PWCommittee - MINUTES - 6/16/1976- i_ 5 PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 16, 1976 The meeting was called to order at 8:lO P.M. by Chairman Schaumberg. Also present were Aldermen Colbum, Dumke, Ford, Wallner and Pienkos, Mayor Gottfried and Supt. Bertram. The minutes of the previous meeting were reviewed and placed on file. Mr. Frank Narlock appeared at the meeting with Mr. Gerald Greuttner, owner of a lot in Lakeview Hills Subdivision, to discuss his need to change the topography of the hill on the south side of Ridge Road. The committee discussed with Mr. Narlock and Mr. Greuttner their concern over the affect of erosion and excessive storm water on the Hillendale Heights Subdivision to the south. They further pointed out that there is still some portions of the restoration which is not completed and there is presently some erosion from the hill, the inadequacy of the drainage swal$ at the bottom of the hill and failure of the utility companies to take the necessary anti-erosion steps following the installation of utilities. Mr. Narlock pointed out that the city did approve his subdivision, granted him the right to build on 20 lots (of which 6 are on the south side of Ridge Road), that he has sold 4 of the 6 lots and he feels that he has a right to build on those lots as long as he can assure the city that he will take adequate precautions to prevent problems to the owners of properties south of his subdivision. Mr. Narlock also pointed out that it was his intent to create 3 or 4 terraces and seed or sod the slopes where necessary and that he would be personally liable in the event his plans to change the topography failed to satisfy the city. The committee agreed to permit Mr. Greuttner to begin construction of his home and for Mr. Narlock to begin the terracing of the hill subject to the following: (1) That $5,000.00 beecrowed at the National Savings & Loan which could only be released on authority of the City of Muskego. The purpose of the account is to assure the city that the plans for landscaping the south hill of the Hill- view Subdivision (Ridge Road) are accomplished to the satisfaction of the city. (2) All slopes of the terraced area should have a 4 to 1 slope and further that adequate ground cover will be estab- lished immediately. (3). In the event this has not been done to the satisfaction of the city by October 1, 1976, Mr. Narlock agreed that the city could have the work done and pay for it from the escrow account. (4) That anti-erosion procedures will be used as the fill is being placed in the area. The comniittee discussed the status of the Lake Lore Subdivision. Mayor Gottfried pointed out that engineers for the developers will present to the committee final plans for storm water drainage, roads, sewer, water, etc. Supt. Bertram advised the committee that he has not been able to contact Mr. Ed Kraus of Muskego Drive regarding the dead tree on his property. He advised the committee that the city's attorney does not feel the Public Works Department can enter private property to remove the tree. Supt. Bertram further advised the committee that he had sent a copy of his notice to Mr. Kraus to the neighbors concerned with the problem. 0 a a \ \ Public Works Committee 0 June 16, 1976 P. 2 Supt. Bertram advised the committee that the delivery of the van for the sewer utility could be delayed until the 1977 models have been released and that an additional 6% could be added to the cost: of same. l Supt. Bertram advised the committee that he is planning to meet with Mr. Roger Johnson, developer of Shagbark Subdivision, on Thursday morning (Ald. Ford will also be present) to discuss the conditions of the roads and ditches in the subdivision. He advIsed the committee that Mr. Johnson has indicated that the first layer of asphalt will be applied shortly and that the sewer basins will be fixed. Supt. Bertram advised the committee that the property owned by Mr. Gratzek has been filled by the city and he will be billed for the work done. 0 a Mayor Gottfried advised the committee that the road west of Hi Y Ranches Subdivision, presently private, is now available to the city at no cost. The road connects Williams Drive with Tomar Lane. He advised the committee the road was initially used by the federal government and that an easement presently exists from the nike site along Tomar Lane and Williams Drive to Racine Ave. Mayor Gottfried recommended that the road be accepted by the city, Aid. Schaumberg moved to recommend that the appropriate action be taken to accept the road as a public right-of-way. Seconded by Ald. Dumke, motion carried. Ald. Colbum again requested consideration of his suggestion that Lannon Blvd. be revitalized and extended to the intersection of Highway 24 and Lannon Drive. He pointed out this was particularly necessary if the city hopes to get proper traffic control at that intersection. Supt. Bertram to review previous plans and to discuss the matter with the owner of the Huddle Lodge, Ald. Pienkos discussed with the committee the drainage problems along the back of some of the lots on Fennimore Lane, Supt. Bertram advised the committee that the Telephone Company will begin the installation of underground wiring along Lannoti Drive and Martin Drive. Applications for employment were received and placed on file, The committee reviewed the proposed road to reach the Ada Butches property adjacent to College Ave. and Boldt’s property, The committee noted that proper protection of the planned detention area has been provided and approved the plans for construction of the road, Ald. Pienkos advised the committee that several areas in Hale Park Meadows need anti erosion work. Mayor Gottfried advised the committee that he will be meeting with the developer so that a definite tfmetable can be established. Ald. Pienkos discussed with the committee problems along the inveit between Longfellow Lane and Windsor Road. The meeting adjourned at lo:45 P.M. Respectfully submitted, je \
