Public Works Committee Minutes - 3/21/2016 Approved CITY OF MUSKEGO PUBLIC WORKS COMMITTEE MINUTES March 21, 2016 6:00 PM Aldermen’s Room – Upper Level of City Hall, W182 S8200 Racine Avenue CALL TO ORDER Alderman Hammel called the meeting to order at 6:00PM. PLEDGE OF ALLEGIANCE Those present recited the Pledge of Allegiance. ROLL CALL Present: Alderman Hammel, Alderman Borgman, Alderman Engelhardt. Also present Public Works Director David Simpson. STATEMENT OF PUBLIC NOTICE The meeting was noticed in accordance with the open meeting laws. APPROVAL OF MINUTES OF MEETING HELD February 15, 2016 Alderman Borgman made a motion to approve MINUTES for the meeting HELD February 15, 2016. Alderman Engelhardt seconded. Motion Passed 3 in favor. STATUS OF PROJECTS Discussion update. No formal action may be taken on any of the following: Annual Road Improvement Program Contracts are out for signature. Woods Road Recreational Trail (Racine Ave to Windover Drive) Working on the license agreement. North Cape Road Recreational Trail (Hwy 36 to Aster Hills Subdivision) The County is getting closer to finalizing the plans. Lake Street/Wildwood Drive Storm Sewer Should be starting within the next week. Flintlock Drive Storm Sewer Moorland Road Reconstruction Design is progressing. Automated Refuse Collection UNFINISHED BUSINESS Discussion update and possible action may be taken on any or all of the following: NEW BUSINESS Discussion update and possible action may be taken on any or all of the following: Review request from S73 W16582 Janesville Road for a utility bill adjustment Alderman Borgman made a motion to deny the request from S73 W16582 Janesville Road for a utility bill adjustment. Alderman Engelhardt seconded. Motion Passed 3 in favor. Meters have been tested and found to be accurate. Discuss maintenance plan for City owned water towers Alderman Borgman made a motion to delay maintenance on the City owned water tower at Mercury Drive until 2017. Alderman Engelhardt seconded. Motion Passed 3 in favor. The water tower on Mercury Drive is in need of maintenance. Recommendation of approval of License Agreement for the Woods Road Pathway Alderman Engelhardt made a motion to approve the License Agreement for the Woods Road Pathway. Alderman Borgman seconded. The path will be treated with the normal snow removal procedures. Motion Passed 3 in favor. Discuss Flintlock Trail storm sewer bids and alternative options Alderman Borgman made a motion to approach the property owner in regards to the easement necessary to proceed with the Flintlock Trail storm sewer bids and alternative options. Alderman Engelhardt seconded. Motion Passed 3 in favor. All-Ways contractors had the low bid. The open cut alternative is preferred but requires an easement approval from the property owner. Discuss options for WE Energies Recreational Trail Bridge near Bass Bay The report provided by WE Energies provided the information necessary to decide that the bridge will not be saved. Multiple bids will be accepted for the engineering of the project. Approve overweight vehicle citywide signage Alderman Borgman made a motion to approve overweight vehicle citywide signage at entry points to the City. Alderman Hammel seconded. Motion Passed 3 in favor. Discuss refuse cart rollout Distribution is going smoothly. Some single family households are calling in to request a smaller cart. The city is compiling a list of those requests. Those with a disability may submit a doctor's note to be exempt from transporting the cart to the road. The discussion will resume at the Committee as a Whole meeting on April 12th, at which time a decision will be made on how to proceed. Discuss Princeton Drive traffic calming request A request for speed studies and traffic counts has been made.
