- MINUTES CF MEETING HELD SEPTEMBER 18, 197.5
The meeting was called to order by Chairman Schaumberg at 8:20 P.M. Also
present were Aldermen Foldy, Ford, Colburn and Knudsen, Supt. Bertram and
Mayor Gottfried.
Mr. John Kolvec, Mr. Jerry Moffitt and Mr. Leslie J. Constantineau, rep-
resenting Hillendale Heights Association, appeared at the meeting to discuss
a drainage problem which they felt resulted, in part, from the development
of Lakeview Hills Subdivision. The committee reviewed the final plat of both
subdivisions, as well as the topographical maps. The representatives suggest-
ed consideration of storm sewers along a portion of the northeas~t ditch of
Prqspect Drive. Other possible solutions were also discussed along with in-
cluding concrete inverts with energy dissipaters. It was the committee's
decision to make an on-site inspection of the area. Mr. Constantineau will
be advised of the date and time. They also asked that a sign indicating
25 mph be placed on Prospect Dr. and that the committee view the curve on
Prospect Dr. as it enters the subdivision and to consider the placement of
stop 'signs at the intersectionrlof.Westlyn and Prospect. These matters were
referred to the Public Safety Connnittee.
The minutes of the previous meeting were reviewed and placed on file.
Qld business
0 Mayor Gottfried advised the committee that unless the needs for the repairs
to the Jewel Crest dam could be construed to be of an emergency nature public
bidding would be advisable according to City Attorney Buckley. Ald. Ford
moved to recommend to the Common Council that Ruekert & Mielke be authorized
to develop necessary specifications for the repair of the Jewel Creek dam and
further that they be authorized to bid the project. Seconded by Ald. Schaum-
berg, motion carried.
Discussion was held relative to the status of the ditch grades along St.
Leonards Drive. Inspector Lee was directed to call a meeting of a repre-
sentative of St. Leonards Church, Contractor George Harris and Elmer Tinti,
builder, to determine the best way to solve the problem.
Discussion was held regarding the adequacies of the city's requirements when
work is done by the utilities and that perhaps the requirements of the city
should be spelled out more clearly. Ald. Foldy offered to contact several
communities to determine what requirements they have.
In regard to the failureof the Gas Company to complete the restoration along
Hickory Lane, Supt. Bertram was directed to advise the Gas Company that unless
the work is completed immediately all future permits would be withheld.
Mr. Ray Gray, representing Rite Realty, appeared to discuss with the committee

several drainage problems in the Hale Park Meadows Subdivision. He indicated
that he had met with Building Inspector Lee and that either riprap or storm
sewer is planned for the area located on the north side of Hale Park Circle
and the south side of Fleetwood Drive and that storm sewer would be installed
between Lots 17 and 18, Block 1. He also advised the committee that all
open spaces were being fine graded and seeded. He pointed out that the
largest outlot which was meant to be a storm water detention area would be
fine graded and seeded as much as pract~ical. Mr. Gray reported that the
last asphalt lift in the subdivision will be laid in the very near future and

that, where necessary, the shoulders will be leveled and the soft areas would
be dug out and wedged with asphalt, however, there are no plans for adding
gravel to the shoulders at this time.
In answer to a question from Supt. Bertram, Mr. Gray advised the committee
that they are planning to re-establish the ditch along Tess Corners Dr.
from Woods Road south. Ald. Foldy advised the committee that the ditch on the
west side of the subdivision adjacent to the city-owned park needs cleaning
once again.‘

In answer to a question from Ald. Foldy, Mr. Gray indicated that Lot #36
_ will be re-graded.
Ald. Colburn appeared at the meeting with Mrs. Dorothy Stickney and Mr.
Robert Rogers, representing Parkland Plaza Subdivision, to discuss with the
conmittee the possibility of the city providing fill in those open s~paces
where needed and further to grade the lots in order that they could be more
easily maintained and usable. He indicated that the association would provide
seed to assure adequate ground cover. He also indicated that the status of
l the several drainage ditches are such that they cannot be maintained without
considerable amount of expense by the homeowners. Ald. Colbum advised the
committee he felt &hat although there may not be a legal obligation to help
the residents of the subdivision there was a moral one and he hoped the
committee would authorize the necessary work. Supt. Bertram was directed to
view the area and report back to the committee with an estimate of time and
costs involved.
Resolution 11212-75, As Amended, entitled, Approval of Final Plat of Guemsey~
Meadows, which had been referred to the cormnittee, was discussed with Mr. Ray
Gray and Attorney Steve Surridge, representing Rite Realty, and Mr. Miliger,
representing Miliger Well Drillers. After considerable discussion, Ald.
Ford moved to recommend to the Cormnon Council approval of Resolution #212-75,
As Amended. Seconded by Ald. Schaumberg, motion carried. It was agreed that
an amendment to the last paragraph of the resolution would be offered which

would remove the words "water capacity" and replace them with "DNR flow
requirements." The results of the bidding for site and road grading, Phase II
of the Muskego Industrial Park, was reviewed. Ald. Ford moved to accept the
low bid of Gyuro Construction, subject to approval of the city's consulting
engineers. Seconded by Ald. Schaumberg, motion carried.
Supt. Bertram reported that he has been advised by Mr. Roger Johnson that
National Exchangers plan to install roads and sewers in the Shagbark Sub-
division as soon as the approval of the Plan Cormnission and Connnon Council
can be acquired. Willard Bertram advised the committee that the planned
re-grading of the north bank of Martin Drkyalong the proposed subdivision
would be done at that time. It was the conrmittee's decision that since
adequate ground cover was necessary if erosion next spring was to be pre-
vented that the work be done immediately. Mr. Bertram to advise Mr. Roger
Johnson of that decision.
Mr. Bertram reported that plans were being prepared for Ruekert & Mielke for
the shadow lane on Highway 36 at its intersection with Loomis Drive.
Mr. Bertram reviewed with the cormnittee the work which will have to be done
to provide the John S. Strand Company the data required by the DNR prior
to approval of our feasibility study on Little Muskego Lake.
0 Supt. Bertram presented his 1976 budget requests to the committee. Action
was deferred until the next meeting.
One (1) application for employment was reviewed.
Ald. Schaumberg moved to adjourn, seconded by Ald. Ford, motion carried.
The meeting adjourned at 11:45 P.M.
