Public Works Committee- MINUTES - 12/17/2012 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, DECEMBER 17, 2012 Ald. Neil Borgman called the meeting to order at 6:00 PM. Also present were Ald. Robert Wolfe, Ald. Eileen Madden, and Public Works Director David Simpson. Guest Ed Hinrichs, Waukesha County. Ald. Borgman led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on December 14, 2012. APPROVAL OF MINUTES OF NOVEMBER 19, 2012 Ald. Madden moved to approve the minutes of November 19, 2012. Seconded by Ald. Wolfe. Motion carried 3-0. STAFF REPORTS None STATUS OF PROJECTS Director Simpson gave updates on the following projects: Janesville Road Reconstruction – Coming along. Permanent traffic signals should be in a couple of weeks. Pioneer Drive Reconstruction – Complete. Tess Corners Reconstruction – Complete. Just need grass to grow. Racine Avenue Recreational Trail – Working with County. Have first draft plans put together. I will be working with a consultant shortly to work on floodplain and wetland crossing. Moving along. UNFINISHED BUSINESS None NEW BUSINESS Discuss Janesville Road (CTHL) Phase 2 Project Design Elements that do not Meet Optimal Design Guidelines – Ed Hinrichs, Waukesha County, advised this is something they do for a design study report on all projects. They try to meet current design standards. This project is through the DOT so it’s even more intensive and we try to meet these goals the best we can. There are a couple elements the County wanted to make the City aware of that we are not going to meet optimal design. The first one is the Lannon Drive intersection angle, they wanted it closer to 70 degrees, it’s 63-1/2 right now. In order to make it more optimal we would have had to take more right of way, properties, and the banks. It’s been that way. It should be okay. The second issue he stated is they are really starting to enforce the 2 sidewalk and crosswalk designs to accommodate physically challenged pedestrians, requiring a two percent grade of the roadway to the crosswalk. To fix the issue would require flattening the intersections with crosswalks, but that could cause a noticeable dip in the road as drivers proceed through. He felt we would be given an exception from the state for these items because of how long the design plans have been out there. He was confident that no major changes would need to be made. No action required. Review Request for Sanitary Sewer Service Area Extension – Davis CSM – Woods Road – Director Simpson stated previously it was approved for a two lot land division on Woods Road, which requires that Lot #1 of the land division be connected to the City’s sanitary sewer system. To accomplish this requirement the City must first amend the current Sanitary Sewer Service Area (SSSA) to include the lands within the new Lot #1 boundaries. The first step related to this amendment is made by requesting said amendment from the Southeast Wisconsin Regional Planning Commission (SEWRPC). He advised we make a request for a Sanitary Sewer Service Area boundary amendment to SEWRPC for these lands. Ald. Wolfe made a motion to make the request. Seconded by Ald. Madden. Motion carried 3-0.
