MINUTES OF MEETING HELD JUNE 19, 1975 l The meeting was called to order at 8:00 P.M. by Chairman Schaumberg.
Also present were Aldermen Dumke, Foldy and Supt. Bertram.
The minutes of the previous meeting were reviewed and placed on file.
Mr. Herbert Puetzer appeared at the meeting to present proposed road
grades for the Kristin Downs Subdivision which recently received
preliminary approval from the Council. Mr. Puetzer pointed out that
they recognize the drainage problem located on the northeast corner
of his subdivision in the vicinity of the Lassa, Kelm and Harris
properties. He advised the committee that attempts will be made to
develop cooperative effort amongst all landowners involved in order to
solve the problem. In the event this failed a storm sewer would have
to be installed along the east line of his subdivision at least to the
intersection of St. Leonards Drive. Mr. Puetzeralso advised the committee
that steps were being taken to assure that much of the drainage would
enter the Muskego Creek southeast of the Morton Smith property. The
committee noted that the maximum grade of the ditch lines were 2% and
the minimum grade .8%. The cormnittee will defer action pending pre-
sentation of the preliminary plat showing total drainage plans.

In discussing the above matter Mr. Bertram indicated that St. Leonard's
Drive has not been constructed according to city standards and therefore
has been creating a water problem. He will determine whether or not
the road had been accepted by the city and if we received a bond.
A lengthy discussion was held to determine the best procedure to use
in order to assure the city that proper ditch grades and lot grades
are maintained during construction of new homes. Ald. Schaumberg moved
to recommend amendments to the building code which would provide that
in addition to the $200.00 ditch bond now being required of all home-
owners to assure proper landscaping of the ditches there will be imposed
an additional $500.00 cash bond requirement on each builder, bond to
be returned after the contractor has received a final occupancy permit
from the building inspection department.
Mayor Gottfried advised the committee that a meeting between this
committee and the New Berlin Public Works Committee will be held at
the New Berlin City Hall on Thursday, June 26, 1975, at 7:00 P.M.
The purpose of the meeting will be to discuss drainage problems in
the northeast area of the city.
Applications for employment were received and placed on file.
0 A communication was received from City Attorney Buckley regarding the
city's responsibility as it relates to drainage problems in Parkland
Subdivision I, II and III, was reviewed. On the basis of that opinion
Mr. Bertram will begin cleaning and repair ditches where necessary and
as he is able to. Mr. Bertram will report to the conrmittee at its
next meeting on the status of the drainageways on the outlots of the
subdivision with his recommendations.
* A discussion was held regarding the adequacies for inspection for new
roads and drainageways constructed in new subdivisions. Mr. Bertram
advised the committee that Ruekert and Mielke do make inspections of
,.the work which is paid for by the subdivider, however, he does not
receive any official report on their findings. It was the decision of
the~conmittee to advise Ruekert & Mielke that a status report will be
required when they are inspecting the construction of new subdivisions. \

A letter was received from Ruekert & Mielke advising the cormnittee that they
did approve drainage plans and road plans for Guernsey Meadows. However,
they pointed out that the proposed 42" storm sewer was sized for lo-year
storms. It was the decision of the conunittee to require a storm sewer
size of 54".
The proposed agreement between the City of Muskego and Victor Lemke was
reviewed. Action was deferred to give Supt. Bertram an opportunity to -e review the matter and report to the committee.
Ald. Dumke reminded the committee the need for a passing lane at the
intersection of S.T.H. 36 and Loomis Drive. The State has already
indicated its approval. Supt. Bertrsm will see that it is installed.
Discussion was held regarding the proposed storm sewer between Lots til& 5 in Freedom Acres. He reminded the committee that he will also have to
clear the drainage ditch through the balance of the Cielle property.
Supt. Bertram was authorized to install a 36" storm sewer as part of
the drainage construction needs provided for in the 1975 capital budget.
Discussion was held regarding a problem caused by the filling of a small
drainage ditch along the back lot lines in the Westwood Subdivision.
Supt. Bertram advised the committee that if .3 of a foot or approximately

4" of fill were removed the problem could be resolved. He advised the
committee that Mr. Buckley is aware of the problem since the filling of
the drainage ditch is contrary to the city's zoning ordinance. Mr.
Buckley will be urged to take the necessary action to insure compliance.
Supt. Bertram reported that Art Albers has requested permission to cross
the former Lassa property to facilitate the construction of a basement
on a lot just north of the property. The committee approved of the request.
Supt. Bertram advised the committee that the city truck presently being
used to haul weeds is too small and seriously hampers the effectiveness
of the weedcutting operation. He explained that a full load in the hold
of the weed harvester was more than the city's 6-yard truck can handle.
He asked the cormnittee for permission to purchase a used Studebaker flat
bed truck from Mike Lang if, in his opinion, it is in reasonably good
condition. He advised the committee that the price was $400.00. Ald.
Schaumberg moved to recormnend Council approval the purchase of a flat
bed used Studebaker truck from Mike Lang in the amount of $400.00. Seconded
by Ald. Dumke, motion carried.
The committee reviewed the bids received for the installation of culvert
in the last section of Fountainwood ditch. Ald. Dumke moved to recommend l Council acceptance of the low bid of Brookfield Culvert in the amount
of $19,455.50. Seconded by Ald. Schaumberg, motion carried.
The committee reviewed at length the proposed amendments to the city's
road specifications. It was noted that the amendments would provide,
among other things, limits within which concrete inverts would be required,
the specifications for seeding and sodding, drainage swales where needed
and a revised cross-section for local, collector and primary streets.

Ald. Schaumberg moved to recormnend approval by the Comon Council..Seconded
by Ald. Dumke, motion carried.
