Alderperson Madden called the meeting to order at 5:00 PM.

Alderperson Borgman made a motion to approve the minutes of July 16, 2018,
Alderperson Engelhardt seconded.

Moorland Road Reconstruction
Director Kroeger stated the Roundabout is now open and Phase 3 is underway to finish up
from Woods Road to Janesville Road. The landscaping is being done by Lambs Nursery, a
local company. The goal is to finish by September 8th or within one week due to weather.
Waukesha Water
Director Kroeger stated the preliminary work was previously completed and they are currently
working in other communities. The final, official path for the water had not been decided.

Request for Curve Warning Sign on Shady Lane and Forest Drive
Alderperson Borgman began stating vision in this area has been an issue for approximately
five years. Speed bumps were placed in the area to slow down motorists, but are not longer
present. A Children Present Caution sign is also present. Director Kroeger stated the Police
Dept. has not had any accidents in the last 10 years. Alderperson Borgman asked the other
Committee members for ideas or suggestions other than requesting another sign for the area.
It was suggested that the trees are trimmed throughout the curve. First it must be determined
which are City trees, if any, and Alderperson Borgman will talk to the homeowner(s) involved
about cutting back the large, mature trees to open up the vision area.
The Committee put this item on hold until the September meeting.
Request for Crosswalk Pavement Markings at the Intersection of McShane Drive and
Cheviot Road.
Mr. Hojnacki presented photos and handouts to the Committee members with his concerns of
accidents, near misses, spin outs, bikers, walkers, speed and parked cars at this intersection.
Alderperson Madden wants the Police Dept. input on the idea of a crosswalk marker. She
does not believe it will slow down cars. She thinks a traffic study would be a better place to
start.
The Committee put this item on hold until the September meeting.

Alderperson Borgman inquired about an update on the Hillendale Drive Reconstruction
Engineering progress. Director Kroeger stated that a Public Information Meeting would likely
be held in September with various possibilities to present.
Alderperson Borgman asked about getting the signage cleaned up all over the City as a whole.
Director Kroeger stated he would talk to Adam and DPW regarding the process.
Director Kroeger stated he met with the Waterbugs’ representatives and the Police Dept. to
talk about the July 3rd event. The Committee expressed concerns about the signage used for
parking/no parking and their placement many days before the event date.

Subject: Request for Curve Warning Sign on Shady Lane Drive/ Forest Drive

The City of Muskego Public Work and Safety Committee has received a request to install a
“Curve” warning sign on Shady Lane Drive/Forest Drive. An aerial photo of the road has
been inserted as a reference.
Recommendation for Action by the Committee:
From an engineering standpoint here are my findings:
1. Police have indicated that there has not been an accident in the last 10 years on this
street. (information provided by City of Muskego Police)
2. The road has a speed limit of 25 mph. The street is located in a neighborhood and
not designed to be a through street which means very little traffic is on the road.

Additionally, there are “Slow Children” warning signs located at the curve in both
directions to help reduce traffic speed.
3. According to MUTCD (Manual on Uniform Traffic Control Devices for Streets and
Highways) Chapter 2C – Warning Signs. Section 2C.02 Warning Signs = “The use
of warning signs should be kept to a minimum as the unnecessary use of warning
signs tends to breed disrespect for all signs.”
The committee should listen to all statements and make a decision on this manner.

Drive
Date: August 20, 2018
The City of Muskego Public Work and Safety Committee has received a request for
Crosswalk Pavement Markings at the intersection of Cheviot Road and McShane Drive.
The crosswalk pavement markings would cross McShane Drive from Cheviot Road to the
entrance of Tudor Oaks. An aerial photo of the intersection is inserted below. There is no
trail located on either side of McShane Drive.

Here is some background information on the use of crosswalk lines per different guidelines.
According to MUTCD (Manual on Uniform Traffic Control Devices for Streets and
Highways), “Crosswalk lines should not be used indiscriminately. An engineering
study should be performed before a marked crosswalk is installed at a location away
from a traffic control signal or an approach controlled by a STOP or YIELD sign.
The engineering study should consider the number of lanes, the presence of a
median, the distance from adjacent signalized intersections, the pedestrian volumes
and delays, traffic volumes, the posted or statutory speed limit or 85th-percentile
speed, the geometry of the location, the possible consolidation of multiple crossing
points, the availability of street lighting, and other appropriate factors.”
According to a FHWA (Federal Highway Administration) study, “Marked
pedestrian crosswalks may be used to delineate preferred pedestrian paths across
roadways under the following conditions:
1.At locations with STOP signs to direct pedestrians to those crossing locations
and to prevent vehicular traffic from blocking the pedestrian path when
stopping for a STOP sign.
2.At unsignalized street crossing locations in designated school zones. Use of
adult crossing guards, school signs and markings, and/or traffic signals
(when warranted) should be considered in conjunction with the marked
crosswalk, as needed.
3.At unsignalized locations where engineering judgment dictates that the
number of motor vehicle lanes, pedestrian exposure, traffic volumes, posted
speed limit, and geometry of the location would make the use of specially
designated crosswalks desirable for traffic/pedestrian safety and mobility.”
According to WisDOT FDM (Facilities Development Manual), “Regions may permit
the placement of crosswalk markings, which shall be based on a community
pedestrian plan and/or a traffic engineering assessment of need. When used, the
traffic study and/or engineering judgment should consider the following site-specific
characteristics. • Pedestrian volumes and types and pedestrian delay • Traffic
volumes including trucks and turning movements • Traffic control; signal, stop,
yield or none • Posted speed • Geometrics including number of lanes and width of
crossing • Visibility Additional measures necessary for safety may need to be
addressed. More detailed guidance on pedestrian safety measures can be found in
TCRP Report 112 / NCHRP Report 562, “Improving Pedestrian Safety at
Unsignalized Crossings”, FHWA 2005 Final Report, “Safety Effects of Marked
Versus Unmarked Crosswalks at Uncontrolled Locations”, and the “Wisconsin
Pedestrian Best Practices Guide”.”

1. There was an accident at this intersection in 2013 where a car went into the ditch
due to icy conditions. The crash did not result in a fatality. (information provided by
City of Muskego Police)
2. Based on my research, practices on the use of crosswalk pavement markings at an
unsignalized intersection vary. I provided three guidelines as background for the
committee to review. Unless there is a strong warrant for crosswalk pavement
markings, I would hesitate on placing them at an unsignalized intersection.
The committee should listen to all opinions and make a decision on this manner.

Subject: Drainage Forest Glen Subdivision

The Forest Glen Subdivision HOA president, Aldermen Borgman, Dan Flamini and Scott
Kroeger met on July 16, 2018 to discuss drainage concerns between lots 20 and 21 and
behind lot 18. The Forest Glen Subdivision was built in 2004. In addition, Dan and Scott
have visited the site several times to check out concerns and to follow up even before this
meeting.
I have attached a grading plan of the subdivision to indicate the area. I have also attached
some storm water management report background as well.
The ditch areas in question do fill up with water and do have standing water during storm
events. The ditches are working well and convey the overland flow of water to the street.
In all cases after a couple of days or a week depending on the storm event there is no
standing water between lots 20 and 21.
During our meeting we discussed the potential of removing trees behind lots 18, 19 and 21
and doing some grading work to help alleviate some drainage concerns. The initial design
of the subdivision was to preserve these trees which allowed for very little grading work in
this area. The HOA needs to give approval for any tree over 3 inches in diameter to be
removed before a home owner can remove the tree.
Recommendation for Action by the Committee:
In order to alleviate some drainage concerns, the homeowners and HOA should start by
working together and make improvements in grading their yards with the possibility of
removing some trees as well.
The committee should listen to all opinions and make a decision on this manner.

Subject: Watermain Assessments

The City of Muskego took over four private water services built in the middle or late 1970s.
The areas of concerns include Lake Lore (2000s), Lake Brittany (2000s), Guersey Meadows
(1980s), and Kristin Downs (1990s) subdivisions. The City of Muskego did not charge a
hook up fee or charge to put these homes in the WCA (Water Capacity Assessment).
These systems are made out of ductile iron and have reached their life expectancy. These
areas have consistently been the City of Muskego’s highest areas of water main repairs.
The estimated cost to design and construct brand new watermains for these 4 areas is
approximately $8.5 million.
The watermain will not be replaced until they are in the area of the road program. The
City of Muskego will continue to make repairs as needed.
For the Baylane road project we have a small portion of watermain (approximately 1,000
feet) to be replaced. Since we are digging up Baylane road for this project this is the time to
do this work. Therefore, the City of Muskego needs to put a policy in place on how to
handle these costs so we are consistent moving forward.
Recommendation for Action by the Committee:
I am looking for a policy recommendation from the Committee.
