PWCommittee - MINUTES - 11/6/1975PUBLIC WORKS COMMITTEE - CITY OF MUSREGO INUTES OF MEETING HELD NOVEMBER 6, 1975 The meeting was called to order by Chairman Schaumberg at 8:00 P.M, Also present was Ald. Ford, Supt. Bertrsm and Mayor Gottfried, Mr. Harold Manske appeared at the meeting regarding the filling of Lot 2 Block C, Southern Heights Subdivision. The committee will review the ex- 0 isting topographical maps, a drainage study which had been done for that area several years ago and will personally view the area before making a decision. The vacant land on the north side of Hedgewood will also be viewed by the committee to determine the feasibility of filling. Supt. Bertram presented a preliminary study by Ruekert & Mielke involving the area from the former Lassa lot north to Lochcrest Blvd. The report indicated that the storm water flowing across the upper portion of the Lassa lot could be diverted to the north ditch of Lochcrest Drive. The report also indicated storm sewer or invert work was needed to prevent erosion. The report explored the possibility of using the lower portion of the Lassa lot for storm water drainage either by open ditch or by storm sewer. Ald. Ford moved to direct Ruekert & Mielke to prepare plans which would show the exact area needed for the turnaround at the end of Lochcrest as well as the Q! cation and size of culverts and storm sewers needed to provide drainage the area. Seconded by Aid, Schaumberg, motion carried, Supt. Bertram will contact the owners of the lot at the southwest :corner at theiend of Lochcrest Blvd. to determine whether or not they are willing to consider donating it or selling it to the city. The cormnittee agreed to invite all property owners involved in the approved drainage plan involving the area west of Tess Corners Drive and north of Highway 24 to its first meeting in December. Ald. Ford reminded Supt. Bertram that the city's Subdivision Control Ordinance requires adequate protection from erosion when ground cover cannot be established. Mr. Bertram will advise Roger Johnson of the need to mulch the area involved in the Shagbark Subdivision. Bids for the Jewel Creek bulkhead repair project were reviewed. Ald. Schaum- berg moved to recommend to the Council the low bid of Cost, Inc. be accepted. Seconded by Ald. Ford, motion carried. The committee acknowledge receipt of a signed agreement from Richard Ford for a temporary easement on lands owned .by him adjacent to Jewel Creek. Supt, Bertram advised the committee that three culverts at the west end of Leonard's Drive will need reseeding and it is his intention to do that this fall. Supt. Bertram advised the committee that the length of the passing lane on Highway 36 at its intersection with Loomis Drive has been reduced to 750'. New plans have been submitted for approval. Supt. Bertram reported that Mr. Frank Narlock has been working on the drainage problem on the south side of his subdivision, however, the ex- cavations e by the utility company are still settling and additional ground cover will be required by spring. Building Inspector Lee will be directed to\-contact David Beierle to urge completion of the grading of his property in Hillendale Heights and adjacent to Lakeview Hills Subdivision, Supt. Bertram reported that the required improvements to The Ridges Sub- division as established by the committee havenot been started, He indicated the city has .a balance of $25,000,00 as a cash bond which is not sufficient .ko cover the heeded work. He further pointed out his concern that once the subdivision'is sold out the required improvements would not be made. -.. \ Public Works Committee - Cont'd, l The connnittee discussed the avenues open to them to assure completion of the work. Ald. Ford moved to advise Mr. Styza, owner of The Ridges, that unless the concrete inverts, shouldering, etc. are not done the Building Inspector will be directed to issue no Building Permits in that area. Seconded by Ald. Schaumberg, motion carried. Ald. Ford reported that the Capital Budget Committee has included monies 0. in the 1976 capital budget to provide for the purchase of the Lamb Nursery property located in the vicinity of Gold Drive and College Avenue. Ald. Schaumberg moved to recommend to the Council to have an appraisal made of the land to facilitate negotiations for the purchase of it. Mr. Herb Puetzer and Mr. Bob Gunner-man appeared to discuss with the committee the final grade, utility and road plans for Kristin Downs Sub- division. The following changes were agreed upon: 1. The drainage swale located between Lot 66 and Lot 65 will be storm sewered. 2. Either 12" gravel and 3" asphalt or 8" gravel and 5" of asphalt will be used in the construction of roads. 0 1' The road profile will be changed to soften the backslopes and to flatten the shoulders. . Connection will be made to St. Leonards Drive. 5. The flow line of drainage swales will be sodded. 6, The drainageway at the southwest comer of the subdivision leading to the Muskego Creek will be storm sewered or concrete inverted with the angle at which the storm water enters the creek to be such as to reduce the possibility of erosion. 7. All culverts in the subdivision, where applicable, will be of concrete or stone at the discretion of Superintendent Bertram. 8. The total water system will be of ductil iron. 9. Easements will be provided across the open spaces where necessary. Ald. Ford moved to approve the grade plans, road plans and utility plans for Kristin Downs Subdivision subject to the agreed changes. Seconded by Ald. Schaumberg. Motion carried. Cormnunication from the Chairman of the Parkland Homeowners Association was received and placed on file. Mayor Gottfried to correspond with the association regarding the contents of the letter. l Supt. Bertram reported that the invert in the Fountainwood ditch has been completed and recommends final payment to Brookfield Culvert Co. Aid. Ford moved to recommend Council approval of final payment to Brookfield Culvert Co, for work done in the Fountainwood ditch. Seconded by Ald. Schaumberg, motion carried. (Final payment - $7,000.00) Ald. Ford reported that Ald. Knudsen requested that the committee be reminded of the need for storm work along Bay Shore Drive and Richdorf Drive particularly in the vicinity of the hill. It was noted by the committee that they had previously determined that prior to any work being done by the city that landscaping by several residents in the area should be completed.
