MINUTES OF MEETING HELD OCTOBER 9, 1975
The meeting was called to order by Chairmap Schaumberg at 8:00 P.M. Also
I present were conunittee members Ford and Dumke, Mayor Gottfried, Supt.
Bertram and Ald. Foldy. Visitors at the meeting included Mr. Eldred
Jensen, Mrs. Dorndoefer, Mr. John Pellant of Glenbrook Subdivision, Mr.
Roger Johnson, representing National Exchangers and Mr. Frank Ruekert, Jr.
of the city's consulting engineering firm.
* Mr. Jensen and Mrs. Domdoefer presented a petition to the connaittee
to have the city abandon Crest Drive from Pearl Drive to Gold Drive in
the Jewel Crest Subdivision. The committee discussed the procedures
to be followed when a public right-of-way is vacated.
Mr. John Pellant appeared to discuss with the committee the condition of
the curve immediately north of Highway 24. He specifically objected to
the way in which the city has attempted to improve the curve. The
committee agreed to personally view the problem with Supt. Bertram and
Mr. Pellant.
Mr. Roger Johnson presented final plans of road grades for Shagbark
Subdivision which he anticipates to begin construction on Monday,
October 13th. It was noted by the committee that preliminary approval
of the plat has been given and the final plat must be presented to the
Plan Commission and the Council. Mr. Johnson indicated that the ditch
along Martin Drive which has been eroding will be repaired first and
the bottom will be sodded and the sideslopes wauld be heavily mulched.
He also indicated that sod would be Placed on the bottom of road ditches
where erosion is likely and that a 4-1 slope will be maintained wherever
possible..,
Mr. Frank Ruekert, Jr. appeared to review the preliminary storm sewer
drainage plan affecting a portion of the northeast area of the city
from College Ave. to Woods Road. Supt. Bertram will review the plans
prior to final printing. The committee advised Mr. Ruekert that they
would prefer to have the work done on mylar and that it is the intent
of the city to do all quarter sections unless it has been determined
that prior development makes it unnecessary. The committee agreed to
meet next Thursday, October 16th at 4:30 P.M. to discuss storm water
problems with several of the residents. Supt. Bertram to make the
necessary arrangements.
Ald. Ford moved to direct Ruekerf & Mielke to advertise for bids for the
Jewel Creek Channel bulkhead wall construction project. Seconded by Ald.
Dumke, motion carried.
A review of the policies of other communities relating to road and
ditch excavations was deferred until the next meeting.
Supt. Bertram reported that he had reviewed the Parkland area and feels
that much of the problem can be solved with some minor grading and that
very little grading, if any~, would be needed. Also, that one of the
drainage ditches leading from Parkland to the pond should be cleaned . . . . . . ‘1) and reshaped. Ald. Ford moved to authorize toe work to be done. Sec-

Ald. Ford moved to approve the final grade and road plans for Shagbark
Subdivision. Seconded by Ald. Schaumberg, motion carried.
Supt. Bertram presented plans for constructing a passing lane on
Highway 36.in the vicinity of old Loomis Road. Ald. Dumke move to
present the plans to the State Highway Commission for approval. Sec-
onded by Ald. Ford, motion carried.
* The proposed 1976 Public Works budget was reviewed with Supt. Bertram.
Ald. Ford moved to recommend acceptance by the Finance Committee of the
proposed 1976 budget, as amended. Seconded by Ald. Schaumberg, motion
carried. During the discussion of the budget Mr. Bertram pointed out
that he has included the necessary funds for a parttime employee to be
used in the late spring and summer months as well as funds for the
creating of an additional supervisory position.
The committee reviewed the estimates of the cost of applying asphalt to
the parking lot around the old city hall. Supt. Bertram advised the
committee that it would be considerably less expensive to have the city
do it. Ald. Ford moved to include the cost of providing asphalt to the

parking lot at the old city hall and old city garage in the 1976 capital
bedget. Seconded by Ald. Schaumberg, motion carried.
Supt. Bertram advised the committee that he has received requests for
street lights at the following intersections:
Flintlock Trail - Tess Comers Drive
Flintlock Trail - Woods Road
* : Apollo Drive. Racine Avenue
Gemini Drive e Racine Avenue
The matter was referred to the Public Safety Committee.
Supt. Bertram reported that the Building Inspector and himself had
met with Mr. George Harris and Mr. Elmer Tinti regarding St. Leonard's
Drive. He indicated that he will make another on-site inspection
before any final decision is made.
Mayor Gottfried advised the committee that he has received a request that
the city once again consider selling the lower portion of the former
Lassa lot to Mr. and Mrs. Aingsheim. It was noted by the connnitKee that
it had been previously determined that before any sale is made it will
be necessary to determine the area needed for a cul-de-sac at the end
e f Shore Lane as well as how much land, if any, will be needed for storm
water drainage in the area. Supt. Bertrain and Mayor Gottfried were
directed to provide that in#ormation.
Mayor Gottfried requested that the Public Works Cormnittee review the bide
for sewer installation on Lembezeder Drive since the~Sewer Committee
will not be meeting for another month. It was noted that the project
was bid with two alternates in order to provide the difference in cost
of constructing sewer just to serve the residents on Lembezeder Drive

the second to deepen the sewer on Lembezeder Drive so that residents
n a portion of Hillendale Drive could be served. A review of the.bids
r&,ealed that the cost of sewering Lembezeder Dr. was $43,000.00 and that
to deepen the sewer in order that Hillendale Dr. could also be served
would 'add between $4,000.60 and $5,000.00 to the project. It was also
pointed out' that if Hillendale Drive were to be included in this project
a new public hearing would be required. Ald. Ford moved to send the
matter to the Council without recommendation. Seconded by Ald. Schajmbe
motion carried.<
