PUBLIC WORKS COMMITTEE - CITY OF MUSKEGO
MINVTES OF MEETING HELDOCTOBER 23, 1975
The meeting was called ;o order a;t 8:40 P.M. by Chairman Schaumberg. Also present were Aldermen Dumke, Ford, Mayor Gottfr:ied and Supt. Bertram.
Al$o in attendance were Mrs. Russell Rae, Mr. Edward Johnson, Mr. Clarence
Froelich, Mr. Nowitzkk and'Mr. John Pellant. "
Mrs. Rae and Mr. Froelich appeared to discuss the dumping of fill from
the Lembezeder Sewer Project on their property. The committee reviewed
the'tfopographical maps to determine the feasibility and desirability of flll'ing the areas requested. Aid. Schaumberg moved to approve the request of
@hr..M&.-Raei-& her property adjacent to Lembezeder Drive subject to a review by Mr. Bertram and further subject to the understanding that the
f%ll will be graded in such a way as to not obstruct drainage and that the area would be seeded by late spring of 1976. Seconded by Ald. Ford,
motion carried.
Ald. Dumke moved to approve the request for fill for Mr. Clarence Froelich
sub.ject to the following:

It would be placed along Gold Drive only. The depth of the fill area would be no more than 200 feet using a

4-l slope created between 1.50' and the 200' maximum allowed
That the area would be graded this year, if feasible.
4. That the area would be seeded by late spring of 1976.
5. Fill would be placed no further north of Lembezeder than the
816 topographical level and further subject to approval by Willard
Bertram.
Motibn seconded by Ald. Ford and Carried.
Mr. Nowitzke appeared to request an easement across the former Lassa
property in arder that he could use Shore Lane as access to his
property. Ald. Ford moved to approve the bequest subject to the city's
engineers establishing the location of a cul-de-sac at the end of Share Lane and further subject to review of the storm water drainage in
tt+e area. Seconded by Ald. Schaumberg, motion carried.
Mr. John Pellant again appeared to disc&s the curve on Woodland Drive, Glenbrook Subdivision, north of Highway 24 and adjacent to his property.
He presented a petition signed by some of 'the residents of the subdivision
requesting that the curve and road be put back to its original condition.
In considering the request the committee noted that the actual right-of-
way has moved onto the Mr. Werner Bierbach's property and that Btiy major
change would require a considerable amount of time and money. Ald. Ford
moved to schedule an informal hearing before the Public Works Committee
on the matter. Seconded by Ald. Dumke, motion carried. All resi.dents
will be notified when the date of the hearing is set.
The committee reviewed the minutes of its last meeting and the ,following
items were discussed:
Mr. Bertram reported that the work on the Shagbark Subdivision is pro-
greqsing and that a time schedule for the work required by the Public
Works Committee will be submitted by Mr. Roger Johnson.
Mr. Bertram reported that the Department of Nattiral Resources has determined that a permit is required prior to the excavati.on:of
any materials out of Jewel Creek. Thh permit should be forthcoming
within 30 days. He indicated that it was their intention to go ahead l \. ,wrth th$ project to repair the bulkhead wall.

Mr. Bertram reported~ that the Parkland project was nearly completed.

The matter of grades on St. Leonard's Drive was deferred to a future
meeting.
Ald. Ford moved to approve the minutes of the previous meeting and that they be placed on file. Seconded by Ald. Schaumberg, motion
carried.
The committee discussed the status of the passing land at the inter-
section of Loomis Drive and Highway 36. Mr. Bertram advised the commi.ttee
he was waiting for final approval by the State.
The matter of the drainage problem in the Hillendale Heights area
was discussed. Mr. Bertram advised the committee that the developer?
Prank Narlock, has entered into an agreement with the utility companies
making him responsible for the restoration. supt. Bertram will review
the progress of the restoration periodically to see that it is carried
out in a manner directed by the Public Works Committee.
Supt. Bertram advised the committee that the inverts which were required
by the Public Works Committee in the Ridges Subdi.visionihav? not been
installed nor has the shouldering been completed. The committee will
determine the amount of bond presently held by the city to determine
whether it is sufficient to cover the necessary work. They will also
advise the developer that unless it is done the city will do it and
take it from his cash bond.
Ald. Ford reminded the committee of the need for a shadow lane on the
south side of Highway 24 from Lannon Dr. to Parkland Drive. A
communication was read. indicating that the State was willing to do the
shouldering and ditching if the city would install the asphalt. supt.
Bertram will begin the necessary specifications as required by the
State Department of Transportation.
Ald. Ford advised the committee that the Park and Recreation Board
suggests that the city consider purchasing the Lamb Nursery property
in the vicinity of Gold Dr. and College Ave. He indicated 'the asking
price is $16,000.00. The Park Board feels that the trees, etc. could be
used by both the Park Board and the Public Works Department and therefore
they could possibly share in the cost of purchasing. The committee
agreed to review the property.
The drainage plan presented to the Public Works Committee at its last
meeting by Frank Ruekert, Jr. was once again reviewed. Aid. Ford moved
to approve the plan and have it placed on mylar paper. Seconded by Ald.
Dumke, motion carried.
Ald. Ford moved to adjourn, seconded by Ald. bumke, motion carried. The
meeting adjourned at 11:OO P.M.
