PWCommittee - MINUTES - 7/7/1975) PUBLIC WORKS COMMITTEE - CITY OF MIJSKEGO .
e
MINUTES OF MEETING HELD JULY 7, 1975
The meeting was called to order at 8:31 P.M. by Chairman Schaumberg. Also pr@s,
were committee members Ford and Dumke, Mayor Gottfried, Aldermen Wallner, Colbu:
and Knudsen. Public Works Foreman Ken Thode was also present.
The minutes of the previous meeting were received and placed on file.
Approximately 40 people were present to discuss with the committee Resolution
$1171-75 which is presently before the Council for action and which relates to
connection of Shore Lane and Lochcrest. Each household was asked to sign an attendance sheet, said sheet to be attached to the official minutes.
Several people spoke urging the committee to abandon its proposal to connect
the two roads, They cited increased traffic and their desire to remain somewhat
isolated. It was pointed out that there was never any problem with getting out
of the area during winter and that a road that close to Mrs. Peasley's home
0
could depreciate it in value considerably. Chairman Schaumberg explained that
the committee had recommended consideration of the connection of the two streets
because of problems incurred by the Public Works Department. The people were
also appraised of the events leading up to the decision to consider the sale of
a portion of that lot to Mr. and Mrs. Zingsheim. Ald. Ford moved to recommend
to the Common Council that they abandon their plans to connect Shore Lane and
Lochcrest due to the apparent objections from area residents. Further, that
no portion of the former Lassa property be offered for sale until drainage
problems are resolved and a determination of the area needed to provide adequate
turnarounds 'can be reached. Seconded by Ald. Dumke, motion carried.
Several people in the audience mentioned drainage problems in the area and the
need for cleaning of the ditches.
Letters from several residents of the area who could not attend the meeting
were received and placed on file.
Public Works Foreman Ken Thode appearirig for Willard Bertram, reported that
he has received complaints of weeds on the outlots in Parkland Plaza. He
advised the committee that when he attempted to have them cut he was
told by abutting property owners that their association had a tractor which
could do the work. Mr. Thode was advised to talk to the people adjacent to
the outlots or to a representative of their association and advise them that
the weeds are not cut by Monday, July 14, 1915, the city would have no
but to do the work.
Mr. Thode reported that several trees had been cut by the city's mowers on the
Gilbert Manske property. Ald. Ford moved to authorize the replacement of the
trees cut in error. Seconded by Ald. Schaumberg, motion carried.
Mr. Harold DeBack appeared to object to the water being directed to his
property as a result of the development of the industrial park. A letter
from him regarding the matter was received and placed on file. The committee
will make an on-site inspection of the property and Ruekert & Mielke will be
contacted regarding the matter.
Mr. Herbert Puetzer appeared at the meeting and presented drainage plans of
his Kristin Downs development. He indicated that the drainage was separated
so that only a portion of the surface water would enter the Muskego Creek
ahead of the Morton Smith property. He also indicated that he is continuing
in his effort% to resolve the drainage problem on the northeast corner of the
development. kid. Ford moved to send the drainage plan to Ruekert & Mielke
for review and re‘coamendation.

July 7, 1975 - P. 2
Gerald Lee appeared at the meeting to discuss a drainage problem near the
intersection of Henneberry and Hillendale Drives. Mr. Thode, pointed out
several problems that could result from extensive ditching along Hillendale
Drive. The committee will review the matter at a later meeting.
Mr. Lee also discussed @t% the proposal to impose a $500.00 bond on
builders which would be refunded when an occupancy permit was given. He
pointed out that the problem was not extensive and perhaps as little as
3% of the building going on in the city and mostly in subdrvisions, He
also felt that the homeowner would eventually end up paying the bond. He
esented several photos which indicated kinds of drainage problems he has
czp erienced. Mr. Lee indicated that perhaps a landscaping bond would be
more effective. The conunittee will consider his remarks at a later meeting.
The preliminary plats of Lake Lore and Wildflower were received and will
be reviewed.
Ald. Ford moved to recommend that the truck drivers hauling weeds being
cut by the harvester shall be paid $2.50 per hour. Seconded by Ald. Dumke.
Motion carried.
Aid. Schaumberg moved to adjourn, seconded by Ald. Dumke, motion carried.
The meeting adjourned at 12:OO Midnight.
Respectfully submitted,
Jerome J. Gottfried, Acting Sec'y.
