PWCommittee - MINUTES - 8/21/1975PUBLIC WORKS COMMITTEE - CITY OF MIJSKEGO MINUTES OF MEETING HELD AUGUST 21, 1975 The meeting was called to order by Chairman Schaumberg at 8:20 P.M. following a field trip with Supt. of Public Works, Willard Bertram, to review several problem areas. Also present were Ald. Dumke and Mayor Gottfried. + Several residents from Hi-Y Ranches appeared to discuss present and future drainage problems in their subdivision. They were particularly concerned that the swale created on Lot 12 Block A by the builder re- main intact and never is filled because of its impact on adjacent properties. They were advised that the city considers it a natural water course which cannot be filled. The committee further advised those in attendance that a drainage study of their area is included in the comprehensive drainage plan presently being developed. Other problems discussed were the need for a drainage easement along the north lot line of the subdivision and possible filling of the low areas located between Williams and Simandl Drives. The committee directed the Mayor to alert the Building Inspection Department of the need to maintain drainage in the area and that prior to granting an Uccupancy Permit to the residence on Lot 12 Block A, the drainage swales on both the west and east side of the lot should be checked for efficiency. Frank Narlock's request for city approval of road construction in 0 Lakeview Hills Subdivision in order that he can make final payment to his contractor was considered. Ald. Schaumberg moved to approve the request. 3econded by Aid. Dumke, motion carried. Following their field trip to Lakeview Hills it was the consensus of the committee that the city should require sod be placed in all ditches of the subdivision where erosion has occurred. The committee discussed the need for anti-erosion measures in the ditches along the hills of Bay Shore Drive and Richdorf Drive. It was their decision not to finalize plans until the several problems caused by ,the new homes built on Bay Shore Drive have been resolved by the homeowners. supt. Bertram reported that the culverts for the storm sewer in Oak Ridge Park #2 should be delivered within 30 days. He further reported that he is awaiting cost estimates from the Brinkman Company for needed repairs to the Jewel Creek dam. The committee discussed several problems which they viewed on Wentland Drive and directed Supt. Bertram to repair the storm sewer in the access lot at the end of Wentland Drive. Also to discuss with one of the residents his suggestion that the ditch in fromt of his house be reconstructed and that sod be placed in the ditch and on the back slopes. Ald. Foldy advised the committee that he would be willing toacquire ai he necessary easements along the ditch between Windsor Drive and ighway 24 for use when an invert would be installed in the area. Gottfried was directed to have the necessary easements drafted. Mayor The committee discussed once again the effectiveness of the ditch and culvert bonds presently required prior to the issuance of a building permit. It was agreed that some improvement .to the procedure is necessary. The Mayor will draft a letter for the committee's review which could be given when all building permits are issued.
