MINUTES OF MEETING HELD MONDAY, OCTOBER 17, 2011
Alderman Noah Fiedler called the meeting to order at 6:00 PM. Also present were
Alderman Dan Soltysiak, City Engineer David Simpson, Public Works Superintendent
Wayne Delikat and Public Utilities Superintendent Scott Kloskowski. Ald. Keith Werner
absent.
Ald. Fiedler led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Law on October 14, 2011.
APPROVAL OF MINUTES OF SEPTEMBER 19, 2011
Ald. Soltysiak moved to approve the minutes of September 19, 2011. Seconded by Ald.
Fiedler. Motion carried 2-0.
STAFF REPORTS
None
STATUS OF PROJECTS
Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson stated
moving forward. The new proposed date by utilities to start relocation is October 27.
Durham Drive Reconstruction & Sanitary Sewer Project – City Engineer Simpson advised
Durham Drive going well. Providing weather good we should be doing paving next week.
McShane Pump Station Upgrade – Should be done today or tomorrow coating the wet well
per Public Utilities Superintendent Kloskowski. That part should be done this week. Waiting
for some parts for valves. We can use it now.
PPII Reduction & Sanitary Sewer Backup Prevention Programs – City Engineer Simpson
stated out of about 100 homes, we have 70 people that want to participate. Majority of them
have been inspected. Televising started today. Moving forward.
Tess Corners Reconstruction – Survey work is started per City Engineer Simpson. We are
well on our way.
Cornell Drive Storm Sewer Construction – City Engineer Simpson stated project started last
week moving east to west.

Review Conceptual Land Division’s Required Public Improvements of Summertime
Lane) – City Engineer Simpson stated this is a conceptual land division submitted by Mr.
Birkley. He is going to be submitting this to Plan Commission. Mr. Birkley has made
previous requests, however, those requests added additional driveway connections to
Summertime Lane, whereas this proposal would not add any connections. Recommendation

would be to require a full gravel drive per the original approved design for Summertime Lane
and require a restriction against any access to Summertime Lane from lot 2 along with deed
restrictions against all properties on Summertime Lane explaining owners’ responsibilities.
Ald. Soltysiak made a motion to approve recommendation. Ald. Fiedler seconded. Motion
carried 2-0.
Recommend Approval of Engineering Design Services Consultant for the Reconstruction of
Pioneer Drive (Janesville Road to Racine Avenue – City Engineer Simpson stated
reconstruction of Pioneer Drive will involve multiple facets including water main construction,
road construction (including sidewalks and a recreational trail), and utility burial. A request
for proposals was sent to five different design firms. All firms submitted proposals and these
proposals were reviewed by a committee. Ald. Fiedler made a motion to move to approve
awarding the design contract to R. A. Smith, the highest scoring company. No second was
made. Ald. Fiedler advised passing to Council and having decision made there.
Recommend Approval of Engineering Design Services Consultant for the Construction of a
Multiuse Path on Woods Road (Quietwood Drive to Racine Avenue) – City Engineer
Simpson advised during recent budget discussions the planned recreational trail along
Woods Road, from Racine Avenue to Quietwood Drive, was moved to be constructed in
2012. Proposals were dispersed to four different design firms. Three firms submitted
proposals and proposals were reviewed by a committee of two staff members and one
Alderman. Ald. Soltysiak questioned if there is money budgeted for this. Ald. Soltysiak
made a motion to move to approve awarding the design contract to GRAEF. Ald. Fiedler
seconded. Motion carried 2-0.
Annual Review of Hardship Status and Standby Charges for Sanitary Sewer Connections –
Utilities Superintendent Kloskowski stated the list of properties are adjacent to sewer but are
not connected. Most of the Denoon ones were left off because they have no plumbing
inside the house, or the North Shore ones the Lake Meadows committee did not make
existing homes connect. Little by little those houses are going away. It’s supposed to come
to this Committee once a year for review. Typically we leave them as is unless the
Committee wants to force someone to connect. Recommendation would be to leave those
whatever status they’re in the way they are. Ald. Soltysiak made a motion to approve
recommendation. Seconded by Ald. Fiedler. Motion carried 2-0.
Discuss Updates to City Ordinance Relating to Cross Connection Control and Backflow
Prevention – Utilities Superintendent Kloskowski advised the attached “Model Ordinance for
Cross Connection Control” was from Wisconsin World Water Association. We are not going
to write a new ordinance, just incorporate this verbiage into Chapter 28. DNR rewrote
Section NR 810 last year. They want Utilities to become more proactive inspecting cross
connections, so they want us to update our Ordinances and do more inspections. They
always requested we do inspections in the past, but now they are requiring us to do in
residential properties once every 10 years and commercial every other year. It is to make
sure those served by public water do not have a contamination source. It would be a
physical walk-thru of your house and inspection of every faucet. They want us to do 10
percent every year. Ald. Soltysiak made a motion to submit it to City Attorney to look at and
then bring it back here. Ald. Fielder seconded. Motion carried 2-0.
