PWCommittee - MINUTES - 6/5/1975PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 5, 1975 The meeting was called to order by Chairman Schaumberg at 8:35 P.M. Also present were Aldermen Ford and Dumke, Mayor Gottfried, Supt. Bert,ram and Aldermen Colbum, Foldy and Wallner. Mr. Ray Gray, representing Rite Realty, appeared at the meeting regarding road grades and drainage plans for Guernsey Meadows Subdivision. He explained that the backslopes were a ratio of 4 to 1 and that there was 24" between the bottom of the ditch and the crown of the road. He further advised the committee that they will establish ditch line grades throughout the subdivision. Mayor Gottfried read a communication which he had sent to Don Otto of Ruekert and Mielke regarding approval of the engineering plans for the streets in Guernsey Meadows Subdivision. Superintendent Bertram advised the committee that after discussing the matter with Don Otto he saw no objections to the proposed street grades arid the road cross section. Ald. Schaumberg moved to approve the proposed road grades and cross sections for Guernsey Meadows subject to final review of the recommendations of Don Otto's report and further subject to the conditions that land- scaped islands be placed in the cul-de-sacs, that the ditches be sodded in Erin Ct. and that in the event the proposed check dams at the end of the storm sewer :doz not control erosion that corrective measures be taken by the developers. Further, that in the event unpredictable erosion should occur the subdivider shall install a paved invert or other erosion control devices where deemed necessary by the consulting engineers and the Public Works Connnittee. Motion seconded by Ald. Dumke and carried. The connnittee discussed ways to prevent the deterioration of the road grades after the developer has completed his work. Several suggestions were made such as requiring all builders to provide a bond up to $500.00 to be returned after the occupancy permit has been granted by on-site grade determination of ditch line and ,lot prior to occupancy permit and/or the possibility of ditch restoration after the subdivision is over 75% completed. The committee discussed with Melvin Daliege his request to fill a small portion of his property or to remove the bond which presently exists. Mr. Frank Ruekert, Jr., representing the city's consulting engineering firm, agreed to meet with Mr. Daliege to establish proper grades. The committee agreed to permit Mr. Melvin Daliege to continue limited filling in order that he could solve his problem. This permission was granted with the understanding that the existing grade will not be substantially raised. The committee met with Frank Ruekert, Jr. regarding drainage of the watershed affecting the Glenbrook area as well as lands south of Highway 24. Frank Ruekert, Jr. will meet with Mr. Harris, Director of Public Works of New Berlin, to review possible solutions and to arrange a meeting between the City of Muskego and the City of New Berlin. Several alternate solutions to the drainage problems in that area were discussed. The Committee reviewed and placed on file several applications for employment. Ald. Foldy discussed with the committee possible ways of solving water ,problems in the vicinity of the Elmer Gumieny and H. Truesdell properties. The committee agreed that if the property owners agreed to pay for the necessary tile needed to drain the area the city would install it. \ '\ \ '\ -\ '\ Public Works Connnittee City of Muskego b/5/75 - P. 2 The committee discussed the erosion problems in The Ridges Subdivision. Ald. Ford moved to advise Mr. Bryce Styza that in order to assure adequate drainage without erosion the city will require concrete inverts as shown on the attached plat and further that sod with jute matting will be required along the stones placed in the easement between Lots 8 and 9 and 5 and 6. Ald. Ford discussed the need to replace the sod along the ditches on Martin Drive. He further advised the committee that Mr. John Ross, Muskego Drive, had no objection to the placement of underground storm sewers .adjacent to his property needed to accept the storm water east of Little Muskego Lake. Supt. Bertram requested that the couunittee review a request by Mr. Paul Grober to cut down a hill on Tans Drive west of the entrance to The Ridges Subdivision. He further advised the cormnittee that the Telephone Company will be lowering a toll line in the industrial park in order that the completion of the roads, sewer and water can be continued. He advised the committee that Mr. John Roeske has agreed to a temporary easement across his property in order to drain lands lying north of Kelsey Drive and that he plans to install a 10" and 12" tile. The committee reviewed and approved the proposal to place a cul de sac at the end of Thode Drive. On the recommendation of the Safety Committee, the Public Works Committee to place a "No Thru Street" sign on Fleetwood Ct. in Hale Park Meadows and to place a reflectorized sign at the end of Longfellow Lane at its intersection with Saroyan Road. A communication was received from Mr. William Schmidt expressing his concern over the additional water runoff which will be created by the proposed Wildflower Subdivision. He requested that the city consider installing storm sewers along Sunset Drive and Richdorf Drive to reduce the danger from high water during and after storms. Mayor Gottfried advised the committee that his efforts to negotiate the sale of city-owned property on Durham Drive has met with no success. It was agreed by the committee that the Public Works Department will con- tinue to fill in the excavations to minimize any dangers which might exist. The committee agreed to discuss at its next meeting proposed revisions to its Subdivision Control Ordinance which relates to drainage and street design. Respectively submitted, Jerome J.
