MINUTES OF MEETING HELD AUGUST 7; 1975
The meeting was called to order by Chairman Schaumberg. Also present were
committee members Ford and Dumke, Mayor ,Gottfried, Supt. Bertram and Ald.
Foldy.
A group of residents of Hi-Y Ranches Subdivision appeared to express their
concern over the possibility of a severe drainage problem which could
w occur if a residence is built on Lot 12 without providing for storm water
coming from the lands north of the subdivision. The committee reviewed
the topographical maps of the 'area and advised the residents that a
Building Permit would be withheld until a satisfactory solution to the
problem can be arranged with Mr. George Machkov'ich, owner of the lot.
Mr. Ray Gray9 representing Rite Realty Developers, appeared to discuss with
the committee the cleaning of the Fennimore ditch. He advised the
committee his firm is willing to contribute $500.00 towards the project.
The committee decided to have the Public Works Department clean and re-
shape the ditch as soon as possible.
Mr. Gray requested permission to use different construction standards for
the streets in Guernsey Meadows Subdivision other than those required in
the city's recently adopted road construction standards. He advised the
committee that he would like to use 6" of 1%" crushed gravel, 3" of
black base, ly' of binder and 1" of surface coating. The surfacing would
occur in three stage construction. Inside and outside .slopes of the
ditches would have a ratio of 4 to 1 as shown.in their recently approved
engineering plans. Ald. Ford moved to approve the request, seconded by
Ald. Dumke, motion carried. Mr. Gray will present his request in detail
by letter and will also show the changes on the final engineering drawings.
Supt. Bertram advised the committee that Kelsey Drive has been completed
and he recommended final payment. Aid. Ford moved to accept the road,
seconded by Aid, Dumke, motion carried.
Supt. Bertram requested that the committee make an on site inspection of
Frank Narlock!s Lakeview Hills Subdivision to determine what additional
work must be done in order to have the roads accepted and the bond released.
Mayor Gottfried was directed to advise Ruekert & Mielke that in all future
city road construction projects the specifications should require culvert
endwalls and shall be erected as required of all developers yin the city.
Drainage in the ,vicinity of the comer of Martin Drive and Hardtke Drive
0 as well as along Hardtke Drive was discussed. Supt. Bertram reviewed with
the committee the problem he would encounter by rerouting the ditch on
the former Kuehl property
Mr. Spieler has requested the city to repair or replace a portion of his
storm sewer which has deteriorated. The committee directed Supt. Bertram
to discuss the matter with Mr. Spieler.

Supt. Bertram recommended to the committee that the city place a finish
coat of asphalt on Crowbar Drive from S.T.H. 24 south to Parker Drive
and that a sealcoat be applied on Heinrich Drive, Mystic Drive and Thode
Drive and a portion of Ryan Road. Also that a coat of asphalt be applied
on Ryan Road from North Cape Road to the east city limits, the balance of
e
ilver Drive and an asphalted wedge be placed on Agate Drive between
merald Drive and Gold Drive. Ald. Schaumberg moved to accept the above
recommendations. Seconded by Ald. Ford, motion carried.
The committee will make an on site inspection of the road ditches along
Bay Shore Drive and Richdorf Drive to determine what would be needed to
correct erosion problems.
The committee discussed the many problems related to the harvesting of
weeds on Little Muskego Lake and Bass Bay. Supt. Bertram and Mayor
Gottfried will discuss the method of cutting the weeds with the operators
of the harvester.
The planned storm sewer project between the John Ross property and Oak
Ridge Park $12 was discussed. It is estimated the cost will be approximately
a
$7,500.00 which was provided for in the 1975 budget. Ald. Schaumberg
moved to authorize the Public Works Department to begin construction of
the project. Seconded by Ald. Dumke, motion carried.
Ald. Ford moved to direct the Mayor to advise the developers of Shagbark
Subdivision that they must take immediate steps to improve the ditches in
their subdivision and along Martin,Drive in order to prevent erosion and
siltation. Seconded by Aid, Dumke, motion carried.
Ald. Ford discussed with the cormnittee the need for some .immediate action
by the city to repair the Jewel Creek dam. He pointed out that it is
deteriorating ~rapidly and unless some corrective measures are taken
immediately the dam could collapse. Supt. Bertram was directed to con-
tact the Brinkman Company for suggestions on how to correct the situation.
The proposal by the developers of the Lincolnshire Subdivision to
participate with the city in the installation of storm sewers and inverts
from Woods Road to Tess Comers Drive was discussed. The developers
would agreeCbprovid&400 feet of 36" storm sewer pipe ,and give the city
an easement across Lot 1, Block 1 of the subdivision, The city in turn
would install the storm sewer and construct 110' of 4" concrete inverts.
The proposal by the developers of the subdivision was made with the

understanding that the creation of an additional lot west of Flintlock
Trail would be acceptable to the city. Ald. Ford moved to accept the
proposal. Seconded by Ald. Schaumberg, motion carried. Mayor Gottfried
to contact the developers.
Ald. Schaumberg moved to adjourn, seconded by Ald. Dumke, motion carried.
The meeting adjourned at 11:00 P.M.
