald. Ford. Motion carried. The intersection at Lannon Dr. and S.T.H. 24 was discussed. Supt. Bertram suggested that the boulevard be extended to Highway 24 and that curbs and guardrail be added to better define the driveway of the Giesegh tavern. Engineer Barry to draft a sketch and get prices. Ald, Ford moved that the 18" drawdown pipe for the new Little Muskego Lake dam be extended into the lake so that the lake can be lowered a full 6' in the future if need be. Total cost to be $3,350.00. Seconded by Ald. Schaum- berg. Motion carried. Ald. Schaumberg moved that the Public Works Committee recommend that Mayor Gottfried get a firm commitment from Don DeBack for stripping topsoil, grading and replacing topsoil at the new city hall site. Seconded by Ald. \ Public Works Committee 514172 - Page 3. l Mayor Gottfried reported that he had been contacted by the Little Muskego Lake Association regarding help for removing telephone cable still in the lake (from Nike Sites). This could be a possible hazard to dredge. It was agreed that the Association get written approval from the Telephone Company. A letter was read regarding the possible future extension of Moorland Road into Muskego. Mayor Gottfried agreed to write to the District Engineer (Tim Kinsey) indicating Muskego's support for this project. Attorney Buckley's opinion regarding condemnation proceedings to have Kurtze Lane become a public road was read. The alderman of that ward to get the feeling of the people in the area. A broken tile on the Don Miles property on E. Shore Drive in Ward VI was discussed. Supt. Bertram will investigate. The Frank DeAngelis right-of-way problem was discussed. It was agreed by the committee to wait for the city engineer's report. It was agreed that the Committee should wait for a professional evaluation from our consulting engineers regarding the city garage and industrial park bids before making a decision. Correspondence was read and placed on file. Ald. Ford moved to adjourn, as seconded by Ald. Schaumberg, motion carried. The meeting adjourned at 11:48 P.M. Public Works Committee
